In order to prove its personal status, the economical operator should submit the following documents:

— statement of the economic operator stating that no effective verdict has been pronounced in the past 5 years for participation in criminal organization, corruption, fraud or money laundering;

— confirmation that no bankruptcy procedure has been initiated by a competent authority;

— confirmation that no liquidation procedure has been initiated by a competent authority;

— confirmation for paid taxes, contributions and other public fees from the authority competent in the country where the economic operator has been registered;

— confirmation from the Registry for penalties for committed criminal acts of the legal entities stating that no secondary penalty,…

… ban on participation in open call procedures, on awarding of contracts for public procurement and contracts on public-private partnership has been pronounced;

… temporary penalty or permanent ban on the performance of particular activity has been pronounced;

— confirmation stating that no misdemeanor sanction — ban on the performance of the profession, activity or obligation, i.e. temporary ban on the performance of a particular activity has been pronounced with the effective verdict.

Capability for performing professional activity of the economical operator:

— Document for registered professional activity;

— document for registered professional activity (DRA form), as a proof for registration as a physical person or legal entity for performance of the activity related to the subject of the contract on public procurement or a proof of belonging to a related professional association in accordance with the regulations of the country of registration, and

— Relevant ‘A’ Licence for designing first category constructions in accordance with the Law on Construction, issued by the Ministry of Transport and Communications, and if the economic operator is foreign bidder, a confirmation is submitted of his capability of designing first category constructions, issued by a competent authority of the state administration responsible for spatial planning of RM, in accordance with article 42 of the Law on Construction, as proof of meeting the special criteria for performing professional activity prescribed by law, in reference to the subject of the contract.

— License for conducting energy control, according to the Law on Energy, issued by the Ministry of Economy of the Republic of Macedonia and if the economic operator is foreign bidder, evidence is submitted that it is recognized by the Ministry, in accordance with Article 137-a paragraph 7 of the Law on Energy, as proof of meeting the special criteria for performing professional activity prescribed by law, in reference to the subject of the contract.

Економска и финансиска состојба:

— balance sheets certified by a competent authority, i.e. audited balance sheets, or

balance sheet excerpts where the publication of the balance sheet is required under the Law of the country where the bidder is registered; or

— a statement of the overall turnover of the company (information on the profit and

loss statement issued by the competent authority, i.e. audited profit and loss statement), and where appropriate, of the turnover in the area covered by the public procurement contract, for the last 3 business years for which such information is available, depending on the date on which the company was founded or started work and depending on the availability of such information.

Минимално ниво(а) на стандарди:

— positive financial performance in the last 3 financial years (2012, 2013 and 2014);

— the total revenues for the financial year, i.e., the last 3 years, of the bidder to be a minimum amount of 400 000 000 MKD (per year).

Техничка и професионална способност:

Documents necessary to prove the technical and professional capability of the economic operator:

— A reference list of realized contracts for services provided for the design of highrise constructions, including data on suppliers, dates and values, attaching at least 3 copies of contracts and at least 1 certificate for quality service performed, referring to the attached contract, project developed for highrise constructions with a minimal value of 2 100 000 MKD;

— A list of available professional staff required for the implementation of the procurement, by submitting a copy of M1 / M2 forms, copies of certificates of completed education, a copy of the authorizations for design issued by the Chamber of Authorized Engineers and Architects, as well as a resume — CV for the required engineers that meets the minimum condition;

Минимално ниво(а) на стандарди:

Minimum criteria needed for establishing the technical and professional condition of the economic operator:

— Minimum of three completed projects for highrise constructions, with a certificate of quality of service, of which at least one with a minimum value of 2 100 000 MKD;

— the minimum total area of designed highrise constructions to be 12.000 m2;

— The bidder to have employed:

o 4 graduate engineers architects, with a minimum of 5 years of work experience, of which at least 3 years experience in the design of highrise constructions;

o 4 graduate civil engineers with a minimum of 5 years of work experience, of which at least 3 years experience in the design of highrise constructions;

o 2 graduate electrical engineers with a minimum of 5 years of work experience,

o 1 graduate mechanical engineer with a minimum of 5 years of work experience,

o 2 graduate engineers technologists, with a minimum of 10 years experience in the field of environmental protection;

— The engineers to possess A or B authorizations for design, issued by the Chamber of Authorized Engineers and Architects; one engineer architect and one electrical engineer, in addition to the authorization for design, to possess an authorization to perform energy control.
