Способност за вршење на стручната дејност:

The contracting authority shall exclude from the proceedings for awarding a public procurement contract any economic operator:

— to which in the previous 5 years has been imposed a legally valid court decision for participation in criminal organization, corruption, fraud or money laundering;

— which is under a bankruptcy or liquidation procedure;

— which has unpaid taxes and other public charges, unless the economic operator is authorized deferred payment of taxes, contributions and other public duties in accordance with relevant regulations which payment is regularly made;

— to which is imposed a secondary sentence prohibition on participation in open call procedures, awarding public procurement contracts and contracts for public private partnership;

— to which is imposed a secondary sentence temporary or permanent prohibition on performing a certain activity;

— to which is being pronounced a misdemeanor sanction resulting in prohibition for practising profession, performing activity or duty, i.e. temporary prohibition for performing a particular activity, or

— which provides false information or fails to submit the information required by the contracting authority.

Економска и финансиска состојба:

To qualify as capable of performing the public procurement contract in terms of its economic and financial situation, the economic operator should meet the following minimum requirement:

— to have achieved revenue of not less than the appraised value of the purchase (3 200 000 denars) in at least 1 of the last 3 years.

Техничка и професионална способност:

To qualify as capable of performing the public procurement contract in terms of its technical and professional capacity (for Part 1 of the public procurement), the economic operator must meet the following minimum requirements:

— experience in successfully completed contracts relating to the subject of procurement in the last 3 years;

— technical possibility of using non-cash payment system; and

— disposal, or providing of at least one gas station in the City of Skopje, at least 1 gas station in the area of Municipalities of Ohrid, Bitola, Gevgelija, Stip, Kumanovo, Veles and Tetovo.
