— that was announced a minor penalty — prohibition for participation in public tender procedures, granting public procurement contracts and contracts for public-private partnership;

— that was announced a minor penalty — temporary or permanent prohibition for performing certain activity;

— that is in open bankruptcy proceedings or liquidation proceedings;

— that has unpaid taxes, contributions and other public charges, except the economic operator has been approved deferred payment of taxes, contributions or other public charges according to the special regulations and the economic operator regularly pays the above-mentioned,

— that was pronounced a misdemeanor sanction — a prohibition to carry out professional activities, activity or duty, that is, temporary prohibition for performing certain activity, and

— that presents false information or fails to present the information requested by the contracting authority;

— statement by the economic operator that it has not been announced, in the last 5 years, effective court decision for participation in a criminal organization, corruption, fraud or money laundering;

— certificate that it is not subject to bankruptcy proceedings issued by a competent authority;

— certificate that it is not subject to liquidation proceedings issued by a competent authority;

— certificate for paid taxes, contributions and other public duties by the competent authority in the country where the economic operator is registered;

— certificate from the Registry of penalties for committed crimes by legal entities, that it was announced a minor penalty —…

… prohibition for participation in public bidding procedures, procedures of awarding public contracts as well as contracts of public — private partnership;

… temporary or permanent prohibition for performing certain activity;

— certificate which verify that no legally effective judgment was pronounced — prohibition to carry out professional activities or duty, that is, temporary prohibition to carry out certain activity.

Економска и финансиска состојба:

— minimum average annual turnover of 1 000 000 EUR per year, for the last 3 years.

— positive financial results in the last 3 years.

Минимално ниво(а) на стандарди:

— balance sheets certified by a competent authority, i.e. audited balance sheet or extracts from the balance sheets, where publication of the balance sheet is required under the law of the country in which the economic operator is registered;

— statements regarding the overall turnover of the company (information from the profit and loss account issued by a competent authority, i.e. audited profit and loss account) and where applicable, regarding the turnover in the field of activity covered by the public contract, for the last three financial years as the most of which such information is available, depending on the date on which the company was established or started operating, and depending on the availability of such information;

— proof of a minimum average annual turnover of 1 000 000 EUR per year for the last 3 years.

Техничка и професионална способност:

Lot 1-Maintenance of hardware:

2.5.1. In order to qualify as capable of implementing the public procurement contract in terms of its technical and professional capability, the economic operator should meet the following minimum requirements:

1. The bidder should have partnership status with the manufacturer of the hardware equipment who will be subject of maintenance. Evidence of partnership status should be submitted in the bid.

2. Reference list of services provided for the maintenance of equipment of the same or similar nature to the subject of this notice, for the last 3 years with the values, dates and users (both contracting authorities and economic operators). Total 3 contracts that at least 1 contract for maintenance of hardware in the individual value of min. 6 000 000 MKD in the last 3 years.

3. Professional qualifications of the candidate or his professional staff, especially the persons responsible for providing the specific service:

— To have experts to support that will have the following certificates (1 person can own more certificates) for the entire duration of service for maintenance.

— The bidder should have employees in R. Macedonia with the following technical knowledge (as evidence to be submitted M1 / M2 by ESA and certificates issued by the respective manufacturer of the equipment according to the requirements below):

— At least 4 regular employees who possess ITIL certification;

— At least 1 certified person for the server equipment that is subject of maintenance IBM…

… System x Servers with a certificate issued by the equipment manufacturer (IBM);

… Power Systems with a certificate issued by the equipment manufacturer (IBM);

— At least 1 certified person for the hypervisor operating systems that are subject to maintenance VMware 5 Certified Professional by a certificate issued by the manufacturer of the software (VMware);

— At least 1 person certified for the operating systems that are…

… the subject of maintaining Microsoft Windows Server 2008 or 2012, a certificate issued by the manufacturer of the software (Microsoft);

… subject to maintenance IBM AIX with a certificate issued by the manufacturer of the software (IBM);

— At least 1 certified person for the hypervisor operating systems that are subject to maintenance IBM AIX Virtualization / PowerVM by a certificate issued by the manufacturer of the software (IBM);

— At least 1 certified person to administer the existing database to any of the following certifications:

Oracle Database 11g Administrator Certified Associate, Oracle Database SQL Certified Specialist, Oracle Database 11g: Administration Workshop, Oracle Database SQL Expert;

— At least 1 certified person for the application software system that is subject to maintenance IBM WebSphere, certificate issued by the manufacturer of the software (IBM).

