Ability of the Economic Operator to pursue the professional activity:

— Document on registered activity (DRD form).

Registered activity related to the subject of procurement is necessary – construction and A or B License for Contractor, for construction of structures of the first or the second category in compliance with the Law on Construction.

For the purpose of proving its personal situation, the economic operator shall submit the following documents:

— Statement by the economic operator that it has not been pronounced, in the last 5 years, effective court decision for participation in criminal organization, corruption, fraud or money laundering;

— Certificate that it is not subject to bankruptcy procedure issued by a competent authority;

— Certificate that it is not subject to liquidation procedure issued by a competent authority;

— Certificate on paid taxes, contributions and other public duties by the competent authority in the country where that economic operator is established;

— Certificate from the Register of penalties for criminal deeds done by legal entities that no sanction has been pronounced to the…

… economic operator regarding prohibition of participation in public announcement procedures, award of public contracts and public-private partnership contracts;

… Economic Operator regarding temporary or permanent prohibition of performance of individual activity;

— Certificate that the Economic Operator has not been pronounced, by an effective court decision, a sanction for misdemeanor resulting in prohibition of pursuing professional activity or duty, i.e., temporary prohibition of performance of individual activity.

Економска и финансиска состојба:

Necessary documents for proving the economic standing of the Economic Operator:

— Report on the Statement of Accounts certified by a competent authority, i.e., revised Statement of Accounts, or excerpts from the report on the Statement of Accounts in cases when announcement of the Statement of Accounts is prescribed by the law of the country where the economic operator is registered, for the last 3 years – 2012, 2013 and 2014;

— Excerpt from the total turnover of the enterprise (data from the Profit and Loss Account issued by a competent authority, i.e., revised Profit and Loss Account) for the last 3 years – 2012, 2013 and 2014 and where appropriate, from the turnover in the field covered with the public contract, for the last 3 financial years at the most for which such data are available depending on the date on which the enterprise was founded or started to operate and depending on the availability of such data.

Минимално ниво(а) на стандарди:

Minimal criteria for definition of the economic and financial standing of the Economic Operator:

— Minimal total income for the last 3 years to the amount of 2 500 000,00 EUR in the field of construction, i.e., 153 750 000,00 MKD.

Техничка и професионална способност:

Necessary documents for proving the technical and professional ability of the Economic Operator:

— List of works – constructed high-rise structures of the first and/or the second category for the last 5 years stated according to category, number of storeys, built net area, value, time of construction, location of construction and employer;

— Contracts on construction (minimum 3) of structures of the first and/or the second category – highrises from the list, for the last 5 years (the contracts should refer to completely constructed structures, not construction of individual phases of a structure);

— Certificates (recommendations) on high quality and timely performed works on structures of the first and/or the second category - highrises, issued by former employers related to the submitted contracts;

— Declaration regarding engagement on current contracts within the country and abroad with value and deadline for realization;

— Declaration by the Economic Operator regarding average annual number of employees and number of technical staff in the last three years;

— List issued by the Employment Agency on employees qualified for the performance of the activity related to the subject of the public contract (construction) at the moment of submittal of the bid.

Declaration by the Economic Operator regarding the minimum required professional staff to be engaged in the realization of the subject of procurement, with stated names and surnames. For these, the Economic Operator shall deliver:

— M1/M2 form for the professional staff to be engaged in the realization of the subject of procurement;

—License A or B for construction for the professional staff to be engaged in the realization of the subject of procurement;

— Diploma on completed Structural Engineering Major by the graduated civil engineer;

— Declaration about the elements of the contract which the Economic Operator intends to give to a subcontractor/s and data on the subcontractors (firm, seat, unique tax number, etc.) that fulfill the conditions for the performance of the works prescribed with the Law on Construction;

—Declaration certified by a Notary Public that if the bidder is awarded the public contract, the bidder shall realize the structure to the phase of a shell structure (without involvement of subcontractors).

Минимално ниво(а) на стандарди:

—Minimum 3 realized contracts on construction of structures of the first and/or the second category – highrises, in the last 5 years, from the list, with a total built net area of minimum 10 000,00 m

— Minimum 3 certificates (recommendations) on high quality and timely performed works on structures of the first and/or the second category – highrises, issued by former employers, related to the submitted contracts;

— Minimum professional staff to be engaged in the realization of the subject of procurement: minimum 3 graduated engineers with A or B license for construction as follows: 2 graduated engineers architects and 1 graduated civil engineer – structural engineering major;

— Minimum 30 employees that will be directly engaged in the realization of the subject of the contract (engineers, technicians, construction workers);

—The bidder should necessarily build the structure to the phase of a shell structure (without involvement of a subcontractor).
