— Statement of the economic operator that at no effective verdict has been issued against the economic operator within the past 5 years for participation in a crime organization, corruption, fraud or money laundering;

— confirmation stating that no bankruptcy procedure has been initiated by a competent body;

— confirmation stating that no liquidation procedure has been initiated by a competent body;

— certificate of paid taxes, benefits and other public duties issued by a competent body in the country where the economic operator is registered;

— confirmation from the Register of penalties for committed criminal offences of legal entities proving that no secondary penalty —…

… ban on participating in open call procedures, awarding public procurement contracts and contracts on public — private partnership has been pronounced;

… temporary or permanent ban on performing particular activity has been pronounced;

— confirmation stating that no misdemeanor sanction — ban on the performance of the profession, activity or duty, i.e. temporary ban on the performance of a particular activity has been pronounced with an effective verdict.

Економска и финансиска состојба:

Extract of the overall turnover of the company (balance sheet by a competent body, i.е. audited income statement), and where appropriate, from the area covered in the public procurement contract for the last three fiscal years depending on the date of the establishment of the company.

/original or copy signed by the authorized person of the tenderer marked with ‘true copy’/.

If the balance sheets have been subject to a commercial audit, the economic operator might submit them as a proof for meeting the minimal conditions for determining the economic and financial situation without being certified by a competent authority.

If the balance sheets haven't been subject to a commercial audit, the economic operator should submit them certified, i.e. issued by a competent body as a proof for meeting the minimal conditions for determining the economic and financial situation. In the Republic of Macedonia, the Central Registry of the Republic of Macedonia is a competent body.

The economic and financial situation of the economic operator may be supported by another entity regardless of the legal connection between the economic operator and that entity, save for the data in the balance sheet. If the economic operator proves its economic and financial situation by support by another entity he should prove the support by providing valid document the entity shall hake the financial assets available to the economic operator. The entity providing financial support shall have no effective verdict has been issued against the economic operator within the past 5 years for participation in a crime organization, corruption, fraud or money laundering.

If economic operators submit a group offer, the economic and financial situation shall be proven by taking into account the resources of all the group members.

If the group of economic operators submits a financial support by a third entity, the economic and financial situation shall be determined according to the above mentioned.

Минимално ниво(а) на стандарди:

— Minimum turnover in the past 3 years in the amount not less than 20 000 000 MKD (total for 2013, 2014 and 2015).

Техничка и професионална способност:

— M1/M2 forms (certified by a competent state institution mediating during the employment) for at least 6 employees at the economic operator or a review of social insurance registration/deregistration for a business entity issued and certified by the Employment Agency of the Republic of Macedonia,

— Individual authorization for preparation of urban plans for at least two employees

(copies authorized by the tenderer sealed, signed and marked with ‘True copy’)

Notice: The list of registration/deregistration, and M1/M2 forms should be issued in the course of the month the economic operator submits the offer

Reference list, with at least 3 (three) copies of contracts for urban plans preparation for villages attached or quality of service provided confirmations by clients.

— To have at least 6 employees, of whom at least 2 (two) with authorization for preparation of urban plans

— To have experience in a successful realization of at least three contracts in the past three years related to the procurement subject.
