Data Transfer from Remote Points

1. Brief technical description:
The Agency for Audio and Audiovisual Media Services needs to obtain an integrated and safe corporate data linking of several points on the territory of the Republic of Macedonia via terrestrial infrastructure.
Depending on the amount and scope of work, the linking of the points should be carried out in the form of dedicated VPN links via a packet switched network based on labels.
In case new points are opened, the offered solution should make it possible to link the same without any additional interventions or changes in the established communication among the remaining points.
The Agency for Audio and Audiovisual Media Services has leased space to collocate its own equipment at 8 points on the territory of the Republic of Macedonia. The points from 1 to 8, given in the table below, along with the central point in Skopje, should be connected into a corporate data network. The technical details for each point are given in the table below:

At Point no 9, in Skopje, which is the headquarters of the Agency for Audio and Audiovisual Media Services, located at the following address: Panko Brasnarov Palace, Makedonija 38, the Agency has installed an active network equipment, Cisco 3945 Sec/K9, while, at the remaining points, from 1 to 8: Veles, Kumanovo, Stip, Strumica, Bitola, Ohrid, Debar and Tetovo, Cisco 2911 Sec/K9 active network equipment has been installed.

Points: Veles and Debar:
— Minimum speed of 15 Mbps, including an unlimited traffic in both directions (download/upload), per point;
Package 2:
Points: Kumanovo, Strumica, Ohrid and Tetovo:
— Minimum speed of 20 Mbps, including an unlimited traffic in both directions (download/upload), per point;
Package 3:
Points: Stip and Bitola:
— Minimum speed of 25 Mbps, including an unlimited traffic in both directions (download/upload), per point; and
Package 4:
Point: Skopje:
— Minimum speed of 160 Mbps, including an unlimited traffic in both directions (download/upload), per point.
2. Technical features:
— All above mentioned points should be the end points of the data linking service;
— The network of the economic operator should be redundantly linked via geographically distributed links and the same should ensure swift re-routing of the traffic in case of an outage of any of its parts;
— The specified speed of the links in the table (access points and speeds) is the guaranteed speed that should be ensured by the economic operator for the duration of the contract, and the same should be symmetrical in the download/upload direction;
— The data network should meet the following minimum criteria:
i. The package reception in this data network should be below 50 ms;
ii. Loss of packets in this data network should be below 0,05 %;
iii. The network jitter should be <2 ms, and
iv. Transmission capacities of the links should be 1:1;
— Traffic monitoring;
— Traffic should be monitored among all VPN points, as well as each point separately, as follows:
i. Maximum and minimum traffic received and sent via the link, as well as average values (Maximum Sent/Received, Minimum Sent/Received, Average Sent/ Received bps), including a real-time diagram and statistics;
ii. It should be able to follow the history of the realized traffic by days, weeks and months;
iii. It should be able to send administrative alerts in case of an interruption of any of the links;
iv. The procurement provider should report interruptions at the VPN points via mail;
v. The minimum accessibility of the VPN links realized via packet switched network based on labels should be 99,7 % annually;
vi. The removal of reported obstacles should be immediate, within the next 8 hours at the latest;
— The economic operator should provide support via a free-of-charge telephone number, as well as technical support, 24 hours/day, 7 days/week, 365 days/year;
— The economic operator should provide a possibility to increase/reduce the speed of access to the VPN line in accordance with the needs of the Contracting Authority; and
— Service delivery deadline: The economic operator should be technically prepared to start delivering the service as 1.3.2016. The service delivery will be preceded by a test period, upon a request filed by the Supplier, in order to verify its quality. This implies uninterrupted transfer of data from the remote points stated in the Table. After the trial period ends and the quality of the provided service is found to be satisfactory, the Supplier will submit a request to activate the service. The service will be invoiced starting from the date of receipt of the service activation request.
