Documents necessary to prove the technical and professional capability of the economic operator:

To prove the technical and professional capability for each PART of the subject of procurement, the economic operator when submitting their bid must also submit:

— Certificate/Statement by the economic operator /original/ for the possession of free vehicles for special lines transport arranged along the routes for which the bidder submits a bid (free vehicles for special line transport engaged for one destination, and an adequate number of vehicles in stock, in proportion to the number of vehicles offered),

— copy of a valid driving license for each vehicle available for free line transport of passengers in internal road traffic for the destination for which the bidder submits a bid,

— excerpt from the license for the vehicle in question, issued by the Ministry of Transport and Communications of PM, to perform public transport in internal road traffic -type of transportation — Free transport of passengers and separate line transport — for each vehicle available that will be engaged to perform transport to a specific destination). / valid / submitted as a copy signed and certified by the bidder, designated ‘True to the original’;

— Confirmation of meeting the special technical and exploitation conditions and technical characteristics for the vehicle (for each vehicle available for special transportation) issued by an authorized station for performing technical inspection for vehicle registration, in accordance with the regulations for safety in traffic, to be submitted as a copy signed and verified by the bidder designated ‘True to Original’;

— copy of M1/M2 Form for employed driver

(one driver per vehicle offered / the number of drivers to be equal to the number of vehicles offered for each route, i.e., for which the bidder intends to submit an offer)

— Statement by the economic operator for diligence and responsibility in carrying out the contract (The Form of the Statement is attached to the tender documentation), i.e., that he will be responsible for the regular maintenance of the line upon determined route, in accordance with the technical specification, and that he undertakes to leave on time and come back to the determined location, to stop at the stations on the way, to adhere to the established routes and timetable, at any time to dispose of a spare vehicle in case of a breakdown of the vehicle, to dispose of a spare driver in case of absence of the driver who was to perform the route, to only perform transport intended for the students of the school SOU ‘Gosho Vikentiev’ — Kocani, and not to other transportation to other persons and other sites that are not subject to this service.

1. To qualify as capable of performing the subject of the contract on public procurement in terms of its technical and professional capability, the economic operator must have met the following conditions by the day of submitting the bid:

1.1. The economic operator or a group of economic operators may submit a bid in the procedure for awarding a public procurement contract for the transport of passengers for as many routes as they have available vehicles for special line transport of passengers,

1.2. All available vehicles for special line transport that the economic operator intends to engage for the realization of the subject need to meet the minimum technical and exploitation standards prescribed for certain types of transport,

1.3. The subcontractor should meet the same criteria for establishing the capability as those for the bidder,

1.4. The economic operator needs to have employed at least one driver per vehicle for a route for which he intends to submit a bid,

1.5. Serious intent and liability of the bidder in the realization of the subject of procurement.
