The contracting authority reserves the right not later than 6 days before the deadline for submission of bids on its own initiative or on the basis of requests for clarification by the bidders to amend or supplement the tender documentation, and immediately inform all economic operators that have obtained the documentation. In the case of amendments to the tender documentation, the contracting authority shall extend the deadline for submission of bids for at least 6 days. In the case of a change and an amendment to the tender documents published on the ESPP and the extension of the deadline, the contracting authority is obliged to publish the amendment made by ESPP, after which all economic operators that have taken tender documentation by the time of the amendment will receive automatic electronic notification that an amendment to the specific listing has been published.

Information and formalities necessary for evaluating if the requirements are met: To prove its personal situation, the economic operator shall submit the following documents:
— Statement by the economic operator that in the last 5 years has not been announced verdict for participation in criminal organization, corruption, fraud or money laundering;
— Confirmation that there is no bankruptcy procedure by the competent authority;
— Confirmation that there is no bankruptcy liquidation procedure by the competent authority;
— Confirmation of paid taxes, contributions and other public duties by the competent authority of the country where the economic operator is established;
— Certificate from the registry of penalties for committed crimes that the company has not been imposed minor penalty…
… ban on participation in public tender procedures, in the award of public procurement contracts and in public-private partnerships;
… for temporary or permanent prohibition of professional activity;
— Confirmation that with a final sentence it has not been imposed a sanction ban on performing profession, activity or duty, or a prohibition to perform certain activity;
— Permission to perform work for insurance issued by the Agency for Supervision of Insurance of the Republic of Macedonia.
Техничка и професионална способност:
To qualify as capable of performing the contract for public procurement in terms of its technical or professional ability, the economic operator must meet the following minimum requirements:
— To Ensure adequate reinsurance in amount to 100 % of the value of the three aircrafts for Casco airline liability above the amount of self sustainability of the bidder and reinsurance coverage of re insurer with a minimum credit rating of B + or BBB determined by Standard and Poors but reinsurer to be reinsured (retrocession) in reinsurance company with a minimum credit rating AA or AAA determined by Standard and Poors.

The economic operator proves the fulfilment of the minimum requirements of subsection 2.4.1 by submitting:
— Statement with detailed description, signed by the person in charge which will clearly indicate which company is a direct reinsurers with which company the bidder has a contract. What is the credit rating of the company established by Standard and Poors, and where it is reinsured (with retrocession) and what is the credit rating of Standard and Poors of that reinsurance company. And to state that 100 % value for Aircraft Casco airline liability is covered by the bidder.

— Certificate signed by the reinsurance company or leader (if several reinsurers) that it completely re-insure the amounts of insurance for Casco and airline liability for the 3 planes which will contain the number of the tender, the registration number of the aircraft and the amounts of insurance for Aircraft Casco and airline liability, in original in English and translated into Macedonian.
