In order to prove the ability to perform a professional activity, the economic operator should deliver a document for registered activity as an evidence that it is registered as a physical person or legal entity for performing the activity related to the subject of the agreement on public procurement or an evidence that it belongs to a respective professional association pursuant to the regulations of the country where it is registered. In order to prove the personal condition, the economic operator delivers the following documents:

— statement by the economic operator that in the last 5 years it was not sentenced with an effective verdict for participation in a criminal organization, corruption, fraud or money laundering;

— certificate that no insolvency procedure is open by a competent authority;

— certificate that no liquidation procedure is open by a competent authority;

— certificate for paid taxes, contributions and other public charges by a competent authority from the country where the economic operator is registered;

— certificate from the Register of penalties for performed criminal acts of the legal entities, that it was not sentenced with a minor penalty for participation in procedures for open invitation, awarding agreements on public procurement and public-private partnership agreements,

— certificate by the Register of penalties for performed criminal acts of the legal entities that it was not sentenced with a minor penalty — temporary or permanent prohibition for performance of a specific activity and

— certificate that with an effective verdict it was not sentenced with a sanctioned offence — prohibition for performing vocation, business activity or duty, that is, temporary prohibition for performing a specific activity.

Економска и финансиска состојба:

The economic operator submits a report for the balance sheet verified by a competent organ, i.e. revised balance sheet or extracts from the balance sheet report in case when publishing the balance sheet is regulated by law in the country where the economic operator in registered.

Минимално ниво(а) на стандарди:

Minimum conditions for participation of the economic operator is to have realized positive financial result in its work in the last 3 years and also to have minimum turnover of total financial means of 4 000 000 MKD for the last year.

Техничка и професионална способност:

In order to be qualified as able to execute the subjected agreement for public procurement regarding his technical or professional ability, the economic operator shall submit the following documents:

— a list of main translations of the bidder for the last 3 years,

— certifications for successfully realized agreements from at least three users of translation services for the last 3 years,

— a statement with a list of engaged personnel for translation (translators), regardless of that if they belong to the economic operator or not (at least per three translators for the areas: social, natural and technical sciences, according to the curricula for primary and secondary education, for each of the languages indicated above in point 1.3. from the instructions for economic operators from the tender documentation),

— proofs for the professionalism and qualifications of each of the persons who will be responsible to realize the agreement (diplomas, certificates and obligatory to attach articles, papers and other professional written materials by the offered translators for each of the areas stated in line 3 from point 2.5.1 from the instructions for economic operators tender documentation). Not submitting the requested proofs has eliminating character.

— Statement for the elements of the agreement which the economic operator intends to cede to subcontractor.

Standards for quality systems

2.6.1 Statement (signed and verified by authorized person of the bidder) that if he is selected for a holder of the public procurement, he will apply the European standard for translation DIN EN 15038.

Guarantee for quality and timely execution of the obligations of the agreement in the amount of 5 % of the agreement value.
