Statement of the economic operator that in the past 5 years it was not rendered an effective verdict for participation in a criminal organization, corruption, fraud or money laundering:

— certificate that bankruptcy proceeding is not open by a competent authority;

— certificate that liquidation proceeding is not open by a competent authority;

— certificate for paid taxes, contributions and other public duties by the competent authority of the country where the economic operator is established;

— certificate from the Registry of penalties for crimes committed by legal…

… entities, that it was not rendered minor penalty ban on participation in public tender procedures, awarding agreements on public procurement and agreements for public-private partnership;

… entities that it was not rendered minor penalty for temporary or permanent ban on performing a specific activity;

— certificate that it was not rendered misdemeanor sanction — prohibition to perform profession, activity or duty i.e. temporary prohibition to perform a specific activity.

2.3.1. In order to prove the ability to perform a professional activity, the economic operator should deliver a document for registered activity as an evidence that it is registered as a natural person or a legal entity for performance of the activity related to the subject matter of the agreement on public procurement or an evidence that it belongs to a respective professional association pursuant to the regulations of the country where it is registered.

Економска и финансиска состојба:

— Statement of the balance sheet and data from the profit and loss statement issued by a competent authority, that is, revised balance sheet or extracts from the balance sheet in an event when the publishing of the balance sheet is stipulated by law in the country where the economic operator is registered.

Минимално ниво(а) на стандарди:

— The minimum requirement for determination of the economic and the financial condition is for the economic operator to have realized income of 200 000 000 MKD in each of the last 3 years (2013, 2014, 2015).

Техничка и професионална способност:

— Statement indicating at least 30 (thirty) publications (books, textbooks, professional literature) in the last 3 years, and at least 10 of these books, textbooks or professional literature should be translated and printed in a language other than Macedonian, each with a circulation of at least 1 000 copies with title, year of publishing, circulation and ISBN or ISSN number;

— Statement that it possesses printing machines in offset and headset technology;

— List of names of professionals from at least 5 fields for translation of the textbooks which as necessary will be engaged for translation or adaptation of the textbooks in a language other than Macedonian and its letters;

— Certificate from the Employment Agency for at least 20 (twenty) employed employees, not older than 15 days calculated backwards from the day indicated as deadline for delivery of bids for this public procurement procedure;

— Statement that is disposes of vehicles or makes them available, and a copy of vehicle licenses that the economic operator possesses or disposes of at least 10 vehicles for distribution, appropriate for the subject matter of procurement.

Минимално ниво(а) на стандарди:

— In the last (3) years to have published/printed at least 30 (books, textbooks, professional literature), with a circulation of more than 1 000 copies for each publication, and at least 10 of these textbooks or professional literature should be translated and printed in language other than Macedonian;

— To possess printing machines in offset and headset technology;

— To be able to engage professionals (in the field of languages, social-humanistic sciences, natural sciences, mathematics, technique, arts and sports) for translation of the textbooks in a language other than Macedonian and its letters;

— To have at least 20 employed employees; and

— To possess or through other form of association to be able to engage at least 10 vehicles appropriate for distribution of textbooks.
