— certificate that it is not subject to liquidation procedure issued by competent authority,

— certificate for paid taxes, contributions and other public duties by the competent authority in the country where that economic operator is established,

— certificate from the Register of penalties for committed criminal acts of legal entities that a minor penalty…

… ban on participation in procedures for public announcements, awarding of public procurement contracts and contracts for public private partnership has not been imposed,

… temporary or permanent ban on performing certain activity has not been imposed,

— certificate that it has not been announced any sanctions for misdemeanor with an effective court decision, resulting in prohibition for pursuing professional activity or duty, i.e. in a temporary prohibition for performing professional activity,

— document proving a registered business.

Bidder is required to possess License A for performing supervision of works on first (I) category structures, issued by the competent authority in the country as per the Construction Law in force (Official Gazette of Republic of Macedonia no. 130/09, 124/10, 18/11, 36/11, 54/11, 13/12, 144/12, 25/13, 79/13, 137/13, 163/13, 27/14, 28/14, 42/14, 115/14, 149/14 and 187/14) (applies to each member of the group in case bid is submitted by a group of economic operators — JV).

Економска и финансиска состојба:

— Minimum annual income of 10 000 000 MKD/year in the last 3 years,

— copies of auditors' reports of the Foreign Tenderer, which shall be positive and shall be issued by a reputable foreign institution registered to provide audit services. Auditor reports should contain data about the overall economic operation of the Foreign Tenderer (for the last 3 years).

The economic operator shall prove that he meets the requirements for Economic and financial status by furnishing the following:

— copy of balance sheet report and data on income statements for 2012, 2013 and 2014, certified by a competent authority, i.e. audited balance sheets or abstracts of the report on balance sheets, where balance sheet publication is required under the law of the country where the economic operator is registered,

Техничка и професионална способност:

— One completed contract for performing supervision of works on construction, reconstruction or rehabilitation of state roads and airports, according to FIDIC contracting terms for construction works in the last three (3) years on an amount of minimum 3 000 000 MKD (denars).

— Minimum 10 employees, of which at least 4 are Bachelors of Civil Engineering — BS CE (VII/1).

— Notification on contract items that the economic operator intends to subcontract to third parties.

A. Long-Term Key Personnel:

A1 — Engineer's Representative — Bachelor of Civil Engineering (BSc CEng)

1. Work experience of at least 10 (ten) years in the specified field (profession) with the required education.

2. Seven (7) years of experience as an Engineer's Representative or Key Expert of the Supervision Team of construction or reconstruction of state roads, railways or airports.

— Or 10 (ten) years of experience as an Engineer for investment-technical supervision (employer's supervision) on construction or reconstruction of state roads, railways or airports.

— Or 10 (ten) years in total of experience as a Project Manager or technical manager on construction or reconstruction of state roads, railways or airports.

— Or total experience of 10 (ten) years as an Engineer's Representative or Key Expert of the Supervision Team, investment-technical supervisor, or a Project Manager or technical manager on construction or reconstruction of state roads, railways or airports.

3. Experience as an Engineer's Representative or a Key Expert of the Supervision team, or investment-technical supervisor, or Project Manager of construction of at least 1 (one) completed project for construction-reconstruction-rehabilitation of a motorway, expressway, or national road in the last 15 years, implemented under FIDIC terms and conditions of the Contract on Works.

4. Experience in projects implemented under FIDIC (Red Book) terms and conditions of the Contract on Works (participation in at least one implemented contract on infrastructure project).

5. English language knowledge.

6. Permanently or temporarily employed with the Engineer, engaged on the Project via another company, or as an independent expert/consultant.

7. Signed written statement and consent for participating in the Project.

А2 — Assistant Engineer for Geotechnics and Materials — Bachelor of Civil Engineering (BSc CEng)

1. Seven (7) years of work experience in the specified field (profession) with the required education.

2. Five (5) years of experience as an Engineer's Representative or Key Expert of the Supervision Team of construction or reconstruction of state roads, railways or airports.

— Or, five (5) years of experience as an Engineer for investment-technical supervision (employer's supervision) on construction or reconstruction of state roads, railways or airports.

