Rental of integrated data structure

Subject of the public procurement contract shall be the rental of an integrated data infrastructure (platform) for the Ministry of Finance to support the operation of the treasury information system.
The service shall include the rental of a platform as a service for a period of 2 (two) years, based on a monthly fee for its use, provided by the economic operator. The platform should fully meet the needs of the treasury information system, including all the necessary safeguards and links to connect users to the system.
The service shall include: use of servers, data storage, network components, other hardware, and operating system software for the operation of the treasury information system, management of data backup system (backup).

Минимално ниво(а) на стандарди:

Minimum requirement for determining the economic and financial standing of the economic operator shall be the economic operator to have earned 11 000 000 (eleven million) MKD aggregate turnover in the last 3 (three) years (cumulative for 2011, 2012 and 2013).

If the economic operator performs the activity for a period of less than 3 years, the minimum requirement for determining the economic and financial standing shall be that the economic operator have earned the aforementioned income in the years for which data are available.

Минимално ниво(а) на стандарди:

Minimum requirements for determining the technical and professional qualifications of the economic operator is that it has:

— realized at least 3 contracts in the last 5 years, the delivery and implementation of the same or similar service in the data centres of the operator;

— at least four engineers who are certified by the manufacturer of the equipment/software installation, configuration and maintenance of the infrastructure offered in the following areas:

a) Server hardware in accordance with the requirements of the contracting authority.

b) Virtualization on AIX platform (if used virtualization).

c) Operating System according to the requirements of the contracting authority.

d) Database according to the requirements of the contracting authority.

e) Network Technologies.

A condition for signing of the public procurement contract with the most favourable economic operator shall be the provision of a bank guarantee by the contractor for quality and timely execution of the contract in the amount of 10 % of the total value of the contract, with VAT.

Standards for IT Service Management

In order to qualify as capable of performing the public procurement contract in terms of the standard for IT service management, the economic operator should have the following standard:

ISO 20000-1

The economic operator should submit a certification to meet the standard for IT Service Management - ISO 20000-1 (original or copy marked faithfully to the original, signed by the economic operator).

Standards for Information Security

In order to qualify as capable of performing the public procurement contract in terms of the standard for information security, the economic operator should have the following standard:

ISO 27001

The economic operator should submit a certification to meet the standard for information security - ISO 27001 (original or copy marked faithfully to the original, signed by the economic operator).
