In order to prove its personal status, the economical operator should submit the following documents:
— statement of the economic operator stating that no effective verdict has been pronounced in the past five years for participation in criminal organization, corruption, fraud or money laundering
— confirmation that no bankruptcy procedure has been initiated by a competent authority
— confirmation that no liquidation procedure has been initiated by a competent authority
— confirmation for paid taxes, contributions and other public fees from the authority competent in the country where the economic operator has been registered
— confirmation from the Registry for penalties for committed criminal acts of the legal entities stating that no secondary penalty,…
… ban on participation in open call procedures, on awarding of contracts for public procurement and contracts on public-private partnership has been pronounced
… temporary penalty or permanent ban on the performance of particular activity has been pronounced
— confirmation stating that no misdemeanour sanction — ban on the performance of the profession, activity or obligation, i.e. temporary ban on the performance of a particular activity has been pronounced with the effective verdict
Capability for performing professional activity of the economical operator:
— Document for registered professional activity
1. In order to prove his capability to perform the professional activity, the economic operator needs to submit a document for registered professional activity as proof for registration as a physical person or legal entity for performance of the activity related to the subject of the contract on public procurement or a proof of belonging to a related professional association in accordance with the regulations of the country of registration

2. Certificate issued by the competent authority for the fulfilment of the specific conditions for performing the activity, prescribed under law, and relating to the subject matter of the contract and are valid only for travel agencies, namely:
— License ‘B’ issued by the Ministry of Economy of the Republic of Macedonia, attaching a cooperation agreement with the travel agency that possesses a license ‘A’ and submitting said license, or
— License ‘A’ issued by the Ministry of Economy of the Republic of Macedonia covering the sale of airline tickets in regular international air traffic to travel agencies, according to the Law on Tourism.
Note: The determined evidence in sub-item 2 is required to be submitted only if the bidder is a travel agency.

Technical or professional capability of the economic operator:
Documents necessary to prove the technical and professional capability of the economic operator:
1). Contract for using at least one world global reservations system such as AMADEUS, GALILEO, GABRIEL, or other adequate worldwide reservation system
2). Statement of persons engaged to carry out the subject of the contract regardless of whether they belong directly to the economic operator, by presenting evidence of the minimum required entities: M1/ M2 forms, contract of employment etc., and the required certificates,

3). Filled-out reference list Form with all the requested information, attaching a certificate for quality and timely executed contract issued by the user of the service, or if such certificates cannot be provided for reasons beyond the control of the economic operator, to submit only a statement of services rendered

4). Notification on the elements of the contract which the economic operator intends to subcontract to third parties.
* The statements set out in paragraphs 2, 3 and 4 shall be prepared and signed by the economic operator. The economic operator fills out the reference list form set out in item 3. All other evidence is issued pursuant to the previously established, i.e., by the competent authorities.

Minimum criteria needed for establishing the technical and professional condition of the economic operator:
1). To have concluded a contract for using at least one world global reservation system such as AMADEUS, GALILEO, GABRIEL, or other adequate worldwide reservation system
2). To have a minimum of two (2) employees who will be engaged to carry out the subject of the contract, of which:
— at least 1 (one) person certified to sell airline tickets in regular international traffic issued by an authorized school centre or school centre of the airlines that are members of the association IATA,
— at least 1 (one) person certified to use at least one world global reservation system such as AMADEUS, GALILEO, GABRIEL, or other adequate worldwide reservation system
3). To have realized at least one (1) contract for services rendered for booking tickets in the last three (3) years
Standards for quality systems:
The economic operator shall prove the fulfilment of standards by submitting:
— IATA Certificate (confirmation) or membership agreement for the current year.

To qualify as capable to perform the subject of the contract on public procurement in terms of quality systems standards, the economic operator should meet the following criteria:
— To own an IATA certificate (confirmation) or membership agreement for the current year.
