IV.2.1) In order to prove its personal situation, the economic operator should provide the following documents:

— statement by the economic operator than it has not been sentenced, in the last 5 years, with effective court decision for participation in criminal organization, corruption, fraud or money laundering;

— certificate that it is not subject to bankruptcy procedure issued by competent authority;

— certificate that it is not subject to liquidation procedure issued by competent authority;

— certificate for paid taxes, contributions and other public duties by the competent authority in the country where that economic operator is established;

— certificate from the Legal Entities Penal Registry that it is not being imposed a side sanction —…

… prohibition to participate in public competitions, contract award procedures and PPP award procedures;

… temporary or permanent prohibition to perform certain professional activity;

— certificate that it is not being sanctioned for misdemeanor with an effective court decision, resulting in prohibition for pursuing professional activity or duty, i.e. temporary prohibition for performing professional activity;

— document for registered activity.

To prove the ability for carrying out professional activity, the economic operator should submit a document for registered activity as a proof of being registered as a physical or legal entity able to carry out the activity related with the subject of the contract or should submit a proof of belonging to an appropriate professional association in accordance with the regulations of the country where the registration has taken place.

Техничка и професионална способност:

— A statement that the economic operator possesses an online application to conduct psychological tests.

— A statement and a valid document by a relevant institution, i.e.:

a) A statement that the economic operator will hire at least 1 (one) psychometrician (stating the name and surname of the person and the immediate area of professional activity) with proven experience in conducting psychological testing. The economic operator should also provide a list of psychological tests (at least five) used the by psychometrician (stating the purpose of application and the place where they were used – scientific journals, research papers, etc.).

b) A valid document from a relevant institution to prove the psychometrician title of the person who will be hired.

— A statement that the economic operator will…

… hire three (3) professionals (psychologists) with experience in applying psychological tests (the name and surname of the persons and their immediate area of professional activity should be stated).

… provide places where the testing will be conducted in Skopje, Bitola and Stip (the testing mustn't be conducted in a state institution).

— A copy of a standardized psychological test for measuring personality characteristics that will be translated into 4 (four) languages in Macedonian, Albanian, Turkish, Serbian (to submit a copy of the standardized psychological test for measuring personality characteristics in all 4 languages).

— A statement of information protection and confidentiality of the test candidates in the psychological test.

Минимално ниво(а) на стандарди:

— to possess an online application for conducting psychological tests;

— to hire at least 1 (one) psychometrician with proven experience in conducting psychological testing;

— to hire 3 (three) professionals (psychologists) with experience in applying psychological tests;

— to possess standardized a psychological test for measuring personality characteristics that will be translated into 4 (four) languages in Macedonian, Albanian, Turkish, Serbian (The standardization of new internationally recognized psychological tests (excluding the so far used NEO-PI3) based on a five factors personality model, with aspects of assessment of the characteristics of eligibility to work with children and adolescents in educational activities adapted for usage in the Republic of Macedonia);

— to provide information protection and confidentiality of the candidates in the psychological test.

1.4.3 Detailed information regarding the use of electronic means: In order to participate in the procedure, you must register on the ESPP and have a digital certificate. The economic operator is registered on the ESPP by filling in the registration form which is an integral part of ESPP, after which the information of the registration form is automatically processed by the ESPP, it generates a code and submits the same to the registered e-mail of the economic operator. Additional information on the form of registration and use of the system can be found in the ESPP User-Manual for economic operators which can be downloaded from the section ‘Economic operators’ on the front page of ESPP.
