Способност за вршење на стручната дејност:

— Document on registered activity (DRD)

To prove its ability to perform professional activity, the Economic Operator should submit a document on registered activity — construction (DRD form) as evidence that it is registered as a physical or legal entity to perform the activity related to the subject of the public contract or evidence that it belongs to a corresponding professional association in accordance with the regulations of the country where it is established as well as License A or B for contractor, for construction of structures of the first or the second category in accordance with the Law on Construction.

For the purpose of proving its personal situation, the economic operator shall submit the following documents:

— Statement by the economic operator that it has not been pronounced, in the last 5 years, effective court decision for participation in criminal organization, corruption, fraud or money laundering;

— Certificate that it is not subject to bankruptcy procedure issued by a competent authority;

— Certificate that it is not subject to liquidation procedure issued by a competent authority;

— Certificate on paid taxes, contributions and other public duties by the competent authority in the country where that economic operator is established;

— Certificate from the Register of penalties for criminal deeds done by legal entities that no sanction has been pronounced to the…

… economic operator regarding prohibition of participation in public announcement procedures, award of public contracts and public-private partnership contracts;

… Economic Operator regarding temporary or permanent prohibition of performance of individual activity;

— Certificate that the Economic Operator has not been pronounced, by an effective court decision, a sanction for misdemeanour resulting in prohibition of pursuing professional activity or duty, i.e., temporary prohibition of performance of individual activity.

Економска и финансиска состојба:

Necessary documents for proving the economic standing of the Economic Operator:

— Report on the Statement of Accounts certified by a competent authority, i.e., revised Statement of Accounts, or excerpts from the report on the Statement of Accounts in cases when announcement of the Statement of Accounts is prescribed by the law of the country where the economic operator is registered, for the last three years — 2012, 2013 and 2014.

Минимално ниво(а) на стандарди:

Minimal criteria for definition of the economic and financial standing of the Economic Operator:

— Minimal total income for the last three years amounting to 3 700 000 EUR in the field of construction, i.e., 227 550 000 MKD.

Техничка и професионална способност:

Necessary documents for proving the technical and professional ability of the Economic Operator:

— List of works — constructed high rise structures of the first and/or the second category in the last 5 years reading: category, number of storeys, built net area, value, time of construction, location of construction and employer;

— Contracts on construction (minimum 3) of structures of the first and/or the second category — high rises, from the list, in the last 5 years (the contracts should refer to completely constructed structures, not construction of individual phases of certain structures);

— Certificates (recommendations) on high quality and timely performed works on structures of the first and/or the second category — high rises, issued by former employers related to the submitted contracts;

— Declaration about engagement in current contracts in the country and abroad reading value and deadline of accomplishment;

— List issued by the Employment Agency containing employees qualified for the performance of the activity associated with the subject of the public contract (construction) at the moment of the submittal of the bid;

— Declaration by the Economic Operator regarding the minimal required professional staff to be engaged in the realization of the subject of procurement, reading name and surname. For these, the following should be submitted:

— M1/M2 form for the professional staff to be engaged in the realization of the subject of procurement;

— License A or B for construction referring to the professional staff to be engaged in the realization of the subject o procurement; and,

— Diploma for the graduated civil engineer referring to completed Structural Engineering major.

— Declaration about the elements of the contract that the Economic Operator intends to transfer to a subcontractor/s and data on the subcontractor(s) (firm, seat, unique tax number, etc.) that fulfills the conditions regarding the performance of the works prescribed by the Law on Construction;

— Declaration certified by a Notary Public that in the case the Bidder is awarded the public contract, the Bidder shall construct the structure to the phase of a shell structure by itself (without engagement of subcontractors).

Минимално ниво(а) на стандарди:

Minimum criteria for definition of the technical and professional standing of the Economic Operator:

— The Bidder should have realized minimum three contracts on construction of structures of the first and/or the second category — high rises in the last 5 years, from the list, with a total constructed net area of minimum 8 500 m²;

— The bidder should have minimum three certificates (recommendations) on high quality and timely performed works on structures of the first and/or the second category — highrises, issued by former employers, referring to the submitted contracts;

— Minimum professional staff to be engaged in the realization of the subject of procurement: minimum (3) three graduated engineers with License A or B for construction as follows: (2) two graduated engineers — architects and (1) graduated civil engineer- structural engineering major;

— Minimum 30 (thirty) employees that will be directly engaged in the realization of the subject of the contract (engineering staff, technicians and construction workers);

— The bidder itself should construct the structure at least to the phase of a shell structure (it must not engage subcontractors).

— The minimal difference allowed in the process of reverse auction is 1 % of the value of the initial price

— The maximum difference allowed in the process of reverse auction is 5 % of the value of the initial price. The electronic auction shall be carried out in one run with time duration of 1 (one) hour.
