Construction of faecal sewerage network for the waste-water treatment plant in the populated place Trpejca-Ohrid

The Basic Design for the waste-water treatment plant for the populated place Trpejca, Ohrid consists of Book -1 Secondary and primary sewerage network for the populated place Trpejca, (Book 1.1 Hydrotechnics, Book 1.2 Electrics and Book 1.3 Statics calculation) and Book-2 Waste-water treatment plant (Book 2.1 Hydrotechnics, Book 2.2 Electrics and Book 2.3 Architecture and Book 2.4 Statics calculation).
The Basic Design for the waste-water treatment plant for the populated place Trpejca, Ohrid envisages local treatment of the waste waters in the populated place Trpejca or engineering of decentralized sewerage pressurized system with separate (local) waste-water treatment plant (WWTP) positioned near the road Ohrid-Sv. Naum at a distance of approximately 1 000 m from the populated place.
Sewerage pressurized system consists of branch-like network of pipelines with small diameter of service laterals — mainly D=40/60 mm, etc. ‘grinder’ pumping stations serving all users of the sewerage system.
Sewerage network in the populated place, besides sewerage pressurized system, will also include conventional gravitational pipelines in part and submersed pipeline to the location envisaged as site for the waste-water treatment plant (WWTP). The overall length of the pipelines is 4 450 meters.
It is also envisaged to set 52 grinder pumping stations, development of 3 re-pumping stations, 1 central pumping station, engineering of electrical installations, as well as engineering of 56 manholes.
The Basic Design for the waste-water treatment plant for the populated place Trpejca is technical solution with elaborated treatment, calculations and graphical appendixes. Treatment of the waste-water for organic matter has been envisaged to be biological treatment with CB Reactors, while chemical treatment has been envisaged to include removal of phosphates from treated water. Owing to the geographical position of the plant and the fact that Ohrid Lake is the recipient, tertiary treatment is envisaged as well, with disinfection by UV lamps in order to ensure safe discharge of the treated water.

Together with the tender, the economic operator shall submit accompanying documentation proving the following: personal status, capability for professional activity performance.

The Contracting Authority shall exclude from the procedure for public procurement contract awarding every economic operator:

— Against which sentence for participation in criminal organization, corruption, fraud or money laundry has been passed by means of effective Court decision for the last 5 year;

— Against which secondary penalty prohibition to participate in public calls, contracts for public procurement and contracts for public-private partnership awarding has been passed;

— Against which secondary penalty of temporary or permanent prohibition to perform certain activity has been passed;

— Which is subject to bankruptcy or liquidation procedure;

— Who has unpaid taxes, contributions and other public charges, except where economic operator has been approved delayed payment of taxes, contributions and other public charges in accordance with specific regulations and these are paid on regular basis;

— Against whom misdemeanour sanction — prohibition to perform profession, activity or duty or temporary prohibition to perform activity has been passed, and who has given false data or failed to deliver the data requested by the Contracting Authority.

To prove their personal status, economic operators shall submit the following documents:

— Statement by the economic operator that no sentence for participation in criminal organization, corruption, fraud or money laundry has been passed against it by means of effective Court decision for the last 5 years;

— Certificate that no bankruptcy procedure has been initiated against it by the competent authority;

— Certificate that no liquidation procedure has been initiated against it by the competent authority;

— Certificate for paid paid taxes, contributions and other public charges by the competent authority of the country in which the economic operator has been registered;

— Certificate from the Registry of penalties for perpetrated crimes for legal persons that no secondary penalty…

… prohibition to participate in public calls, contracts for public procurement and contracts for public-private partnership awarding has been passed;

… temporary or permanent prohibition to perform certain activity has been passed;

— Certificate that misdemeanour sanction — prohibition to perform profession, activity or duty or temporary prohibition for performance of specific activity — has not been passed against it by means of effective Court decision.

The statement by the economic operator that no sentence for participation in criminal organization, corruption, fraud or money laundry has been passed against it by means of effective Court decision for the last 5 years, shall be prepared and signed by the economic operator itself and it does not have to be certified by competent authority.

Certificates that no bankruptcy procedure or liquidation procedure has been initiated, as well as certificates from the registry of penalties for perpetrated crimes, shall be issued by the competent authorities in the country where the economic operator is registered.

