A statement by the economic operator that no legally valid court decision has been imposed against it over the past 5 years for participation in a criminal organization, corruption, fraud or money laundering;

… bankruptcy procedure has not been initiated;

… liquidation procedure has not been initiated;

Letter of confirmation by a competent authority from the country of registration of the economic operator for paid taxes, contributions and other public duties;

Letter of confirmation by the Registry of sentences for committed crimes of legal entities that a secondary sentence…

… prohibition on participation in open call procedures, awarding public procurement contracts and contracts for public private partnership, has not been imposed;

… temporary or permanent prohibition on performing a certain activity has not been imposed;

Letter of confirmation that a misdemeanor sanction resulting in prohibition for practising profession, performing activity or duty, i.e. temporary prohibition of performing a particular activity has not been imposed by a legally valid court decision.

Техничка и професионална способност:

Documents required as evidence of the technical or professional capacity of the economic operator:

— A list of main services (digital restoration of movies) of the bidders or candidates rendered over the past 3 years, including values, dates, buyers (contracting authorities or economic operators) and provision of at least 3 letters of confirmation of services rendered issued by the users of services or — in case such letters of confirmation may not be obtained for reasons beyond the control of the economic operator — only a statement of the latter on rendering such services;

— A statement on expert staff engaged for the implementation of the public procurement contract; at least 1 person working with movie negatives (handling and cleaning movie rolls and scanning), minimum 1 person working on digital restoration, and minimum 1 person working on colour adjustments and corrections; such statement to be signed and verified by the economic operator, regardless of whether these persons are directly employed by the latter;

— A statement on possession of technical equipment by the economic operator; it is to have at its disposal a minimum 2K scanner for 35 mm movie film, optical sound scanner, programs and tools for digital restoration of picture and sound, programs and tools for colour correction and mastering;

— A notification of the elements in the contract that the economic operator intends to outsource to a subcontractor.

Minimum criteria to be met regarding the technical or professional capacity of the economic operator:

— to have completed at least 3 services of such type (digital restoration of archive movies) in the past 3 years;

— to have engaged expert staff for implementation of the public procurement contract, i.e. at least 1 person working with movie negatives (handling and cleaning movie rolls and scanning), minimum 1 person working on digital restoration, and minimum 1 person working on colour adjustments and corrections

— to have at its disposal a minimum 2K scanner for 35 mm movie film, optical sound scanner, programs and tools for digital restoration of picture and sound, programs and tools for colour correction and mastering.
