IV.2)Criteria applied to determine capacity of bidders or candidates:

For the purpose of proving its personal status the economic operator, accompanying its bid, shall submit the following documents:

— statement from the economic operator that no effective court decision for participation in criminal organization, corruption, fraud or money laundering was rendered in the past 5 years;

— statement by the competent authority that no…

— certificate on settled taxes, contributions and other public duties by the competent authority from the country where the economic operator is registered;

— certificate from the Register of penalties for crimes committed by legal persons stating that no…

… secondary penalty — temporary or permanent ban has been pronounced for participation in invitation to tender procedures, awarding of a public procurement contracts or private-public partnership contract;

— certificate that no misdemeanour sanction — interdiction on carrying out profession, action or responsibility, i.e. temporary interdiction on carrying out particular business activity, has been pronounced with an effective court decision.

IV.2.2) In order to prove its capacity to carry out business activity, the economic operator shall submit a document for registered activity as proof that it has been registered as a physical or legal party for carrying out an activity related to the subject of procurement.

The specified document shall be submitted in original or a copy certified by the Economic operator as being true to the original.

The economic operator shall also submit a Decision of having met the terms and conditions on carrying out technical testing and periodical examinations of equipment under pressure, pursuant to the applicable Laws in the Republic of Macedonia, issued by the Ministry of Economy.

Економска и финансиска состојба: Economic and financial capacity of economic operators.
Минимално ниво(а) на стандарди:

The Economic operator evidences the meeting of the minimum requirements for the economic and financial capacity by submitting as follows:

Extract from the Company's total turnover (data from the Balance Sheet issued by a competent authority, i.e. audited Balance Sheet) for the past three years showing that the economic operator has generated total income for the past three years of at least 16 000 000 MKD, total for the past three financial years,

Copy of valid relevant professional risk insurance with total coverage of damages arising as a result of realization of the contract in subject.

Техничка и професионална способност:

— Experience from previous successfully realized testing, minimum 5 testings for gas pipelines, total for the past three years, at least 1 of which for high pressure gas pipeline;

— Professional qualifications of the economic operator's expert staff, especially the people being in charge of the realization of the public procurement subject.

Минимално ниво(а) на стандарди:

1. At least 2 Mechanical engineers,

2. At least one Mechanical engineer or Mechanical technician holding a certificate for NDT testing pursuant to EN473/ISO 9712 and PED 97/23/EC or equivalent, for radiographic control (RT), Ultrasound testing (UT), Magnet flux (МТ) issued by an accredited Welding Institute in the Republic of Macedonia or an EU member country, signatory to the mutual recognition treaty;

3. At least one Mechanical engineer or Mechanical technician holding a certificate for Visual control (VT), Magnet Flux (МТ) and Ultrasound Thickness Testing (UTT) pursuant to EN473/ISO 9712 and PED 97/23/EC or equivalent, issued by an accredited Welding Institute in the Republic of Macedonia or an EU member country, signatory to the mutual recognition treaty;

4. At least one Mechanical engineer or Mechanical technician holding a certificate for Penetration testing (PT) pursuant to EN473/ISO 9712 and PED 97/23/EC or equivalent, issued by an accredited Welding Institute in the Republic of Macedonia or an EU member country, signatory to the mutual recognition treaty;

5. At least 2 Mechanical or Electrical engineers or Mechanical or Electrical technicians trained for MFL tool testing.

— Technical equipment (‘pigging device’ with steel brushes, ‘pigging device’ with disks and plate, MFL tool for line inspection with high resolution and XYZ system being at the disposal of the economic operator for the purposes of carrying out of the services and quality assurance, no matter whether such tools and devices are in ownership of the economic operator).

I.2.5.2 In order to qualify as capable of executing the respective public procurement contract from point of view of its technical or professional capacity, the economic operator shall submit the following documents:

Reference list of carried out services, with certificates issued by users (or a statement made by the economic operator) on carried out services or signed contracts for technical inspection and periodical testing of gas pipelines, by means of which it can be concluded that the economic operator has successfully realized the specified testings i.e. a minimum of 5 testings of gas pipelines, a total for the past there years, at least one of which one for a high pressure gas pipeline;

The Certificates referred to in sub-items 2, 3 and 4 and sub-items 1 and 5 statements of professional qualifications of the engaged parties, issued by the economic operator;

Statement regarding the technical equipment being at the disposal of the economic operator for the purposes of carrying out of the services and quality assurance, no matter whether such tools and devices are in ownership of the economic operator.

I.2.6 Quality system standards.

2.1.6.1 In order to qualify as capable to execute the contract in question from aspect of quality system standard, the economic operator shall meet hold a Quality Management Certificate ISO 9001.

I.2.7 Environmental management standards.

2.1.7.1 In order to qualify as capable to execute the contract in question from aspect of environmental management standards, the economic operator shall hold an Environment Management Standard ISO 14001.
