— Statement of the economic operator that in the past five years it was not rendered an effective verdict for participation in a criminal organization, corruption, fraud or money laundering;

— Certificate that bankruptcy proceeding is not open by a competent authority;

— Certificate that liquidation proceeding is not open by a competent authority;

— Certificate for paid taxes, contributions and other public duties by the competent authority of the country where the economic operator is established;

— Certificate from the Registry of penalties for crimes committed by legal…

… entities, that it was not rendered minor penalty ban on participation in public tender procedures, awarding agreements on public procurement and agreements for public-private partnership;

… entities that it was not rendered minor penalty for temporary or permanent ban on performing a specific activity;

— Certificate that it was not rendered misdemeanor sanction — prohibition to perform profession, activity or duty i.e. temporary prohibition to perform a specific activity;

— Document on registered activity.

In order to prove the ability to perform a professional activity, the economic operator should deliver a document for registered activity as an evidence that it is registered as a physical person or a legal entity for performing the activity related to the subject matter of the agreement on public procurement or an evidence that it belongs to a respective professional association pursuant to the regulations of the country where it is registered.

Техничка и професионална способност:

Statement that it is registered in the Agency for Electronic Communications (AEC) as an operator of public telecommunications networks.

— Statement that it disposes of the required equipment and an Agreement for minimum 2 (two) independent international optical connections with a transmission capacity of each of the connections towards the external operators with not less than 2 Gbit/s in both directions.

— A statement that it possesses certified telecommunications network with designated transmission characteristics and agreements that the international connections have the following minimal properties: delay of IP packages of maximum 200 milliseconds for trans-Atlantic connections, 80 milliseconds for European connections, losses of IP packages of maximum 1 % per month.

— A copy of agreements that there are interconnections with at least 2 other national providers of internet services with a total capacity of connections of not less than 2 Gbit/s.

— A certificate from the Employment Agency of the Republic of Macedonia which confirms the number of employees issued not earlier than 15 days from the day specified as the deadline for delivery of the bids, M1/M2 forms, appropriate certificates or diplomas for expertise and competence issued by the manufacturer of the existing equipment wherewith the Internet access should be provided.

— An evidence of technical ability by delivering at least 2 (two), however not more than 5 (five) references on delivered Internet services in the past three years with data about the value, the time of delivery and the name of the supplier, as well as recommendations issued by the suppliers of the appropriate service.

Минимално ниво(а) на стандарди:

— To be an operator of public telecommunications networks registered in the Agency for Electronic Communication;

— To dispose of the required equipment and minimum 2 (two) independent international optic connections with a transmission capacity of each of the connections towards the external operators with not less than 2 Gbit/s in both directions;

— To have certified telecommunications network with indicated transmission characteristics, with the following minimum properties: delay of IP packages of maximum 200 milliseconds for trans-Atlantic connections, 80 milliseconds for European connections, losses of IP packages of maximum 1 % per month;

— To have interconnections with at least 2 other national providers of Internet services with a total capacity of connections of not less than 2 Gbit/s;

— To have at least 5 (five) employees who are regularly employed, for realization of the procurement, certified for management and maintenance of their telecommunications network, 2 (two) of which are graduate telecommunications engineers specialized for maintenance of the communications equipment which is used for the service that is a subject matter of this procurement;

— To have a technical ability for the service which is a subject matter of the public procurement.
