The National bank of the Republic of Macedonia shall exclude from the contract award procedure every economic operator:

against which legally effective court decision for participation in criminal organization, corruption, fraud or money laundering in the last 5 years is stated,

against which an additional penalty — ban on participation in open invitation procedures, awarding contracts for public procurement and contracts for public private partnership, is stated,

against which an additional penalty — temporary or permanent ban on performing certain activity, is stated,

that is in a bankruptcy or liquidation procedure,

that has unpaid taxes, contributions or other public fees, unless the economic operator has been authorized a deferred payment of taxes, contributions and other public duties in accordance with relevant regulations and are regularly paid,

against which misdemeanor sanction — ban on performing profession, activity, duty, i.e. temporary ban on performing certain activity is stated, and

that gives false information, or fails to submit the data required by the Contracting Authority.

2.2.2 For proving its personal standing, the economic operator shall submit the following documents:

statement of the economic operator showing that it has not been stated any legally effective court decision for participation in criminal organization, corruption, fraud or money laundering in the last 5 years,

certificate issued by a competent body stating that no…

… bankruptcy procedure has been instigated,

… liquidation procedure has been instigated,

certificate issued by a competent body in the domicile country of taxes, contributions and other public fees being paid, and

certificate that it has not been stated an additional penalty —…

… ban on participation in open invitation procedures, awarding contracts for public procurement and contracts for public private partnership issued by the Registry of penalties for criminal acts committed by legal entities,

… temporary or permanent ban on performing certain activity, issued by the Registry of penalties for criminal acts committed by legal entities,

certificate that it has not been stated any legally effective misdemeanor sanction ban on performing profession, business activity or duty, i.e. temporary ban on performing certain activity.

Техничка и професионална способност:

The economic operator shall prove that it meets the minimum requirements of subitem 2.4.1 by submitting:

a report by an authorized representative of the global reservation system AMADEUS, GALILEO, including the indicator for total segments (total number of tickets sold in the previous year - 2014),

signed contracts for using the global reservation system AMADEUS, GALILEO and to have a BSP system for electronic ticketing in place,

a statement of the number of employees (name, surname and copy of certificates) with the economic operator who hold a certificate of sale of airline tickets in the scheduled international traffic, issued by an accredited training center or training center of IATA member airlines and a certificate of using a global reservation system - AMADEUS, GALILEO, an agreement or IATA certificate of membership of the agency for the current 2015, a statement of the bidder that it shall not increase the ticket charge in the bid.

Минимално ниво(а) на стандарди:

To qualify as capable of performing this public procurement contract from the aspect of its technical or professional ability, the economic operator must meet the following minimum requirements:

at least one report of an authorized representative of the global reservation system (AMADEUS, GALILEO) with at least 2 000 segments (total number of airline tickets sold in the previous year — 2014),

at least one contract for use of the global reservation system (AMADEUS, GALILEO) and to have a BSP system for electronic ticketing in place,

at least 2 employees with the economic operator who hold a certificate of sale of airline tickets in the scheduled international traffic, issued by an accredited training centre or training centre of IATA member airlines and certificate of using a global reservation system — AMADEUS, GALILEO,

To be a member of IATA.

A precondition for signing the contract with the most favourable economic operator shall be providing a guarantee for high-quality contract performance by the selected most favourable bidder in the amount of 5 % of the contract value.
