Procurement of consulting services in the area of legislation on energy

A subject of the public procurement contract is the supply of the consultancy services in the area of legislation on the Energy community, harmonization with the legislation of the EU, national legal regulations and by-laws (including the preparation of the national legislation on projects for implementation of the initiative for regional energy market), harmonization with the EU Directives to which the Republic of Macedonia is committed in pursuance with the Agreement with the Energy Community ratified by the Assembly of the Republic of Macedonia (Official Gazette of the Republic of Macedonia No 59/06).
Furthermore, the provision of these services is of essential importance for the energy sector in the country and the status of the Republic of Macedonia at the international energy market, especially having in mind the dispute ECS-2/15 initiated by the Energy Community against the Republic of Macedonia (Open letter for the Republic of Macedonia regarding the postponement of the liberalization of the electricity market ECS-2/15), as well as the influence of the implementation of the proposed draft-text for the Law on Energy in the Republic of Macedonia over the challenges for opening of the electricity market in the Republic of Macedonia.
1.3.2. The scope of the procurement includes a procurement of consultancy services for procurement of a continuous legal aid in the area of the legislation of the Energy Community, harmonization with the legislation of the European Union, national legal regulations and by-laws, including the preparation of the national legislation for projects for implementation of the initiative for regional energy market, as well as harmonization with the EU Directives to which the Republic of Macedonia is committed in pursuance with the Agreement with the Energy Community; preparation of analysis of the legal framework in pursuance with the directives issued by the EU for liberalization of the energy markets, implementation of the third package, and especially the challenges of the acceptance of the model for Energy Community in the EU; providing assessment of the existing challenges for opening of the market in the Republic of Macedonia, as well as assessment of the development of the regional electricity market in the SEE, having in mind all national and regional initiatives; preparation of an analysis on the impact of the implementation of the proposed draft text of the Law on Energy in the Republic of Macedonia over the challenges for opening of the electricity market in the Republic of Macedonia, as well as assessment of the development of the regional electricity market in the SEE, having in mind all national interests of the Republic of Macedonia, as well as the role and influence of the Joint Stock Company ELEM on the regional market.
