Procurement of service System for integrated planning of the state institution resources for which the service is provided by Department for General and Common matters of the Republic of Macedonia

Subject of this procurement is:
— Software solution for IPR in accordance with the description and given functionalities.
— All necessary licenses for smooth functioning of the solution (including permanent licenses for the system software and databases, as well as their support for a period of 2 years).
— Installation of the solution and its hosting on a dedicated hosting platform for a period of 2 years.
— Migration of the data contained in the DGCM existing solution in the new solution.
— Local technical support for preventive and interventive maintenance of the software solution during working days and Saturdays, 10 hours a day for a period of 2 years.

— Declaration by the economic operator that in the last 5 years there is no enforceable judgement against them due to participation in a criminal organization, corruption, fraud or money laundering.

Техничка и професионална способност:

In order to be qualified as competent for execution of the respective public procurement contract from the aspect of technical or professional capacity, the economic operator shall meet the following minimum requirements:

1) Has regularly employed certified staff in the field of the procurement:

— At least 5 permanently employed developers, of which 1 shall possess certificate for work in the offered language which is used for the development of the software solution;

— At least 1 permanently employee with certificate or completed advanced course for administration of the operative system and at least 1 permanently employee with certificate or completed advanced course for the offered relational database platform.

2) Reference list of at least 5 institutions of the Republic of Macedonia, of which at least 1 state institutions are the beneficiaries of the offered software solution for integrated resource planning, developed by the economic operator.

Минимално ниво(а) на стандарди:

2.5.2 The economic operator shall confirm the fulfilment of the minimal requirements of subsection 2.5.1 by submitting:

1) Proof of permanent employment by providing a list of employees from the taxpayer issued by PDIFM for domestic economic operators, while operators registered in a foreign country where such documents cannot be issued by any institution, may submit a statement certified by competent authority of the country of registration, which is not older than 60 days. CV for the people and a valid certificate for the offered programming language and CV and valid certificates or evidence for attended advanced courses to prove the competence of the personnel engaged in item 2.5.1, condition 1 point 2.

2) Reference list of at least 5 institutions from the Republic of Macedonia, of which at least 1 state institutions are the beneficiaries of the offered software solution for integrated resource planning, developed by the economic operator, by submitting verifications/confirmations that the software solution is fully functional and is currently being used by the institutions.

2.5.3 All listed documents except certificates, diplomas for attended advanced courses and documents issued by institutions, shall be prepared and electronically signed by the economic operator and do not have to be verified by a competent authority.

2.5.4 The technical and professional capacity of the economic operator can be supported by another entity, regardless legal relations between the economic operator and that entity. If the economic operator proves its technical and professional capacity invoking the support of another entity, it is obliged to prove the support with valid evidence that the entity will put at operator's disposal relevant technical and professional resources. The entity that provides technical or professional support shall not be a subject of enforceable judgment against them due to participation in a criminal organization, corruption, fraud or money laundering.

2.5.5 If economic operators submit an offer as a group of economic operators, the technical and professional capacity is proved by taking into account the resources of all members of the group. If the group of economic operators participates with technical or professional support from a third entity or third party, the technical and professional capacity shall be determined according to the above mentioned.

A group of tenderers has also right to submit an offer without obligation for joining in appropriate legal form. The Contracting Authority will not require the group of tenderers to join in any specific legal form if it is selected as the winner of the procurement.

An integral part of this bid shall be an agreement for submitting joint tender with which the members in the group of economic operators oblige to each other and to contracting authority to execute the public procurement contract. In this contract the following information shall be included: member of the group who shall be leader of the group, i.e. the member who will submit the offer and will represent the group, the member of the group who will sign the public procurement contract on the behalf of all members, member of the group who will provide the guarantee for participation in form of a bank guarantee on behalf of all members of the group of economic operators, member of the group who shall issue the invoice and a bank account on which payments shall be made, brief description of the responsibilities of each member of the group of economic operators for contract execution, and additional article in the contract where shall be stated that the members of the group of economic operators are jointly and severally liable to the contracting authority for the obligations and responsibilities undertaken with the offer.

All members of the group of bidders are individually and severally liable to the Contracting Authority for execution of their commitments. The Contracting Authority shall communicate with the representative of the group.

Only authorized representatives of bidders may participate in the proceedings of public opening of bids by giving their comments in the minutes of the bid opening.

Authorized representatives of the economic operators at the public opening must have an authorization signed by the responsible person of the economic operator. All authorized representatives of the economics operators, present at the public opening, shall sign an attendance sheet.
