Criteria for determining the capability of the bidder or the candidate In order to prove the personal condition, the economic operator should submit the following documents:

— A declaration by the economic operator that in the past five years he was not been sentenced for participation in criminal organization, corruption, fraud or money laundering;

— Confirmation that there are no bankruptcy proceedings by a competent authority;

— Confirmation that there is no liquidation procedure by the competent authority;

— Confirmation of paid taxes and other public charges from the competent authority of the country in which the economic operator is established;

— Certificate from the Registry of penalties for crimes committed by legal entities that he is not sentenced with…

… prohibition of participation in public tender procedures, awarding public procurement contracts and contracts for public-private partnerships;

… a temporary or permanent ban on performing certain activities;

— A certificate stating that with a final verdict he is not sentenced misdemeanor sanction — ban on performing profession, activity or duty, or temporary ban to perform certain activity.

Ability to perform professional activity of the economic operator:

— Document for registered business activity (DRD form);

— Licence for urban plan preparation.

Required documents proving the economic situation of the economic operator:

Proper bank statements; or

Report on the balance sheet certified by a competent authority, i.e. audited balance sheets or extracts from the report for the balance sheet, in cases where publication of the balance sheet is required under the law of the country in which the economic operator is established;

Statement about the overall turnover of the company (data from the income statement issued by a competent authority, i.e. audited income statement) and, where appropriate, of turnover in the area covered by the public procurement contract for the past 3 financial years for which such data are available, depending on the date on which the company was established or started working and depending on the availability of such information.

Minimum criteria for determining the economic and financial situation of the economic operator:

— Minimum turnover of funds in the past 3 years for an amount not less than 20 000 000,00 MKD.

Техничка и професионална способност:

Required documents proving the technical and professional capacity of economic operator:

— A list of services performed by enclosing of confirmation for the degree of satisfaction with the service; confirmation including the value, time and location of performance of services, and statements whether the works are carried out in accordance with the rules of business and are duly completed in the field of urban planning, revision of urban plans, Geodetic Affairs and Strategic Environmental Assessment;

— Statement on the professional qualifications of the economic operator and of those persons who are responsible for carrying out the respective works;

— Statement on the technical staff and technical authorities, regardless of whether they belong directly to the economic operator;

— Statement about the technical equipment that the economic operator has available to perform specific works;

— A notice on the elements of the contract which the economic operator intends to subcontract to third parties;

Photocopies notarized or signed by the authorized person that they belong to as follows:

— License for preparation of urban plans for the legal entity;

— Authorization of experts for preparation of urban plans;

— License for geodetic experts for the legal entity;

— Authorization of experts on geodetic works;

— Certificate for experts for preparation of strategic environmental assessment.

Минимално ниво(а) на стандарди:

Minimum criteria for determining the technical and professional situation of the economic operator:

Economic operator must meet the following minimum requirements for performance of activities as follows:

— Preparation of urban plans;

— To have made at least 3 urban plans for populated areas;

— To have at least 2 experts with authorizations for preparation of urban plans;

— To have license for preparation of urban planning for at least 10 years;

— To have licensed software program on CAD platform;

— Performance of revision of urban plans;

— to have at least 2 experts with authorizations for making urban plans;

— have performed revision to at least 3 urban plans of populated areas;

— Execution of geodetic works;

— To have at least 3 experts surveyors with authorizations to carry out surveying work;

— To owe at least 2 total stations and 4 dual-frequency GPS devices, 2 off-road vehicles;

— In the last 3 years to have prepared at least 3 Surveying updated bases for preparation of urban plans;

— To have a license to perform surveying work issued by the Chamber of sole traders authorized surveyors and trade companies for geodetic works;

— To possess a certificate of management system;

— System of quality management ISO 9001: 2008;

— System of Environmental Management ISO 14001: 2004;

— System security management work and health protection OHSAS 18001: 2007;

— Execution of works related with the environment;

— Should be registered as physical or legal entity for performing the activity related to the subject of the public contract or belongs to a professional association in accordance with the regulations of the country where it is registered;

— To have at least 2 employees experts with certification / authorization of experts for strategic environmental assessment issued by MEPP;

— In the last 5 years to have prepared at least 50 Strategic environmental assessments.
