In order to demonstrate their status, the economic operator should submit the following documents:

— Declaration by the economic operator that in the last 5 years he was not pronounced a verdict for participation in a criminal organization, corruption, fraud or money laundering;

— Confirmation that it is not a subject to bankruptcy procedure…

… for winding by the competent authority;

— Confirmation of paid taxes, contributions and other public duties by the competent authority of the country in which the economic operator is registered;

— Certificate from the Registry of penalties for crimes committed by legal entities that it has not been imposed a minor penalty…

… ban on participation in public bidding procedures, granting contracts and agreements for public-private partnership;

… — temporary or permanent prohibition for performing professional activity;

— Confirmation that it has not imposed a sanction by verdict — prohibition on performing a profession, activity or duty, i.e. temporary prohibition for performing professional activity.

In order to prove the ability for performing professional activity, the economic operator should submit the following documents:

— Document for registered activity, as an evidence that it is registered as a legal entity for performing the activity related to the subject of the Public procurement contract, or evidence that it belongs to an appropriate professional association in compliance with the regulations of the country it is registered in.

No documents are required to prove the economic situation of the economic operator.

Техничка и професионална способност:

The offered goods should meet the requirements of technical specifications or required technical characteristics of the goods which are the subject of procurement (detailed in section Technical specifications).

Catalogues or other documents to prove the requirements of technical specifications for the essential characteristics of the products which are the subject of procurement with clearly marked pages for tests and consumables.

Информации за роковите за приговор:

The appeals procedure shall be initiated by filing a complaint or a request for cancellation of the award of a public contract for failure documentation to the State Commission in accordance with Article 222. Appeal will be filed within 8 days of:

— The announcement of the award of a public contract in terms of information, actions or failure to take action by the announcement;

— Opening of the bids in respect to actions or failures to undertake actions related to the tender documentation, i.e. the bid opening;

— The deadline for a decision on selection or cancellation of the procedure in accordance with Article 162 paragraph (2) of this Act in relation to the failure to adopt a decision on selection or cancellation of the procedure in the relevant period;

— The receipt of the decision that determines the individual right of the procedure for awarding a public contract, in terms of determining the ability of applications for participation or evaluation of bids; or

— Knowledge of illegal procedure for awarding a public contract, no later than 1 year from the date of completion of the procedure.

When the procedure ends with an electronic auction, the deadline for filing the appeal against the determination of the capability of bidders and full evaluation of initial bids are counted from the date of receipt of the decision that determines the individual right of the procedure for awarding a public procurement after the electronic auction.

Economic operator failing to appeal to the provisions of paragraph (2) of this Article, no right of appeal at a later stage of the procedure for the same legal basis.