Certificate for for paid taxes, contributions and other public charges shall be issued by the competent authority of the country in which the economic operator has been registered. Certificate that misdemeanour sanction — prohibition to perform profession, activity or duty or temporary prohibition for performance of specific activity — has not been passed against it by means of effective Court decision, shall be issued by the competent authority of the country in which the economic operator has been registered.

The above mentioned documents shall not be older than 6 (six) months counted from the deadline for tenders submission backwards.

If the country in which the economic operator has been registered does not issue the above mentioned documents or they do not include all above listed cases, the economic operator may submit a statement certified by the competent authority.

Capability to perform professional activity.

To prove their capability for performance of professional activity, the economic operators shall submit document for registered activity as evidence that they have been registered as natural or legal person for the performance of the activity related to the subject of the contract for public procurement or evidence that they belong to appropriate professional association in accordance with the regulations of the country of registration.

Economic operator shall prove the fulfilment of the minimum conditions for economic and financial capability by submitting the following:

— Balance sheet statement and data from the balance of success for the last 3 years certified by competent authority.

Минимално ниво(а) на стандарди:

To qualify as capable for execution of the subject contract for public procurement in terms of their economic and financial status, economic operators should fulfil the following minimum conditions:

— Minimum annual turnover of financial resources for the last 3 years shall not be less than 450 000 000 MKD (aggregate).

— Overall profit of the tenderer for the last 3 years shall amount 5 000 000 MKD at minimum (aggregate);

Техничка и професионална способност:

Economic operator shall prove the fulfilment of the minimum conditions for technical or professional capability by submitting the following:

— Certificate from the Employment Agency not older than 15 days from the deadline for submission of tenders;

— М1/М2 forms for civil engineers, electric engineer and mechanical engineer;

— Copy of authorization B for engineering for civil engineers, electric engineer and mechanical engineer;

— Original or copy of the contract for at least 2 implemented contracts during the last 5 years in the subject area or in the area of construction of water supply systems;

— Copy of the implemented contract with a value not lower than 30 000 000 MKD;

— Certificates of satisfactory execution of the works (Certificates should contain value, time and location of works execution);

— Evidence of employed or engaged professional person in safety at work with certificate for passed technical examination.

Минимално ниво(а) на стандарди:

To qualify as capable for execution of the subject contract for public procurement in terms of their technical or professional capability, economic operators should fulfil the following minimum conditions:

— Tenderer should have 30 employees at minimum;

— Tenderer should have the following engineering staff;

— Minimum 2 civil engineers with authorization for B engineering;

— Minimum 1 electric engineer with authorization for B engineering;

— Minimum 1 mechanical engineer with authorization for B engineering;

— Minimum 2 implemented contracts during the last 5 years in the subject area or in the area of construction of water supply systems with enclosed certificate by the investor, of which 1 implemented contract should be of minimum value not lower than 30 000 000 MKD;

— Economic operator should have or engaged at least 1 person in safety at work.

Потребни депозити и гаранции:

As part of the tender, the economic operator shall provide guarantee of the tender (guarantee for participation) at an amount of at least 3 % of the total value of the tender without VAT included.

More information on the requested bank guarantee is available in the tender documentation.

The signing of the contract with the selected most favourable tenderer shall be conditioned by the provision of guarantee by the selected most favourable tenderer for high quality execution of the contract to the level of 10 % of the contract value.

The appeal shall be filed within a time period of 8 days for the open procedure as of the day of:

— Publication of the contract notice regarding the data, actions or omissions to undertake actions referred to in the contract notice;

— Opening of tenders, regarding the actions or omissions to undertake actions related to the tender documentation, i.e. the tender opening procedure;

— Expiry of the time period for adoption of a decision for selection or cancellation of the procedure in accordance with Article 162 paragraph (2) of of the Law on Public Procurement (Official Gazette of the Republic of Macedonia no 136/07, 130/08, 97/10, 53/11 185/11, 15/13, 148/13, 160/13, 28/14, 43/14, 130/14, 180/14, 78/15, 192/15, 27/16) in respect to the omission for adoption of decision for selection or cancellation of the procedure in the corresponding deadline;

— Receipt of the decision for an individual right in the contract award procedure regarding the determination of the competence of the requests to participate or the evaluation of tenders and the decision; or

— Acknowledgement of the illegal conduct of the contract award procedure, within a time period of 1 year at the latest as of the day of completing the conducted procedure.
