2.2.1 The Contracting organ will exclude from the procedure for awarding the public procurement agreement every economic operator:

— To whom during the last 5 years was sentenced effective sentence for participation in criminal organization, corruption, fraud or money laundering;

— To whom was sentenced ancillary sentence ban for participation in procedures for public calls, awarding of public procurement contracts and private public partnership contracts;

— To whom was sentenced ancillary sentence temporary or permanent ban for practising certain activity;

— That is under bankruptcy procedure or liquidation;

— That has uncovered taxes, contributions or other public expenses, except if to the economic operator was approved delayed payment of the taxes, contributions or other public expenses pursuant the special ordinances and the same pays regularly;

— To whom was sentenced crime sanction — ban for practising profession, activity or duty, that is, temporary ban for practising certain activity and

— Who presents false data or does not submit data requested by the Contracting organ.

2.4.2 The economic operator evidences the fulfilment of the minimum conditions from sub-point 2.4.1 with submission of:

— Photocopy M1 / M2 accompanied by diplomas of the hired personnel of four graduated archivists and an information technician for information security and information systems.

— A) Elaborate for Technical and space equipment, archival safe, with graph presentation statics 9+ degrees in European scale seismic and fire-resistance of 180 minutes to external influences and certificates: Evidence for installed devices and biometric access and control of moisture from 35 % to 45 % and temperature from 16 to 20°C. Evidence for implemented systems for access control, alarm equipment, fire detection, video surveillance, according to fire protection explosions and hazardous substances)

b) Elaborate for technical and space equipment of server room with graphic presentation of Fire resistance of the external environment for a minimum of 60 minutes temperature of 16 to 22 °C and humidity of 35 to 50 %. Certificates for Proof of installed devices for biometric access control moisture and temperature. Proof of implemented systems access control, alarm equipment, fire detection, video surveillance, according to fire protection explosions and hazardous substances)

— A list of at least three references for performed services of digitizing archival description and a list of documents for selection and validation of archival material)

— Statement for possession of equipment for digitizing all formats of documents provided in the procurement specification of equipment for every format from A4 to A0.

— The economic operator shall provide an opportunity for the Public Procurement Commission for the subject public procurement for evidence to the full human, technical and spatial conditions by visiting and talking with key employees of the reported economic operators (information remain for internal use by the contracting authority).

Минимално ниво(а) на стандарди:

2.4.1 In order to qualify as capable for executing the subject public procurement agreement, from aspect of its technical or professional capability, the economic operator should fulfil the following minimum condition:

— To posses personnel potential under the Rulebook of the State Archive of RM for technical staff and space requirements that the documentary centres must meet, according to the Official Gazette No.99 dated 12.7.2013.

— To posses technical and spatial conditions a) Archival safe and b) Server room under the Rulebook of the State Archive of RM for technical personnel and space requirements that the documentary centres must meet, according to the Official Gazette No.99 dated 12.7.2013.

— The economic operator must submit at least 3 references from different entities with valid evidence of services provided by the digitization of documentary and archival material from large scale, in an amount equal to or greater than 100 000 pages each.

— Must have scanning centre with technical equipment for scanning format of A0 to A4

— To provide access to the digitizing equipment for all formats of documents that are the subject of procurement.

Извршување на договорот
Потребни депозити и гаранции:

7.5.1 Condition for signing the agreement with the selected most favourable Bidder is securing guarantee by the most favourable Bidder for quality performance of the agreement in the amount of 5 % of the value of the agreement.

7.5.2 The guarantee of point 7.5.1 should be submitted in a form of bank guarantee in a written form. The guarantee should be submitted in original. Copies are not acceptable.

7.1 Manner of payment

7.1.1 The following manner of payment is stipulated:

— after the execution of the service,

— after the submission of the copies,

— after the testing of the quality of the copies and the coverage of the documents,

— after the written minutes for the reception of the copies,

— after the submission of the invoice

It is envisaged the consequent deadline for payment: upon submitted invoice but not longer then 60 days.

The manner of payment is obligatory. Every bid that contains manner of payment different from the one stipulated in this point shall be considered as unacceptable and as such shall be rejected by the commission for public procurement.
