IV.2.1) To prove its personal standing, the economic operator should submit the following documents:

— statement of the economic operator showing that it has not been stated any legally effective court decision for participation in criminal organization, corruption, fraud or money laundering in the last 5 years;

IV.2.2) Ability of the economic operator to perform professional activity:

— Document for registered activity

To prove the ability to perform professional activity, the economic operator should submit a document for registered activity as evidence that:

— it is registered as a natural person or a legal entity for performing activity in the Central Registry of the Republic of Macedonia for carrying out construction and/or construction and craftsmen works (related to the object of the contract), or proof that it belong to a relevant professional association in accordance with regulations of the domicile country and

— it holds an A License for first category constructions according to the Construction Law.

Економска и финансиска состојба:

Required documents for proving the economic situation of the economic operator:

— completed form for the financial and economic capability;

— report on the balance sheet and/or income statement, validated by competent body, i.e. revised balance sheet, or extracts of the balance sheet statement, in instances when the publishing of the balance sheet is legally prescribed in the economic operator's domicile country.

Минимално ниво(а) на стандарди:

Minimum criteria for determining the economic and financial standing of the economic operator:

— The economic operator has to have a total (cumulative) income of at least 2 200 000 000 MKD over the last 3 years (2012, 2013, 2014).

Техничка и професионална способност:

Required documents for proving the technical and professional capability of the economic operator:

— completed form for executed contracts for at least three buildings of first category with a total (aggregate) area of not less than 25 000 m² in the last five years, of which one (1) contract for first category building with an area of not less than 10 000 m² and a value greater than 600 000 000 MKD by attaching certificates (at least three) for high-quality and timely performance of works related to first category buildings in the last 5 years, issued by former investors for the submitted contracts, of which one certificate referring to a contract for construction of first category building with an area of not less than 10 000 m² and a value greater than 600 000 000 MKD

— Quality certificate for constructed building with fully integrated BMS system, issued by a former investor,

To prove that the engaged staff will be hired for the implementation of the object of the contract, the economic operator should submit the following documents:

— Statement that the economic operator will hire a person as chief construction engineer — head of construction — who is an architect or construction engineer with professional experience of more than 10 (ten) years, who has been a chief construction engineer of at least 2 (two) constructed facilities / buildings in the last 5 years in the country or abroad, with cumulative area of not less than 5 000 m², holding an Authorization A for construction in the respective area, issued by the Chamber of Certified Architects and Certified Engineers of the Republic of Macedonia. The statement shall be accompanied by the following documents:

— Curriculum Vitae;

— M1/M2 form or confirmation issued by a competent authority for the person employed with the economic operator, or a statement of the person who is not employed with the economic operator, that if the economic operator is selected as the winning bidder, he/she agrees to be hired for the execution of the contract;

— Authorization A for construction in the respective area issued by the Chamber of Certified Architects and Certified Engineers of the Republic of Macedonia.

— Statement of the economic operator confirming to hire at least…

… 3 (three) graduated architects holding an Authorization A for construction in the respective area issued by the Chamber of Certified Architects and Certified Engineers of the Republic of Macedonia, who will be designated/responsible for the implementation of individual stages. The statement shall be accompanied by the following documents for each person individually:

… 3 (three) graduated construction engineers — building construction department, holding an Authorization A for construction in the respective area issued by the Chamber of Certified Architects and Certified Engineers of the Republic of Macedonia, who will be designated/responsible for the implementation of individual stages. The statement shall be accompanied by the following documents for each person individually:

… 2 (two) graduated construction engineers — of whom 1 (one) civil engineer and 1 (one) water-works engineer, holding an Authorization A for construction in the respective area issued by the Chamber of Certified Architects and Certified Engineers of the Republic of Macedonia, who will be designated/responsible for the implementation of individual stages. The statement shall be accompanied by the following documents for each person individually:

… 3 (three) graduated mechanical engineers holding an Authorization A for construction in the respective area issued by the Chamber of Certified Architects and Certified Engineers of the Republic of Macedonia, who will be responsible for thermo-technical and thermal energy installations. The statement shall be accompanied by the following documents for each person individually:

… 3 (three) graduated electrical engineers holding an Authorization A for construction in the respective area issued by the Chamber of Certified Architects and Certified Engineers of the Republic of Macedonia, who will be responsible for low-voltage installations. The statement shall be accompanied by the following documents for each person individually:

— Authorization A for construction in the respective area issued by the Chamber of Certified Architects and Certified Engineers of the Republic of Macedonia;

— Statement of the economic operator confirming to hire 1 (one) graduated electrical engineer holding an Authorization A for construction in the respective area issued by the Chamber of Certified Architects and Certified Engineers of the Republic of Macedonia, who will be designated/responsible for BMS. The statement shall be accompanied by the following documents for the person:

— Confirmation of the economic operator that the electrical engineer responsible for BMS in the last 5 years is experienced in BMS.

