Statement by the economic operator that it has not been announced, in the last 5 years, effective court decision for participation in criminal organization, corruption, fraud or money laundering;

— Certificate that it is not subject to bankruptcy procedure issued by competent authority;

— Certificate that it is not subject to liquidation procedure issued by competent authority;

— Certificate for paid taxes, contributions and other public duties by the competent authority in the country where that economic operator is established;

— Certificate from the Register of penalties for committed criminal acts of legal entities that a minor penalty…

… ban on participation in procedures for public announcements, awarding of public procurement contracts and contracts for public private partnership has not been imposed;

… temporary or permanent ban on performing certain activity has not been imposed;

— Certificate that it has not been announced any sanctions for misdemeanor with an effective court decision, resulting in prohibition for pursuing professional activity or duty, i.e. in a temporary prohibition for performing professional activity.

Document proving a registered business.

— License A for designing structures of first category as per the Construction Law in force (Official Gazette of Republic of Macedonia no. 130/09, 124/10, 18/11, 36/11, 54/11, 13/12, 144/12, 25/13, 79/13, 137/13, 163/13, 27/14, 28/14, 42/14, 115/14, 149/14, 187/14, 44/15 and 129/15), or, for foreign economic operators, a Certificate issued by an institution authorized in spatial planning operations as per the article 42 of the Construction Law (Official Gazette of Republic of Macedonia no. 130/09, 124/10, 18/11, 36/11, 54/11, 13/12, 144/12, 25/13, 79/13, 137/13, 163/13, 27/14, 28/14, 42/14, 115/14, 149/14, 187/14, 44/15 and 129/15). (In case of tenderers bidding as a group of economic operators (Joint Venture), this condition shall apply to each of the companies (members) comprising the group (JV)).

Економска и финансиска состојба:

— Minimum annual income of 10 000 000 MKD (Denars) per year for each of the last 3 years (2012, 2013 and 2014);

The economic operator shall prove that he meets the requirements of Economic and financial status by furnishing the following:

— Copy of balance sheet report and data on income statements for 2012, 2013 and 2014, certified by a competent authority, i.e. audited balance sheets or abstracts of the report on balance sheets, where balance sheet publication is required under the law of the country where the economic operator is registered;

Foreign Tenderers: in case balance sheet report and data on income statements for 2012, 2013 and 2014, certified by a competent authority, were not issued, they are required to submit copies of auditors' reports of the Foreign Tenderer, which shall be positive and shall be issued by a reputable foreign institution registered to provide audit services. Auditor reports shall contain data about the overall economic operation of the Foreign Tenderer (for the last 3 years).

Техничка и професионална способност:

1. Minimum 1 implemented contract on design documentation development for state roads, main streets in settlements, or boulevards, in the last 3 years, with a minimum value of 2 000 000,00 MKD (Denars), with design audited and approved.

2. Minimum 1 implemented contract on a developed design for a building construction object (commercial, residential, industrial) with an area of at least 200 m

— Notification on contract items that the economic operator intends to subcontract to third parties.

Key personnel:

— Chief Design Engineer: Bachelor of Civil Engineering — BS CE possessing an Authorization A for development of design documents in civil engineering, with at least 7 years of work experience as a design engineer, and 4 years of work experience as a Road Design Engineer;

— Road Alignment Design Engineer: Bachelor of Civil Engineering — BS CE possessing an Authorization A for development of design documents in civil engineering, with at least 5 years of work experience as a design engineer, and 3 (three) years of work experience as a Road Design Engineer;

— Design Engineer of Building Construction Objects (commercial, residential, industrial): Bachelor of Civil Engineering — BS CE possessing an Authorization A for development of design documents in civil engineering, with at least 5 years of work experience as a design engineer, and 3 years of work experience as a Design Engineer of building construction objects (commercial, residential, industrial);

— Design Engineer of Geotechnics: Bachelor of Engineering possessing an authorization A for developing design documents in geotechnics, with at least 5 years of work experience in civil engineering and 3 years as a Design Engineer on projects involving geotechnics;

— Geodetic Engineer possessing an Authorization in Geodesy with minimum 5 years of work experience in civil engineering field;

