For the purpose of proving its personal situation, the economic operator shall submit the following documents:
— Statement by the economic operator that it has not been pronounced, in the last 5 years, effective Court decision for participation in criminal organization, corruption, fraud or money laundering;
— Certificate that it is not subject to bankruptcy procedure issued by a competent authority;
— Certificate that it is not subject to liquidation procedure issued by a competent authority;
— Certificate on paid taxes, contributions and other public duties by the competent authority in the country where that economic operator is established;
— Certificate from the Register of Penalties for criminal deeds done by legal entities that no sanction has been pronounced to the…

— Certificate that the Economic Operator has not been pronounced, by an effective Court decision, a sanction for misdemeanour resulting in prohibition of pursuing professional activity or duty, i.e., temporary prohibition of performance of individual activity.

Ability of the Economic Operator to pursue the professional activity:
— Document on registered activity (DRD).
To prove its ability to perform professional activity, the Economic Operator should submit a document on registered activity — DRD form as evidence that it is registered as a physical or legal entity to perform the activity related to the subject of the public contract or evidence that it belongs to a corresponding professional association in accordance with the regulations of the country where it is established.

Necessary documents for proving the technical or professional ability of the economic operator:
— Certificate proving that the economic operator is registered at the Agency for Electronic Communications — AEC and that it operates public telecommunication networks;
— List of rendered services of bidders or candidates for the last 3 years, with values, dates, buyers (contractual authorities or economic operators) with submitting at least 5 (five) certificates on rendered services as those related to the subject of procurement issued by recipients toward the bidder, or if such certificates cannot be provided from reasons beyond the control of the economic operator, only his Declaration on Services rendered;

— Declaration on providing at least 1 (one) independent terrestrial Internet connection toward Internet knots in the world with a total linking power of not less than 1 Gbps;
— Declaration on engaged technical personnel to deal with installation, configuration and administering of the equipment through which the services will be provided out of whom minimum 5 persons with valid certificates for the offered equipment.
Minimum criteria for definition of the technical and professional standing of the economic operator:
The bidder should be operator of public telecommunication networks;
The bidder should have rendered minimum 5 services related to the subject of procurement for the last 3 years;
The bidder should provide at least 1 independent terrestrial Internet connection toward the Internet knots in the world with a total linking power of not less than 1 Gbps;
The bidder should provide minimum 5 persons — certified staff for installation, configuration and administering of the network equipment and the equipment for Internet safety and protection of computer networks that will be used for providing the services.