— At least 1 person certified for network equipment that is subject to maintenance by one of the following certificates (one person can own more certificates):

Cisco Certified Network Professional (CCNP), Cisco Certified Design Associate — CCDA, Cisco Routing and Switching Solutions Specialist, Cisco Network Associate CCNA, Cisco Certified Internetwork Expert (CCIE), Cisco Business Value Specialist certificate issued by the manufacturer of the equipment (Cisco Systems);

— At least 1 certified person for SAN network equipment that is subject to maintenance Cisco MDS 9000, by a certificate issued by the manufacturer of the equipment (Cisco Systems);

— At least 1 person certified for e-mail system that is subject to maintenance IBM Lotus Domino with a certificate issued by the manufacturer of the software (IBM);

— At least 1 certified person for the specified EMC storage subject to maintenance by a certificate issued by the manufacturer (EMC).

4. Throughout the maintenance of the equipment the bidder is obligate to have available persons who possess the above mentioned certificates

5. To have established a procedure for reporting problems and defects by the client.

Lot 2 –Upgrade software system for electronic identification register and data transfer;

11.2.1 In order to qualify as capable of performing the contract for public procurement in terms of its technical or professional ability, the economic operator should meet the following minimum requirements:

1. Reference list of performed based services for performance of software solution from the same or similar nature to the subject of this notice, for the last 3 years with the values, dates and users (both contracting authorities and economic operators). Total 3 contracts where at least minimum 1 contract for construction of the same or similar software solution in individual value of min. 60 000 000 MKD in the last 3 years;

2. Professional qualifications of the candidate or his professional staff, especially the persons responsible for providing the specific service, such as:

1) To have employed a professional staff that will have the following certificates (one person can own more certificates) for the entire duration of the service.

2) The bidder should have employees in R. Macedonia (with the following technical knowledge as evidence should be submitted M1 / M2 form by ESA and valid certificates as requirements outlined below):

3) At least 4 regular employees who possess ITIL certificate

4) At least 1 person full-time employees with at least 5 years experience in managing IT projects of the same or similar character.

5) At least 1 project manager full time employees with 10 years of experience and 5 years of experience in projects of this kind in public institutions in the R. Macedonia with PMP certificate or Prince 2.

6) At least 1 certified person to administer the existing database with Oracle Database 11g Administrator Certified Associate.

7) At least two persons certified for Oracle Database Certified Expert.

8) At least 3 JAVA programmers and at least 3 programmers for 210 JAVA web programming (a total of 6 persons).

9) At least 20 employed programmers.

3. A procedure for reporting problems and defects by the client should be established.

4. Throughout the execution of the service the above mentioned persons should be available.

Минимално ниво(а) на стандарди:

Lot 1 — Maintenance of hardware:

1. Proof of partnership status by the bidder that has partnership status by the manufacturer of the hardware.

2. Submission of reference list with delivery of certificates for services issued by the recipients or, if such certificates can not be provided for reasons beyond the control of the economic operator, only by statement of deliveries. A copy of minimum 3 contracts, where at least minimum 1 contract for maintenance of hardware in the individual value of min. 6 000 000 MKD in the last 3 years.

3. As evidence of possessing certificate the bidder should submit a valid certificate and proof that the person is employed by the bidder in R. Macedonia with a copy of Form M1 / M2.

4. A statement that for the entire duration of the maintenance of the equipment the bidder will have available persons who possess the above mentioned certificates.

5. Submission of the procedure for reporting problems and defects by the client.

6. Statement Elements of the contract which the economic operator intends to subcontract to the manufacturer.

Lot 2 — Upgrade software system for electronic identification register and data transfer

1. Reference list with delivery of certificates for services issued by the receivers or if such certificates can not be provided for reasons beyond the control of the economic operator, only by statement of deliveries. Total 3 contracts that minimum 1 contract for construction of the same or similar software solution in individual value of min. 60 000 000 MKD in the last 3 years (with delivery confirmation).

2. As proof of being certified the bidder must submit a valid certificate and proof that the person is employed by the bidder in R. Macedonia with a copy of Form M1 / M2.

3. Submission of the procedure for reporting problems and defects by the client.

4. Assertion that for the entire duration of service provision the bidder will have people available who possess the listed certificates.

5. Assertion for reporting elements of the contract which the economic operator intends to subcontract to manufacturer.

Потребни депозити и гаранции:

A condition for signing the contract with the most favourable bidder is the provision of a quality performance guarantee by the contractor- a guarantee for quality execution of contract, the amount of which shall be 10 % from the contract value.