— Expert in Environmental Impact Assessment (EIA) possessing a Diploma in the field of environmental engineering, ecology, engineering, technical — technological sciences or other appropriate diploma in natural sciences related to the environment protection. Certificate of passed professional exam for obtaining the status of an Expert in Environmental Impact Assessment of Projects issued by the Ministry of Environment and Physical Planning (MOEPP) of RM. Minimum 3 years of experience in the field of environment and nature protection and improvement. At least 1 developed and approved Environmental Impact Assessment (EIA) (Study or Report);

— Electrical Engineer: Bachelor of Science in Electrical Engineering (BS EE), possessing an authorization A for developing design documents in electrical engineering, with at least 1 year of work experience on projects in the field of electrical engineering;

— Mechanical Engineer: Bachelor of Science in Mechanical Engineering, possessing an authorization A for developing design documents in mechanical engineering, with at least 1 year of work experience on projects in the field of mechanical engineering;

Equipment:

— Adequate technical equipment with hardware and software required for development of the design documents in an electronic form;

— Geodetic instruments and equipment (appropriate equipment for surveying, double frequency GPS unit, 2 total stations, off-road vehicle).

The economic operator shall prove that he meets the requirements for Technical and professional competence by furnishing the following:

1. Copy of the Contract and a proof that the project was completed and audited, as well as written confirmation by recipients of the service performed;

2. Copy of the Contract and a proof that the project was completed and audited, as well as written confirmation by recipients of the service performed.

— For Chief Design Engineer: copies of the diploma and of authorization A for developing design documents in civil engineering issued by competent national authorities, as per the Construction Law in force (Official Gazette of Republic of Macedonia no. 130/09, 124/10, 18/11, 36/11, 54/11, 13/12, 144/12, 25/13, 79/13, 137/13, 163/13, 27/14, 28/14, 42/14, 115/14, 149/14, 187/14, 44/15 and 129/15), M1/M2 employment form or a relevant evidence of engagement as per the valid Public Procurement Law, and completed short biography forms (provided in tender documents) for the proposed experts;

— For Road Alignment Design Engineer: copies of the diploma and of authorization A for developing design documents in civil engineering issued by competent national authorities, as per the Construction Law in force (Official Gazette of Republic of Macedonia no. 130/09, 124/10, 18/11, 36/11, 54/11, 13/12, 144/12, 25/13, 79/13, 137/13, 163/13, 27/14, 28/14, 42/14, 115/14, 149/14, 187/14, 44/15 and 129/15), M1/M2 employment form or a relevant evidence of engagement as per the valid Public Procurement Law, and completed short biography forms (provided in tender documents) for the proposed experts;

— For Design Engineer of Geotechnics: copies of the diploma and of authorization A for developing design documents in geotechnics issued by competent national authorities, as per the Construction Law in force (Official Gazette of Republic of Macedonia no. 130/09, 124/10, 18/11, 36/11, 54/11, 13/12, 144/12, 25/13, 79/13, 137/13, 163/13, 27/14, 28/14, 42/14, 115/14, 149/14, 187/14, 44/15 and 129/15), M1/M2 employment form or a relevant evidence of engagement as per the valid Public Procurement Law, and completed short biography forms (provided in tender documents) for the proposed experts;

— For Geodetic Engineer: copies of the diploma and of authorization in geodesy, M1/M2 employment form or a relevant evidence of engagement as per the valid Public Procurement Law, and completed short biography forms (provided in tender documents) for the proposed experts;

— For Expert in Environmental Impact Assessment (EIA);

— Copy/ies of the diploma/s;

— Copy of the Certificate of an Expert in Environmental Impact Assessment issued by the Ministry of Environment and Physical Planning (MOEPP) of RM;

— Copies of M1/M2 employment forms or a relevant evidence of engagement as per the valid Public Procurement Law, and filled out and signed biography form/s for proposed expert/s (provided in tender documents);

— Copy of a confirmation/reference that the expert had been engaged in the development of the Study or Report, or copy of the confirmation/reference that the expert was engaged in development of the above stated document(s);

— For Electrical Engineer: copies of the diploma and of authorization A for developing design documents in electrical engineering field, M1/M2 employment form or a relevant evidence of engagement as per the valid Public Procurement Law, and completed short biography forms (provided in tender documents) for the proposed experts;

— For Mechanical Engineer: copies of the diploma and of authorization A for developing design documents in mechanical engineering field, M1/M2 employment form or a relevant evidence of engagement as per the valid Public Procurement Law, and completed short biography forms (provided in tender documents) for the proposed experts.

— Statement about the technical equipment;

— Statement about possession of geodetic instruments and equipment.