— Confirmations of at least one 1 (one) former investor that the graduated electrical engineer who will be responsible for BMS showed high-quality working performance during the installation of BMS including successful incorporation of controls and surveillance of the system for ventilation, heating and cooling, power supply, diesel generator and UPS, the inner lighting of the building, illumination, smart use of the heating and cooling energy, surveillance of security systems (video surveillance, access control, alarm systems and office hours recording system), automatic fire alarm and suppression, and records of electricity consumption and current electricity consumption.

— To prove the minimum requirement of 80 employees, the economic operator shall submit a list issued by the Employment Agency for employees qualified to perform the activity related to the object of the contract, at the time of bid submission,

— A statement of the economic operator confirming that the equipment and machinery will be always available for use during the building construction, and a completed form for equipment, machinery and vehicles;

The contracting authority has the right to request evidence from the economic operators that the machinery and equipment are in their ownership or will be available for the duration of the contract in accordance with the bid documentation.

Statement concerning the elements of the contract which the economic operator intends to subcontract to a third party/parties and data on such party/parties (company, address, tax number etc., as well as a completed form for a list of subcontractors with data thereon) that qualify to carry out works specified in the Law on Construction.

Минимално ниво(а) на стандарди:

Minimum criteria for determining the technical and professional capability of the economic operator:

— to have constructed at least three buildings (executed contracts) of first category with a total (aggregate) area of not less than 25 000 m² in the last five years, of which one (1) contract for first category building with an area of not less than 10 000 m² and a value greater than 600 000 000 MKD

— to have constructed at least 1 (one) building with fully integrated BMS.

The term ‘fully integrated BMS’ shall denote integration of the following systems:

1. Central management, control and surveillance of the system for ventilation, heating and cooling in any room, floor and sector;

2. Central management, control and surveillance of the power supply, diesel generators and UPS;

3. Central management, control and surveillance of the lighting system of the building and its illumination;

4. Central management, control and surveillance of the security systems (video surveillance, access control, alarm systems and office hours recording system, surveillance system of remote buildings and intruder detection and perimeter security system);

5. Integrating safety and fire protection systems (automatic fire alarm and automatic fire suppression — sprinklers, gaseous fire suppression system etc.) with any system in the building;

6. Central management, control and surveillance of elevators and their integration in the above fire protection systems and access control system;

7. Central management, control and surveillance of detection systems (for water, metal, opening and closing doors, windows, etc.), measurement of physical quantities of energy consumed.

— To have highly professional staff (employed with the economic operator or to hire people from other economic operators) who will be hired for the implementation of the object of procurement as follows:

— Chief construction engineer — head of construction who has been a chief engineer of construction of at least 2 (two) constructed facilities / buildings in the last 5 years in the country or abroad, with cumulative area of not less than 5 000 m², who has a professional experience of more than 10 (ten) years, holding an Authorization A for construction in the respective area, issued by the Chamber of Certified Architects and Certified Engineers of the Republic of Macedonia;

— At least 3 (three) graduated architects holding an Authorization A for construction in the respective area issued by the Chamber of Certified Architects and Certified Engineers of the Republic of Macedonia, who will be designated/responsible for the implementation of individual stages;

— At least 3 (three) graduated construction engineers — building construction department, holding an Authorization A for construction in the respective area issued by the Chamber of Certified Architects and Certified Engineers of the Republic of Macedonia, who will be designated/responsible for the implementation of individual stages;

— At least 2 (two) graduated construction engineers — of whom 1 (one) civil engineer and 1 (one) water-works engineer, holding an Authorization A for construction in the respective area issued by the Chamber of Certified Architects and Certified Engineers of the Republic of Macedonia, who will be designated/responsible for the implementation of individual stages;

— At least 3 (three) graduated mechanical engineers holding an Authorization A for construction in the respective area issued by the Chamber of Certified Architects and Certified Engineers of the Republic of Macedonia, who will be responsible for thermos-technical and thermal energy installations;

— At least 3 (three) graduated electrical engineers holding an Authorization A for construction in the respective area issued by the Chamber of Certified Architects and Certified Engineers of the Republic of Macedonia, who will be responsible for low-voltage installations;

— 1 (one) graduated electrical engineer holding an Authorization A for construction in the respective area issued by the Chamber of Certified Architects and Certified Engineers of the Republic of Macedonia, who will be responsible for BMS. The person shall have an experience over the last 5 years working at the implementation of BMS in at least one facility, including successful incorporation of controls and surveillance of the inner lighting of the building, illumination, smart use of the heating and cooling energy, access control, automatic fire alarm and suppression and records of electricity consumption and current electricity consumption.

— At least 80 (eighty) employees at the time of bid submission, qualified to perform the activity related to the object of the contract (including the highly professional staff — engineers).

— The economic operator shall have the following equipment and machinery at its disposal: — montage scaffolding with safety net with an area not less than 10 000 m², at least two (2) cranes with an arrow larger than 40 meters, at least 2 (two) excavators with a power greater than 100 KW, at least 2 (two) vibro pile drivers, at least 5 (five) trucks with payloads greater than 15 tons and at least two (2) hoists with loads exceeding 25 tons. Machinery and equipment to be able to be put into operation for the construction of the building. Machinery and equipment must be owned by the economic operator or owned by persons/entities that support the economic operator in its technical and professional ability.