— Or five (5) years of experience as a Project Manager or technical manager on construction or reconstruction of state roads, railways or airports.

— Or total experience of five (5) years as an Engineer's Representative or Key Expert of the Supervision Team, investment-technical supervision or Manager, or technical manager on construction or reconstruction of state roads, railways or airports.

3. Experience as an Engineer's Representative, or a Key Expert in the supervision team or investment-technical supervisor, or a Project Manager on construction, or a technical manager of at least 1 (one) completed project for construction-reconstruction-rehabilitation of a section of a state road in the last fifteen (15) years, implemented under FIDIC terms and conditions of the Contract on Works.

А3 — Assistant Engineer for Structures and Objects — Bachelor of Civil Engineering (BSc CEng)

— Or total experience of five (5) years as an Engineer's Representative or Key Expert of the Supervision Team, investment-technical supervisor or Manager, or technical manager on construction or reconstruction of state roads, railways or airports.

А4 — Assistant Engineer for Asphalt Works — Bachelor of Civil Engineering (BSc CEng)

3. Experience as an Engineer's Representative, or a Key Expert in the supervision team or investment-technical supervision, or a Project Manager on construction, or a technical manager of at least 1 (one) completed project for construction-reconstruction-rehabilitation of a section of a state road in the last fifteen (15) years, implemented under FIDIC terms and conditions of the Contract on Works.

A5 — Assistant Engineer for Environment Protection — University degree in environment protection engineering, civil engineering, architecture, technical-technological sciences, ecology or natural sciences related to environment protection.

1. Three (3) years of work experience in the specified field (profession) with the required education.

2. English language knowledge.

3. Permanently or temporarily employed with the Engineer, engaged on the Project via another company, or as an independent expert/consultant.

A6 — Assistant Engineer for Electrical Installations and Plants — Bachelor of Science in Electrical Engineering (BS EE)

B. Support Technical and Other Staff

B1 — Surveyor (for land acquisition + alignment) — High (secondary) school degree in an adequate field

2. Three (3) years of work experience in civil engineering construction and infrastructural structures.

4. Basic computer knowledge (MS Office, Word, Excel).

5. Signed written statement and consent for participating in the Project.

B2 — Technical person for Documentation and Correspondence — High (secondary) school degree in adequate field.

1. Five (5) years of work experience in the specified field (profession) with the required education.

3. English language knowledge (writing, reading, speaking).

B3 — Technical person (2) for Laboratory and Site Surveys — High (secondary) school degree in respective field.

3. Basic computer knowledge (MS Office, Word, Excel).

4. Signed written statement and consent for participating in the Project.

Economic operator shall prove that he meets the requirements for Technical and Professional Competence by furnishing the following:

— Written confirmation of a high-quality completion of a contracting agreement verified by the Contracting Authority, and a copy of the Contract.

— Copies of M1 and M2 employment forms, or other corresponding forms issued by a competent institution in the domicile country of the economic operator, as well as copies of diplomas.

A. Long-Term Key Expert Personnel:

For A1 — Engineer's Representative:

— Copy of the Diploma, and:

1. filled out biography form (provided in bidding documents) of proposed experts for the purpose of determining the required work experience and a written Statement confirming that he/she has the required work experience;

2. filled out biography form (provided in bidding documents) of proposed experts for the purpose of determining the required work experience and a written Statement confirming that he/she has the required work experience;

3. filled out biography form (provided in bidding documents) of proposed experts for the purpose of determining the required work experience and a written Statement confirming that he/she has the required work experience in project(s) implemented under FIDIC terms and conditions of the Contract on Works;

4. filled out biography form (provided in bidding documents) of proposed experts for the purpose of determining the required work experience and a written Statement confirming that he/she has the required work experience in project(s) implemented under FIDIC (Red Book) terms and conditions of the Contract on Works;

5. a written statement by the experts proposed for the concrete job position about having knowledge of English language;

6. copy of M1/M2 employment form, or other corresponding proof of employment record;

7. filled out and signed written statement of consent for participating in the Project, provided as Annex 1 in the bidding documents.
