— Certificate from the Registry of Penalties for Crimes Committed by Legal Persons that…

… minor penalty ban on participation in public tender procedures, awarding contracts and agreements for public-private partnership has not been imposed on him;

… a minor penalty for temporary or permanent prohibition of a specific activity has not been imposed over him;

— Confirmation that a final judgment — prohibition of professional activity or duty, i.e. temporary prohibition for performing professional activity has not been imposed over him.

Техничка и професионална способност:

Necessary documents to prove the technical or professional capacity of the economic operator:

1. List of main deliveries or related services of the bidders or candidates performed in the last 3 years, which should include time of response as provided in the biggest priority of Table 3 in the technical specification, with values, dates, buyers (contracting parties or economic operators), by providing minimum 2 confirmations for realized deliveries issued by the beneficiaries, or if the economic operator is not in a position to provide the confirmations it is necessary to submit a statement for performed services with dates, prices and buyers (contracting parties or economic operators).

2. Statement from the economic operator that it has an online platform for reporting and monitoring defects and its short presentation.

3. List of technical personnel responsible for realization of the contract with their educational and professional qualifications — certified persons, by submitting their certificates-diplomas (Notice: The economic operator may submit certificates for 1 person that may have several roles and this person may be employed or engaged by the economic operator).

3.1. Certificate for minimum 1 certified person for network equipment that subject to maintenance who may be employed or engaged by the economic operator with the following certificate: CCNP-Cisco Certified Network Professional issued by authorized institutions and not older than 3 years and a copy of the certificate.

3.2. Certificate of minimum 1 certified person for the operational systems of the offered equipment MCSA Windows server 2008 who may be employed or engaged by the economic operator with a certificate issued by authorized institutions and a copy of the certificate.

3.3. Certificate of minimum 1 certified person who may be employed or engaged by the economic operator for FCNSP (Fortinet Certified Network Security Professional) and a copy of the certificate.

4. Statement signed by the economic operator that it has minimum 10 personal computers, 5 printers, 5 lap top computers and 1 server (with minimum configuration as the existing server of the contracting organ. has) and that the economic operator would put those at disposal to the contracting organ. in case of hardware defect.

5. Statement signed by the economic operator that it has minimum 2 vehicles for fast response in case of hardware equipment defect.

Минимално ниво(а) на стандарди:

1. Minimum 2 reference for performed services in the last 3 years, which should include time of response as provided in the biggest priority in Table 3 of the Technical specifications.

2. Relevant technical equipment (online platform) for distant reporting of problems and their timely removal.

3. Educational and professional qualifications of the economic operator and its professional personnel that is responsible for implementation, maintenance, adaptation and support of the information and network equipment of technical personnel by the economic operator by submitting certificates-diplomas issued by authorized institutions for the equipment that is subject to maintenance, as follows:

3.1. The economic operator should provide at least 1 (one) certified person for the network equipment subject to maintenance;

3.2. The economic operator should provide at least 1 (one) certified person for the operational systems of the offered equipment;

3.3. The economic operator should provide at least 1 (one) certified person for network security for the Fortinet equipment that subject to maintain ace.

4. The economic operator should have on-stock devices for fast replacement in case of defect, i.e. to provide minimum 10 personal computers, 5 printers, 5 lap top computers and 1 server in case of defect as temporary replacement until the solution of the hardware problem. The economic operator, for the reserve device — server, should provide a server with minimum configuration as the existing 1 has (Intel Xeon Processor X3440 with 2,53 GHz, 8 cores, 4GB RAM, 320 GB HDD, CentOS Linux 6.0 operational system or equivalent).

5. The economic operator should have minimum 2 fast response vehicles in case of defect of hardware equipment.

Quality systems standards:

In order to be qualified as capable for performing the subject public procurement contract from the aspect of quality system standards, the economic operator should meet the following standards — ISO 9001-2008 or equivalent — ISO 27001-2013 or equivalent. The economic operator shall prove the meeting of the quality system standards by submitting the certificate in original or the copy thereof: ISO 9001-2008 or equivalent — ISO 27001-2013 or equivalent.
