Criteria for awarding the PPP contract is the height of the annual PPP fee, expressed in percentage not lower than 30 % of the total income from electricity sales from both SHPP for the entire duration of the PPP contract, which the Private partner will pay to the Public partner.
As service provider will be selected the economic operator who will offer the highest percentage of PPP fee during an e-Auction-positive public bidding, which will be conducted through the e-Auction system established within the Ministry of Economy of the Republic of Macedonia, and whose bid has been previously assessed as acceptable.

Способност за вршење на стручната дејност:

— Statement by the economic operator that in the last 5 years, an effective Court decision for participation in a criminal organization, act of corruption, fraud or money laundering has not been stated against it;

— Certificate that it is not subject to bankruptcy procedure issued by competent authority;

— Certificate that it is not subject to liquidation procedure issued by competent authority;

— Certificate for paid taxes, contributions and other public duties by the competent authority in the country where that economic operator is established;

— Certificate from the Legal Entities Penal Registry that it is not being imposed a side sanction —…

… prohibition to participate in public competitions, contract award procedures and PPP award procedures;

… temporary or permanent prohibition to perform certain professional activity;

— Certificate that it is not being sanctioned for misdemeanour with an effective Court decision, resulting in prohibition for pursuing professional activity or duty, i.e. temporary prohibition for performing professional activity.

Економска и финансиска состојба:

— Balance sheets certified by a competent authority, i.e. audited balance sheet for the last fiscal year or extracts from the balance sheets where publication of the balance sheet is required under the law of the country in which the economic operator is established;

— Statement of the overall income of the company (data from the income statement certified by a competent authority, i.e. audited income statement) and where appropriate mostly for the last 3 fiscal years.

Минимално ниво(а) на стандарди:

— Positive financial result in last three (3) fiscal years;

— Minimal turnover of 5 000 000 EUR in the last three (3) fiscal years.

Техничка и професионална способност:

— Reference list — a list of contract (s) in last 5 years (Annex 4) by attaching a certificate of satisfactory performance of the electrical and mechanical part of the works, certificates including value, time and location of the work performance and references whether the works are performed in accordance with the rules of business working and whether they are duly completed.

Минимално ниво(а) на стандарди:

— To have executed at least 1 (one) project in the area object to the PPE (realized 1 (one) project for construction of SHPP on water supply systems) in the last 5 years.
