Способност за вршење на стручната дејност:
The contracting authority shall exclude any economic operator from the contract award procedure, provided that it:
— is a under a bankruptcy or liquidation procedure;
— has unpaid taxes, contributions or other public duties, unless the economic operator is approved delayed payment of taxes, contributions or other public duties, in accordance with the special regulations and pays them on regular basis;
— has been imposed a secondary sentence prohibition on participation in open call procedures, awarding public procurement contracts and contracts for public private partnership;
— has been imposed a secondary sentence temporary or permanent prohibition on performing a certain activity;
— is being pronounced a misdemeanour sanction prohibition on practising profession, performing activity or duty,i.e. temporary prohibition for performing a particular activity, or
— presents false information or does not submit the information required by the contracting authority.
Each economic operator shall deliver a document for registered activity in order to prove it is registered as a natural person or legal entity to pursue the activity related to the subject matter of the public procurement contract or a proof that it belongs to a professional association in accordance with the regulations of the country where registered.

The economic operator shall submit the following documents for the purpose of proving its personal standing:
— a statement by the economic operator that it has not been imposed a legally valid court decision for participation in criminal organization, corruption, fraud or money laundering in the last 5 years;
— certificate by a competent authority that a…

… liquidation procedure has not been initiated;
— certificate by a competent authority from the country where that economic operator is registered for paid taxes, contributions and other public duties;
— certificate by the Register of sentences for committed crimes of legal entities that a secondary sentence…
… prohibition on participation in open call procedures, awarding public procurement contracts and contracts for public private partnership, has not been imposed;
… temporary or permanent prohibition on performing a certain activity, has not been imposed;
— certificate that a misdemeanour sanction resulting in prohibition for practising profession, performing activity or duty, i.e. temporary prohibition for performing a particular activity has not been imposed by a legally valid court decision.

— Balance sheet certified by a competent authority, that is, audited balance sheet, or excerpts of the balance sheet, in cases when the publication of the balance sheet has been stipulated by law in the country where the economic operator is registered;

— Statement of the overall income of the enterprise (data from the income statement issued by a competent authority, that is, audited income statement) for the past 3 (three) years;
*Foreign legal entities should submit a positive audit report, issued by a renowned foreign institution registered for conducting auditing, which should contain data about the overall economic operation of the foreign tenderer in the past 3 years and it must be submitted in a version translated into Macedonian.

Minimum total cumulative income for the past 3 years in the amount of more than MKD 12 000 000.
Техничка и професионална способност:
— List of main supplies conducted by tenderers or candidates in the past 3 years, with values, dates, purchasers (contracting authorities or economic operators), by submitting a letter of confirmation for conducted supplies issued by the receiving party or, if such letters of confirmation cannot be provided due to reasons out of control of the economic operator, only their own statement for conducted supplies.

— Statement for engaged technical staff and technical authorities, especially those in charge of quality control, regardless of whether they directly belong to the economic operator.
— Statement of the economic operator for the average annual number of employees and the number of technical staff in the past 3 years.
— Copy of М1/М2 for employees with adequate education for the procurement subject.
— Notification about the elements of the contract which the economic operator intends to give to a subcontractor.
Минимално ниво(а) на стандарди:
— The economic operator should have minimum 1 (one) contract for supplies such as the procurement subject conducted in the past 3 years;
— The economic operator should have a total number of technical staff in regular employment in the past 3 (three) years of minimum 5 persons (М1/М2 forms or letter of confirmation by a competent institution should be submitted).
Извршување на договорот
Потребни депозити и гаранции:
Tender guarantee in the form of bank guarantee [3 %].
Guarantee for implementation of the contract in a quality manner in the form of a bank guarantee [10 %].
All other information about the guarantees are determined in the tender documentation.

Contracting authority will not require from the group of economic operators to associate in a specific legal form for the purpose of executing the contract.
