Способност за вршење на стручната дејност:

— Document for registered activity — The economic operator should submit a document for registered activity (DRD form) as a proof that they are registered as individuals or legal entities referring to the procurement contract or a proof that they are members of a professional association pursuant to the laws and regulations of the country where they are registered;

— Statement of the economic operator that at no effective verdict has been issued against the economic operator within the past 5 years for participation in a crime organization, corruption, fraud or money laundering;

— confirmation stating that no bankruptcy procedure has been initiated by a competent body;

— confirmation stating that no liquidation procedure has been initiated by a competent body;

— certificate of paid taxes, benefits and other public duties issued by a competent body in the country where the economic operator is registered;

— confirmation from the Register of penalties for committed criminal offenses of legal entities proving that no secondary penalty —…

… ban on participating in open call procedures, awarding public procurement contracts and contracts on public — private partnership has been pronounced;

… temporary or permanent ban on performing particular activity has been pronounced;

— confirmation stating that no misdemeanour sanction — ban on the performance of the profession, activity or duty, i.e. temporary ban on the performance of a particular activity has been pronounced with an effective verdict.

Економска и финансиска состојба:

Report on the balance sheet certified by a competent authority, i.e. audited balance sheets or extracts from the report for the balance sheet, in cases where publication of the balance sheet is required under the law of the country in which the economic operator is registered or Statement about the overall turnover of the company (data from the balance sheet issued by a competent authority, i.e. audited income statement) and, where appropriate, of turnover in the area covered by the public procurement contract or the past three financial years for which such data are available, depending on the date on which the company was established or started working and depending on the availability of such information.

Минимално ниво(а) на стандарди:

— Minimum turnover in the past 3 years in the amount not less than 81 307 EUR per year.

Техничка и професионална способност:

— List of main services of the applicants or candidates in the past three years, including values, dates, buyers (contracting organs or economic operators), providing confirmation for delivery by the recipients, or in case they cannot provide confirmations due to reasons beyond the economic operator control, submitting their own statement of deliveries;

— Statement of hired technical staff and technical bodies regardless of whether they are employed at the economic operator.

— Educational and professional qualifications of the economic operator or the staff hired, especially of the persons responsible for providing the services, certificate, diploma, other certificates, biography (CV) et.

— Information on the contract elements the economic operator intends to assign to the subcontractor.

Минимално ниво(а) на стандарди:

— To have implemented at least 2 similar projects,

— To have employed or hired proper team of experts with minimum educational and professional qualifications including at least 4 experts on providing services referring to the public procurement contract, namely:

Key expert 1. Team leader — Head of the team responsible for the project management, cooperation with the user and coordination of all the activities for information for providing quality to all the above mentioned project results and administrative matters.

1. Team leader.

Qualifications and skills — minimum requirements university diploma in engineering. General professional experience — at least 10 years general professional experience in the area of environment. Specific professional experience — At least 5 years of experience in the project management (as team leader) regarding waste management — Experience as team leader in at least 3 (three) projects that have ended regarding feasibility study preparation on projects regarding solid waste management according to the EU directives and preparation of tender files including waste management projects.

2. Expert for waste management.

Qualifications and skills — minimum requirement University diploma in engineering. General professional experience — at least 10 years general professional experience in the area of environment. Specific professional experience — At least 5 years of experience in the waste management area– Experience in the preparation of at least 3 (three) feasibility studies on geographical area that has at least 30 000 citizens according to the requirements of the law in EU and specifically the Framework Directive for waste of EU.

3. Expert in strategic review of the environment.

Qualifications and skills — minimum requirement University diploma in environment/natural sciences or engineering Specific professional experience — Experience in the preparation of at least 2 studies on strategic review of the environment according to the Strategic review of the environment Directive approved by the competent authority.

4. Expert in analysis of costs and benefits.

Qualifications and skills — minimum requirement University diploma in economics General professional experience — at least 10 years of general experience in the area of economic and financial estimation and analysis. Specific professional experience — at least 5 years of experience in the area of waste management — Experience in the preparation of at least 2 (two) cost expenses in studies regarding the waste management, infrastructure according to the EU Manual on cost analysis in investment projects approved and financed by the EU.
