Procurement of works — repairs and adaptation of the administrative space at the Cultural Heritage Protection Office for a period of several years, based on the prepared basic project consisting of architectural design, electrical installations and thermo technical installations and video surveillance and alarm systems that include the following activities:
1. work on dismantling and removal,
2. concrete works,
3. laying of floor and pottery works,
4. plasterboard works and ceiling works,
5. carpenter works,
6. sheet metal works and coverings,
7. painting works,
8. locksmith works,
9. construction and other craft works,
10. furniture,
11. fire protection,
12. energy installations,
13. lighting,
14. low electricity installations,
15. security system,
16. air cooled heat pump, cooling/heating bodies — regime 50/40 °C,
17. boiler room,
18. armature and black hose network,
19. distribution boards, and
20. copper pipe network.

The Contracting Authority shall exclude any economic operator from the procedure for awarding a public contract, if he:

— Was announced an effective court decision for participation in a criminal organization, corruption, fraud or money laundering within the last 5 years;

— Was announced a minor penalty ban on participation in public tender procedures, awarding contracts and contracts for public-private partnership;

— Was announced a minor penalty for temporary or permanent prohibition of professional activity;

— Is in bankruptcy or liquidation proceedings;

— Has unpaid taxes, contributions and other public fees, unless the economic operator has been granted deferred payment of taxes, contributions or other fees in accordance with special regulations and which he regularly pays;

— Was pronounced a misdemeanour sanction — prohibition to perform a profession, activity or duty; or a temporary prohibition to perform certain activity;

— Who gives false information or fails to submit the information requested by the Contracting Authority.

To prove his personal situation, the economic operator shall submit the following documents:

1. A statement by the economic operator that in the last 5 years has not been announced a verdict for participation in a criminal organization, corruption, fraud or money laundering;

2. A certification that there is no bankruptcy procedure established by a competent authority;

3. A certification that there is no liquidation procedure established by a competent authority;

4. A certification of paid taxes, contributions and other public fees by the competent authority of the country where the economic operator is established;

5. A certification from the Registry of Penalties for committed crimes by legal persons that he has not been imposed a minor penalty- ban on participation in public tender procedures, the award of public procurement contracts and public-private partnerships;

6. A certification from the Registry of Penalties for committed crimes by legal persons that he has not been imposed minor penalty — temporary or permanent prohibition of professional activity;

7.A certification that he has not been imposed sanction — ban on performing profession, activity or duty; or prohibition to perform certain activity by a legally binding sentence.

If the country in which the economic operator is registered does not issue the documents referred to or if they do not include all the above mentioned cases, the economic operator may submit a statement verified by a competent authority.

Document for registered activity:

In order to prove the capability for performing professional activity, the economic operator should submit a document for registered activity, as a proof that the economic operator is registered as a natural person or legal entity for performing the activity related to the subject of the public procurement contract or proof of membership in the relevant professional association in accordance with regulations in the country where the economic operator is registered.

Proof issued by competent body for meeting the special conditions for performing the activity prescribed pursuant to the law referring to the contract subject.

Licence ‘B’ for building 1

Економска и финансиска состојба:

The economic operator shall prove the fulfilment of the minimum requirement by submitting:

— A balance sheet certified by a competent authority, i.e. audited balance sheets or extracts from the balance sheets where publication of the balance sheet is required under the law in the country in which the economic operator is established;

— Statement of the total turnover of the company (data from the income statement issued by a competent authority, i.e. audited income statement) and, where appropriate, of turnover in the area covered by the contract, mostly in the last 2 financial years for which such data are available, depending on the date of establishing of the company or start of work and depending on the availability of such information.

To qualify as capable of performing the contract for public procurement in terms of its economic and financial standing, the economic operator should meet the following minimum requirements:

— Have a positive balance sheet in the last 3 years 2012, 2013 and 2014.

Техничка и професионална способност:

To prove the technical or professional ability, the economic operator should submit:

— A list of works executed over the past 5 years with an attached certification for satisfactory execution of the most important works, certifications including value, time and location of the works noting whether the works have been executed in accordance with the rules of the business and were duly finished.

Минимално ниво(а) на стандарди:

The economic operators should meet the following minimum requirements/eligibility criteria in accordance with the subject of the contract for procurement of services:

— Involvement in the process of delivery of works in the last 5 years (at least 3 similar contracts).
