Main collector for wastewater for town of Kocani and village Orizari and part of the sewerage system of Kocani

Ministry of Environment and Physical Planning

Detailed design for Main collector for wastewater for town of Kocani and village Orizari and part of the sewerage system of Kocani provides technical solution for the sewerage system which consists of main collector and secondary collectors. Secondary collectors connect the existing combined sewerage network with the main collector which conveys the waste water up to the WWTP.
Main collector, Part 1 has a total length of L=5 208 m. The diameter of the collector increases from DN250 at the start point in Orizari to DN500 at end of collector part-I near Keramidnica. Pipe material is polypropylene, while manholes are polypropylene or reinforcement concrete manholes.
The start point of the main collector part-I is from the last manhole under the bridge over Orizarska River. This manhole is the endpoint from the sewerage network in Orizari. In order to provide connection with the new designed main collector, existing outlet pipe from Orizari is necessary to be connected with the new weir manhole WM1 on the beginning of the main collector. Weir manhole will separate the additional storm water from sewerage water and discharge into Orizarska River. The collector is routed along Orizarska River up to the manhole M4, after that it is routed along the batter peg up to manhole M28 and up to manhole M72 the collector is routed along earth roads, parcel-boundaries and agricultural fields.
Between M84 and M85 the collector crosses Kocanska River where the collector is protected with reinforcement concrete sill. Afterwards the collector is routed along the Kocanska River at a distance of 15 to 20 m from the river bed up to the second river crossing between M111 and M112 where the collector leaves General Urban Plan for Kocani and in a same time this is the end point of Collector Part 1.
Between M73 and M74 the collector crosses a regional road and horizontal drilling will be required for the crossing. Between M93 and M94 the collector crosses the national road Kocani — Vinica and again horizontal drilling is proposed.
At the section between manholes M104 and M105 the collector crosses with storm water collector from the settlement Roza Petrova which discharge collected storm water at Kocanska River.
Existing sewerage network will be directly connected at the main collector at the location where existing outlets are crossing with the route of the main collector (Orizari 1, Orizari 2', Orizari 2a and Zito Oriz) or with extension of the secondary collectors up to the main collector (Orizari 2, 3. Atom, 4.Ruen, 7 Roza Petrova and Keramidnica).
Secondary collectors are completely elaborated within the Detailed Design, but they will not be considered in this Tender procedure.

Together with the tender, the economic operator shall submit accompanying documentation proving the following: personal status, capability for professional activity performance.

The Contracting Authority shall exclude from the procedure for public procurement contract awarding every economic operator:

— against which sentence for participation in criminal organization, corruption, fraud or money laundry has been passed by means of effective court decision for the last 5 year;

— against which secondary penalty prohibition to participate in public calls, contracts for public procurement and contracts for public private partnership awarding has been passed;

— against which secondary penalty of temporary or permanent prohibition to perform certain activity has been passed;

— which is subject to bankruptcy or liquidation procedure;

— who has unpaid taxes, contributions and other public charges, except where economic operator has been approved delayed payment of taxes, contributions and other public charges in accordance with specific regulations and these are paid on regular basis;

— against whom misdemeanour sanction — prohibition to perform profession, activity or duty or temporary prohibition to perform activity has been passed, and who has given false data or failed to deliver the data requested by the Contracting Authority.

To prove their personal status, economic operators shall submit the following documents:

— statement by the economic operator that no sentence for participation in criminal organization, corruption, fraud or money laundry has been passed against it by means of effective court decision for the last 5 years;

— certificate that no bankruptcy procedure has been initiated against it by the competent authority;

— certificate that no liquidation procedure has been initiated against it by the competent authority;

— certificate for paid paid taxes, contributions and other public charges by the competent authority of the country in which the economic operator has been registered;

— certificate from the Registry of penalties for perpetrated crimes for legal persons that no secondary penalty…

… prohibition to participate in public calls, contracts for public procurement and contracts for public private partnership awarding has been passed;

… temporary or permanent prohibition to perform certain activity has been passed;

— certificate that misdemeanour sanction — prohibition to perform profession, activity or duty or temporary prohibition for performance of specific activity — has not been passed against it by means of effective court-decision.

