In order to prove its personal condition the economic operator is obliged to submit the following documents:

— Statement of the economic operator that in the past five years it was not rendered a final judgment for participation in criminal organization, corruption, fraud or money laundering

— Confirmation by a competent organ that a…

… bankruptcy procedure was not opened

… liquidation procedure was not opened

— Confirmation for paid taxes, contributions and other public duties by a competent organ in the country where the economic operator was registered

— Certificate from the Registry of penalties for crimes committed by legal persons that minor penalty ban on participation in public tender procedures, awarding contracts and agreements for public-private partnership has not been imposed on him

— certificate from the Registry of penalties for crimes committed by legal persons that a minor penalty for temporary or permanent prohibition of a specific activity has not been imposed over him;

— confirmation that a final judgment — prohibition of professional activity or duty, i.e. temporary prohibition for performing professional activity has not been imposed over him.

Capacity for performing professional activity of economic operator:

— Document for registered activity

In order to prove its capacity for performing professional activity, the economic operator should submit a document for registered activity as an evidence that is registered as a legal entity for performing the activity related to the public procurement contract or an evidence that it belongs to relevant professional association in accordance to the regulations of the country where it is registered.

Економска и финансиска состојба:

Necessary documents to prove the economic condition of the economic operator:

— balance sheet report certified by a competent institution, i.e. revised balance sheet, or abstracts from the balance sheet in cases when the publishing of the balance sheet is prescribed by law in the country where the economic operator is registered;

— statement of overall turnover of the company (data from the income statement issued by a competent institution, i.e. revised income statement) and where it is relevant, from the turnover in the field covered by the public procurement contract, at most for the last three financial years for which such information is available depending on the date on which the company was established or started operation and depending on the availability of such information.

Минимално ниво(а) на стандарди:

Minimum criteria for determining the economic and financial condition of the economic operator:

— The bidder should have realized 6 000 000 MKD total annual income in the past 3 years (for each year separately). If the bidder has been performing the activity in a period if less than three years, minimum condition for determining the economic and financial condition of the bidder is for it to have realized the income in the years for which there are available data.

Техничка и професионална способност:

Necessary documents to prove the technical or professional capacity of the economic operator:

1. Statement for the number of employees that work on development, implementation and maintenance of applicative software, with their professional and qualification structure, as well as the number of employees that would be at disposal in the course of the duration of the contract.

2. List from the Employment Agency for the economic operator not older than six months.

3. Elaborate for technical and spatial equipment of the server room with graphic display, fireproof to outside environment of minimum 60 min temperature between 16 to 22° and moisture of 35 to 50 %. Evidence for installed devices for biometrical approach, control of moisture and temperature. Evidence for implemented systems for access control, alarm device, fire detection, video surveillance, consent for protection from fires, explosions and dangerous matters)

4. List of at least two references for performed archive services, digitalization, description and inventory of documentation, selection and validation of archive material.

5. Professional certificates for at least 2 (two) employees for knowledge of Microsoft SQL Server — Microsoft SQL Server 2008-SQL Server 2008 MCITP (Microsoft Certified IT Professional), Database Administrator or something latest.

6. Statement that it owns digitalization equipment for all formats of documentation stipulated in the procurement with equipment specification for each format from A0 to A4.

7. For all persons that are proposed for meeting the requirements ,should be submitted relevant M1/M2 forms, certificates and professional CV.

Минимално ниво(а) на стандарди:

1. The bidder should have at least 10 persons with university degree in the field of information technology, who work on development, implementation and maintenance of software solutions.

2. The bidder should have at least 100 employees.

3. The bidder should have an evidence that it owns a server room in accordance to the Rulebook of the State Archive of RM for staff, technical and space conditions that documentary centers should meet, pursuant to Official Gazette of RM no. 99 of 12.7.2013;

4. The economic operator should submit at least to letters of recommendation from different entities with valid evidence for performed services of digitalization of documentary and archive material of large scope, in amount equal or larger than 500 000 pages for each.

5. The bidder should have at least 2 (two) persons with valid certificate for knowledge of Microsoft SQL Server data bases — Microsoft SQL Server 2008-SQL Server 2008 MCITP (Microsoft Certified IT Professional), Database Administrator or something latest, or equivalent to the base offered with the solution for storing the data.

6. At least 1 (one) full-time employed project manager with 10-year working experience and 5-year experience with projects of similar kind in Republic of Macedonia with PMP certificate or Prince 2

7. The bidder should have an evidence that it owns a scanner with format of at least A0 size, with resolution of at least 1200dpi;

— ISO 9001:2008 (Quality Management System)

— ISO 27001:2013 (Information Security Management System)

Guarantee for quality performance of the contract: yes (5,00 %).
