For the purpose of proving its personal situation, the economic operator shall submit the following documents:

— Statement by the economic operator that it has not been pronounced, in the last 5 years, effective court decision for participation in criminal organization, corruption, fraud or money laundering.

— Certificate that it is not subject to open bankruptcy procedure issued by a competent authority.

— Certificate that it is not subject to open liquidation procedure issued by a competent authority.

— Certificate on paid taxes, contributions and other public duties by the competent authority in the country where that economic operator is established.

— Certificate from the Register of penalties for criminal deeds done by legal entities that no sanction has been pronounced to the…

… economic operator regarding prohibition of participation in public announcement procedures, award of public contracts and public-private partnership contracts.

… Economic Operator regarding temporary or permanent prohibition of performance of individual activity.

— Certificate that the Economic Operator has not been pronounced, by an effective court decision, a sanction for misdemeanor resulting in prohibition of pursuing professional activity or duty, i.e., temporary prohibition of performance of individual activity.

Ability of the Economic Operator to pursue the professional activity:

— Document on registered activity

To prove his ability to perform professional activity, the economic operator shall submit a document on registered activity (DRD) — DRD form as evidence that it has been registered as a physical or legal entity for the performance of the activity associated with the subject of the public contract or evidence that it belongs to a corresponding professional association in accordance with the regulations of the country where it is registered and a license for the performance of activities related to energy, trade with oil and oil derivatives for part 2 — branch office Bitola and for part 9 — branch office in Prilep (copy certified and signed by the Economic Operator).

Техничка и професионална способност:

Necessary documents for proving the technical and professional ability of the Economic Operator:

— Declaration by the Economic Operator that it has at least one petrol station at a maximum distance of up to 7 (seven) km from the petrol station next to the seat of the Association (the Main Office and the branch offices) for part 1, 3, 4, 5, 6, 7, 8, 10, 11, 12, 13, 14 and 15 (except for part 2 — branch office Bitola and for part 9 — branch office Prilep, where extra light oil for household EL-1 is procured), certified by signature and seal of the person in charge on the side of the Economic operator.

— Declaration about possession of an auto cistern for transportation of extra light oil for household EL-1 and declaration about possession of a proctometer on a cistern for extra light oil for household EL-1 as follows: for part 2 — branch office Bitola for extra light oil for household EL-1 and for part 9 — branch office Prilep for extra light oil for household EL-1.

— Copy of the permit.

— Declaration by the economic operator that it has the availability of a system for payment with cashless cards certified and signed by seal and signature of a person in charge.

— Certificates, lists and certificates about quality of the fuels.

— Declaration that the fuel, which is the subject of procurement will comply with the valid Rulebook on Quality of Liquid Fuels announced in the Official Gazette of RM, no. 88/07, 91/07, 97/07, 105/07, 157/07, 15/08, 78/08, 156/08 and 81/09 which shall be signed and certified by a person in charge.

Минимално ниво(а) на стандарди:

Minimum criteria for definition of the technical and professional standing of the Economic Operator:

— The Economic Operator should possess at least one petrol station at a maximum distance from the petrol station next to the seat of the association (the main office and the branch offices) of up to 7 (seven) kilometers for part 1, 3, 4, 5, 6, 7, 8, 10, 11, 12, 13, 14 and 15) (except for part 2 — branch office in Bitola and for part 9 branch office in Prilep (depending on the specification) where extra light oil for household EL-1 is procured).

— The Economic Operator should possess an auto cistern for transportation of extra light oil for household EL-1 equipped with proctometer calibrated by the Bureau of Metrology at the Ministry of Economy of RM for definition of the exact delivered quantity of fuel for extra light oil for household EL-1 as follows:

— For part 2 — Branch office Bitola for extra light oil for household EL-1, and,

— For Part 9 — Branch office Prilep for extra light oil for household EL-1.

— The Engaged technical personnel should possess valid ADR licenses for transportation of hazardous matter issued by the Ministry of Transport and Communications of RM as follows:

— For Part 2 — Branch office Bitola for extra light oil for household EL-1, and

— The Economic Operator shall be obligated to provide high quality fuels, which are the subject of the procurement, in compliance with the valid standards of RM that fulfill the requirements harmonized with the European standards as follows:

— For extra light oil for household EL-1 — quality standard MKS B.X2 430 or equivalent, for Part 2 and for Part 9.

— For EUROSUPER — 95/EUROSUPER BS 95 and EUROSUPER — 98/EUROSUPER BS 98, quality standard MKS EN 228 or equivalent, for Part 1, Part 3, Part 4, Part 5, Part 6, Part 8, Part 11, Part 12, Part 13 and Part 14.

— For EURODIESEL BS (D-E V) — quality standard MSK EN 590 or equivalent, for Part 7, Part 10 and Part 15.

— The quality of the fuels that will be offered by the bidders in the procedure should comply with the valid Rulebook on Quality of Liquid Fuels announced in the Official Gazette of the RM no. 88/07, 91/07, 97/07, 105/07, 157/07, 15/08, 78/08, 156/08 and 81/09.
