— Statement by the economic operator that it has not been announced, in the last 5 years, effective court decision for participation in criminal organization, corruption, fraud or money laundering;

— Certificate that it is not subject to bankruptcy procedure issued by competent authority;

— Certificate that it is not subject to liquidation procedure issued by competent authority;

— Certificate for paid taxes, contributions and other public duties by the competent authority in the country where that economic operator is established;

— Certificate from the Register of penalties for committed criminal acts of legal entities that a minor penalty…

— Certificate that it has not been announced any sanctions for misdemeanor with an effective court decision, resulting in prohibition for pursuing professional activity or duty, i.e. in a temporary prohibition for performing professional activity.

— License for performing geodetic activities in compliance with the Law on Real Estate Cadastre (Official Gazette of RM no. 55/13, 41/14 and 115/14);

— License for an Authorized Assessor in the field of agriculture, forestry and water economy issued by the Ministry of Agriculture, Forestry and Water Economy according to the Assessment Law (Off. Gazette of RM no. 115/10, 158/11, 185/11, 64/12 and 188/14);

— License for an Authorized Real Estate Assessor issued by the Ministry of Transport and Communications according to the Assessment Law (Off. Gazette of RM no. 115/10, 158/11, 185/11, 64/12 and 188/14).

Економска и финансиска состојба:

— Total revenues of 200 000 EUR in the last 3 years.

The economic operator shall prove that he meets the requirements for Economic and financial status by furnishing the following:

— Copy of balance sheet report and data on income statements for 2011, 2012 and 2013, certified by a competent authority, i.e. audited balance sheets or abstracts of the report on balance sheets, where balance sheet publication is required under the law of the country where the economic operator is registered.

— For Foreign Tenderers: Copies of auditors' reports of the Foreign Tenderer, which shall be positive and shall be issued by a reputable foreign institution registered to provide audit services. Auditor reports should contain data about the overall economic operation of the Foreign Tenderer (for the last 3 years).

Техничка и професионална способност:

Minimum 2 (two) completed contracts on marking roadside area subject to expropriation on first category roads.

— Minimum 1 (one) contract on assessment of agricultural crops, forestry cultures and expert evaluation of structures in the last 3 (three) years

— Notification on contract items that the economic operator intends to subcontract to third parties.

Key personnel:

— One Assessor in the field of agriculture, forestry and water economy possessing a Certificate of Assessor in the field of agriculture, forestry and water economy according to the Assessment Law (Off. Gazette of RM no. 115/10, 158/11, 185/11, 64/12 and 188/14);

— One Real Estate Assessor possessing a Certificate of Real Estate Assessor according to the Assessment Law (Off. Gazette of RM no. 115/10, 158/11, 185/11, 64/12 and 188/14);

— Minimum 2 (two) Geodetic Engineers, BSc., possessing a License for Authorized Surveyor according to the Law on Real Estate Cadastre (Official Gazette of RM no. 55/13, 41/14 and 115/14) with minimum 2 years of work experience in civil engineering field.

The economic operator shall prove that he meets the requirements for Technical and professional competence by furnishing the following:

— For the minimum 2 (two) completed contracts on marking roadside area subject to expropriation on first category roads: Copy of the Contracts and written confirmations that the services under the contracts were completed on time and with high quality.

— For the minimum 1 (one) contract on assessment of agricultural crops, forestry cultures and expert evaluation of structures in the last 3 (three) years: Copy of the Contract and written confirmation that the services under the contract were completed on time and with high quality.

For the key personnel:

— For the Assessor in the field of agriculture, forestry and water economy, furnish the Certificate of Assessor in the field of agriculture, forestry and water economy, and copies of M1/M2 employment forms;

— For the Real Estate Assessor, furnish the Certificate of Real Estate Assessor, and copies of M1/M2 employment forms;

— For the minimum 2 (two) Geodetic Engineers, BSc., furnish a copy of the License for Authorized Surveyor according to the Law on Real Estate Cadastre (Official Gazette of RM no. 55/13, 41/14 and 115/14), copies of M1/M2 employment forms, and completed short biography forms (provided in tender documents) for the proposed experts.
