1. 2. In order to demonstrate the ability to perform the professional activity the economic operator submits the following documents:

— Document for registered activity (DRA Form/Confirmation of registered activity in the Republic of Macedonia, the competent authority is the Central Registry of the Republic of Macedonia and it should not be older than 6 months from the deadline for submission of bids backwards/original or copy, stamped and signed by the person in charge, designated ‘True to the original’) as evidence that it is registered as a natural or legal entity for performing the activity related to the subject of the contract or evidence that belongs to the appropriate professional association in accordance with the regulations of the country where it is registered.

— The economic operator should also submit evidence issued by the competent authority for the fulfilment of specific conditions for performing activities prescribed according to the law pertaining to the subject of the contract, i.e. to deliver a minimum valid license B for designing issued by the Ministry of Transport and Communications, pursuant to the Law on Construction of the Republic of Macedonia ....... (copy certified by the bidder, signed and stamped and designated ‘True to the original’).

As part of the bid, the economic operator must provide a tender guarantee (guarantee of participation) in the amount of at least 3 % of the total bid value, excluding VAT, in MKD. Any offer in which the tender guarantee is expressed in another currency, the Procurement Committee shall reject as unacceptable.

Condition for signing the contract with the winning bidder is providing a guarantee by the winning tenderer for performance of the contract in the amount of 10 % (ten percent) of the contract value.

Payment of services which are the subject of this contract, shall be made as follows: by submitting a first invoice with revised infrastructure projects for each travel route in the projected number of samples, the value corresponding to the percentage of work done, but up to 40 % of the total value of the contract, and delivery within the specified period of the subject of the contract, in the specified number of samples and as defined in the technical specifications a document for each travel route, with final invoice.

Once the Bureau for regional development and/or the 11 municipalities of the region (depending on the source of funds which will be used) will transfer the funds for implementation of the public contract to the account of the Contracting authority, the Contracting authority with payment order, no later than 15/fifteen days from the assigning of the funds, will make payment to the account of the contractor in the amount of the invoiced value.

The funds allocated by the Bureau for regional development will be used first when disbursing funds to the Contractor for the realization of the project, and if there is a difference in value in respect of the established funds from the Bureau for Regional Development for this purpose and the assigned public contract following the selection of the best bid, the difference will be paid from funds provided by the 11 municipalities of the region in percentage according to the amount of its own share of each municipality in total participation in the project.

The manner of payment is obligatory. Any bid that contains a payment method other than the 1 determined in this point will be considered unacceptable and as such will be rejected by the commission for public procurement.

Правна форма што треба да ја преземе групата економски оператори на која ќе се додели договорот:

Any interested domestic and foreign legal or natural entity — bidder who is registered for activity that is related to the subject of the contract for public procurement has the right to place a bid.

A group of bidders also has the right to place a bid (where the bid is prepared in accordance with the conditions and requirements specified for a group of bidders in the tender documentation) without an obligation for joining in appropriate legal form. The contracting authority will not require the group of bidders to join in certain legal form if the group is selected as the winner of the procurement.

Note: At the time of submission of the bid all members of the group should be registered in the Electronic System of Public Procurement ESPP: https://e-nabavki.gov.mk/PublicAccess/home.aspx#/home

The bidder must submit a minimum of a valid B license for designing issued by the Ministry of Transport and Communications, pursuant to the Law on Construction of the Republic of Macedonia.
