1) For proving personal status,economic operator should provide the following documents:

— Statement by the economic operator than it has not been announced, in the last 5 years, effective court decision for participation in criminal organisation, corruption, fraud or money laundering,

— a Certificate that it is not subject to bankruptcy procedure issued by competent authority,

— a Certificate that it is not subject to liquidation procedure issued by competent authority,

— a Certificate for paid taxes, contributions and other public duties by the competent authority in the country where that economic operator is established,

— a Certificate from the Register of penalties for criminal…

… committed by legal entities that has not been imposed minor penalty ban on participation in procedures for public announcement, the award of public supply contracts and public-private partnership,

… acts committed by legal entities that has not been imposed minor penalty temporary or permanent prohibition of certain activities and,

— A Certificate that it is not being announced sanction for misdemeanour with an effective court decision, resulting in prohibition for pursuing professional activity or duty, i.e. temporary prohibition for performing professional activity

2. Document for registered activity — A document for a registered activity as a proof that the operator is registered as a natural person or a legal entity to perform an activity related to the public procurement contract or proof of membership in an appropriate professional association in accordance with the regulations of the country where the operator is registered,

— License for performing insurance activities in the respective class of insurance that is subject to public procurement, according to the Law on Insurance Supervision issued by a competent authority.

Економска и финансиска состојба:

Documents for economic and financial ability of the economic operator:

— Report on the balance sheet certified by a competent authority, i.e. audited balance sheets or extracts from the balance sheets where publication of the balance sheet is required under the law of the country in which the economic operator is established, for the last financial year;

— Statement of overall turnover (data from the income statement issued by a competent authority, i.e. audited income statement) and, where appropriate, of turnover in the area covered by the contract and for the last financial year that such information is available, depending on the date on which the undertaking was set up or started work and depending on the availability of such information.

Минимално ниво(а) на стандарди:

— Minimum average annual turnover in the amount of 30 000 000 MKD in the last year

— Positive financial report for the last financial year.

Техничка и професионална способност:

Documents for technical or professional ability of the economic operator:

— A list of conducted property insurance services to legal entities in the last 3 years, with values, dates, buyers (contracting authorities and economic operators), and providing at least 3 (three) statements for the conducted services issued by the recipients,

— Copy of at least 3 (three) contracts for insurance of property and movables of legal entities for the last year, with individual value of the contracts not less than 1 500 000 MKD,

— Statement for the amount of the highest paid damages in the last 3 years,

— Evidence for reinsurance with reinsurance rates (by providing a copy of reinsurance contracts with the first reinsurer valid for 2015)

— Reinsurance program for 2015

— Evidence issued by the competent authority for registration for the classes of insurance: 3, 7, 8, 9 and 10 (under Article 5 of the Law on Insurance Supervision)

— Providing of ‘Insurance Conditions’ (General and Specific) for the concrete procurement,

— A statement that the economic operator has engaged professional personnel qualified to assess the damages adequate to the concrete procurement,

— Elements of the contract which the economic operator intends to subcontract to third parties (if necessary).

Минимално ниво(а) на стандарди:

— 100 % reinsurance of the stocks of the compulsory oil reserves subject to the public procurement contract,

— Holding a registration for the following classes of insurance: 3, 7, 8, 9 and 10 (under Article 5 of the Law on Insurance Supervision)

— Having reinsurance coverage from a reinsurance company which has a minimum credit rating of B + fixed by Standard and Poor's or AM Best,

— Having performed in the last 3 years an insurance for the same or similar risks for at least 3 legal entities,

— Having engaged (with an employment contract or other agreement) professional personnel qualified to assess the damages of the respective public procurement.

Извршување на договорот
Потребни депозити и гаранции:

1. Statement about the steadiness of the tender.

2. Performance guarantee (5 % of the total contract value).

In order to sign the contract with the selected most favourable economic operator, the successful bidder shall be required to provide a contract performance bank guarantee in the amount of 5 % of the contract value.

A group of economic operators shall have the right to submit a bid without an obligation to form any legally appropriate association. The contracting authority shall not require the group of bidders to be associated in an appropriate legal form if the group is selected as the carrier of the procurement.
