Public contract for Construction, Construction Handicraft and Installation Works for Providing Conditions for the Holding of UEFA Super Cup Football Championship in the National Philip II of Macedonia Arena in Skopje in August 2017 arising from:
— The amendment to the Main Project on Construction of the National Philip II of Macedonia Arena in Skopje; and,
— The project on adaptation of the National Philip II of Macedonia Arena in Skopje with the acceptance of the nomination of the Republic of Macedonia and the city of Skopje to be the hosts of the UEFA Super Cup Football Championship at the National Philip II of Macedonia Arena in Skopje in August 2017.
At its 111 session held on 13.10.2015 and 118 session held on 10.11.2015, the Government of the Republic of Macedonia passed a number of Conclusions by which the Joint Stock Company is obligated to define the priority phases of construction for providing spatial and technical conditions.

Ability of the Economic Operator to perform professional activity:

— Document on Registered Activity:

To prove the Economic Operator's ability to perform professional activity, the Economic Operator should deliver a Document on Registered Activity — Construction, i.e. a DRD form as an evidence that the Economic Operator is registered as physical or legal person for the performance of the activity related to the subject of the public contract or an evidence that the Economic Operator belongs to the corresponding professional association in accordance with the regulations of the country where it is registered as well as License A for a contractor, for construction of structures of the 1

For the purpose of proving its personal situation, the economic operator shall submit the following documents:

— Statement by the economic operator that it has not been pronounced, in the last 5 years, effective Court decision for participation in criminal organization, corruption, fraud or money laundering;

— Certificate that it is not subject to bankruptcy procedure issued by a competent authority;

— Certificate that it is not subject to liquidation procedure issued by a competent authority;

— Certificate on paid taxes, contributions and other public duties by the competent authority in the country where that economic operator is established;

— Certificate from the Register of Penalties for Criminal Deeds Done by Legal Entities that no sanction has been pronounced to the…

… economic operator regarding prohibition of participation in public announcement procedures, award of public contracts and public-private partnership contracts;

… Economic Operator regarding temporary or permanent prohibition of performance of individual activity;

— Certificate that the Economic Operator has not been pronounced, by an effective Court decision, a sanction for misdemeanour resulting in prohibition of pursuing professional activity or duty, i.e. temporary prohibition of performance of individual activity.

Necessary documents for proving the economic standing of the economic operator:

— Report on the Statement of Accounts certified by a competent authority, i.e. revised Statement of Accounts, or excerpts from the report on the Statement of Accounts in cases when announcement of the Statement of Accounts is prescribed by the law of the country where the economic operator is registered, for the last 3 years — 2013, 2014 and 2015.

— Excerpt from the total turnover of the enterprise (data from the Profit and Loss Account issued by a competent authority, i.e. revised Profit and Loss Account) for the last 3 years — 2013, 2014 and 2015 and where appropriate, from the turnover in the field covered with the public contract, for the last 3 financial years at the most for which such data are available depending on the date on which the enterprise was founded or started to operate and depending on the availability of such data.

Minimum criteria for definition of the economic and financial standing of the Economic operator:

— Minimal total income of resources for the last 3 years to the amount of 3 200 000 EUR in the field of construction, i.e. 196 800 000 MKD.

Техничка и професионална способност:

Necessary documents for proving the technical and professional ability of the Economic Operator:

— List of works — constructed high rise structures of the 1

— Contracts on construction (Minimum 3) of structures of the 1

— Certificates (recommendations) on high quality and timely performed works on structures of the 1

— Declaration by the Economic Operator that the Economic Operator has the minimum number of employees, including the professional staff that will be engaged in the realization of the subject of procurement with stated names and surnames. For these, the Economic Operator should deliver:

— M1/M2 forms for the employees, including the professional staff to be engaged in the realization of the subject of procurement; and,

— License A for construction for the professional staff to be engaged in the realization of the subject of procurement as well as;

— Diploma on completed Structural Engineering Major for the graduated civil engineer;

— Declaration regarding the elements of the contract that the Economic Operator intends to transfer to subcontractors and data on the subcontractors (firm, seat, unique tax number, etc.) who fulfil the conditions for the performance of the works prescribed by the Law on Construction.

Minimum criteria for definition of the technical and professional standing of the Economic Operator:

— The bidder should have minimum 3 realized contracts on construction of structures of the 1

— High-rises, for the last 5 years, from the list, with a total built net area of min. 8 500 m

— The bidder should have minimum 3 certificates (recommendations) on high quality and timely performed works on structures of (u1087) the 1

— Minimum professional staff to be engaged in the realization of the subject of procurement:

Minimum (3) three graduated engineers with License A for construction as follows: (2) two graduated engineers — architects and (1) graduated civil engineer — Structural Engineering Major;

Minimum 50 (fifty) employees that will be directly engaged in the realization of the subject of the contract (engineering staff, technicians and construction workers).