The statement by the economic operator that no sentence for participation in criminal organization,

corruption,fraud or money laundry has been passed against it by means of effective court decision for the last 5 years, shall be prepared and signed by the economic operator itself and it does not have to be certified by competent authority.

Certificates that no bankruptcy procedure or liquidation procedure has been initiated, as well as certificates from the registry of penalties for perpetrated crimes, shall be issued by the competent authorities in the country where the economic operator is registered.

Certificate for for paid paid taxes, contributions and other public charges shall be issued by the competent authority of the country in which the economic operator has been registered. Certificate that misdemeanour sanction — prohibition to perform profession, activity or duty or temporary prohibition for performance of specific activity — has not been passed against it by means of effective court decision, shall be issued by the competent authority of the country in which the economic operator has been registered.

The above mentioned documents shall not be older than 6 (six) months counted from the deadline for tenders submission backwards.

If the country in which the economic operator has been registered does not issue the above mentioned documents or they do not include all above listed cases, the economic operator may submit a statement certified by the competent authority.

Capability to perform professional activity.

To prove their capability for performance of professional activity, the economic operators shall submit document for registered activity as evidence that they have been registered as natural or legal person for the performance of the activity related to the subject of the contract for public procurement or evidence that they belong to appropriate professional association in accordance with the regulations of the country of registration.

Economic operator should submit license B for engineering of structures of second category in accordance with Article 57 of the Law on Building.

Economic operator shall prove the fulfilment of the minimum conditions for economic and financial capability by submitting the following:

— Balance sheet statement and data from the balance of success for the last three years certified by competent authority.

Минимално ниво(а) на стандарди:

To qualify as capable for execution of the subject contract for public procurement in terms of their Economic and financial status, economic operators should fulfil the following minimum conditions:

— Minimum annual turnover of financial resources for the last three years shall not be less than 150 000 000 MKD (aggregate).

— Overall profit of the tenderer for the last three years shall amount 5 000 000 MKD at minimum (aggregate).

Техничка и професионална способност:

Economic operator shall prove the fulfilment of the minimum conditions for technical or professional capability by submitting the following:

— Certificate from the Employment Agency not older than 15 days from the deadline for submission of tenders;

— М1/М2 forms for civil engineer and hydro engineer;

— Copy of authorization B for engineering for civil engineer and hydro engineer;

— Evidence of employed or engaged professional person in safety at work with certificate for passed technical examination;

— Original or copy of the contract for at least one implemented contract during the last 5 years in the subject area or in the area of construction of water supply systems, with a value not lower than 30 000 000 MKD.

— Certificates of satisfactory execution of the works (Certificates should contain value, time and location of works execution).

To qualify as capable for execution of the subject contract for public procurement in terms of their technical or professional capability, economic operators should fulfil the following minimum conditions:

— Tenderer should have 20 employees at minimum;

— Tenderer should have the following engineering staff:

—Minimum one civil engineer with authorization for B engineering,

—Minimum one hydro engineer with authorization for B engineering,

— Economic operator should have or engaged at least one professional person in safety at work with certificate for passed technical examination,

— Minimum one implemented contract during the last 5 years in the subject area or in the area of construction of water supply systems with enclosed certificate by the investor, with a value not lower than 30 000 000 MKD.

Потребни депозити и гаранции:

As part of the tender, the economic operator shall provide guarantee of the tender (guarantee for participation) at an amount of at least 3 % of the total value of the tender without VAT included.

More information on the requested bank guarantee is available in the tender documentation.

The signing of the contract with the selected most favourable tenderer shall be conditioned by the provision of guarantee by the selected most favourable tenderer for high quality execution of the contract to the level of 10 % of the contract value.
