The appellant is not located in the Republic of Macedonia is obliged to appoint a legal representative to receive correspondence.
The appeal is lodged with the State Commission. The appeal shall be submitted in person or by registered mail simultaneously to the contracting authority and the State Commission. Date of filing of the appeal by registered mail shall be deemed the day of submission. In the case of the appeal the contracting authority is obliged to issue a receipt confirming the time of receipt.
