Open procedure no. 152/2015 For awarding a contract on public procurement of goods — decrease of water losses by replacement and installation of measuring instruments and their integration in a mobile and fixed network for remote reading including installation and configuration of reading equipment in the municipality of Stip. Part 1: procurement of household, multi-jet, ultrasonic water meters and their integration in a mobile network for remote reading including installation of reading equipment. Part 2: procurement of household volumetric water meters and their integration in a mobile and fixed network for remote reading including installation and configuration of reading equipment. Part 1+ 2 (package 1+2): procurement of household volumetric water meters and their integration in a mobile and fixed network for remote reading including installation and configuration of reading equipment. Capability for performing a professional activity. In order to prove the capability for performing a professional activity, the economic operator should submit a document of registered activity as a proof that it is registered as natural person or legal entity for performing the activity related to the scope of the contract on public procurement or a proof that it is a member of an adequate professional association in accordance with the regulations of the country in which it is registered. 4.6 Bid guarantee. 4.6.1 As a part of the bid, the economic operator should obligatorily provide bid guarantee (performance guarantee) in the amount of at least 1 % of the total value of the bid, VAT excluded. 4.6.2 The guarantee is in a form of bank guarantee. 4.6.3 The guarantee should be also submitted in the original form in the procedures implemented in electronic manner. Scanned documents/copies are not accepted. The guarantee can be submitted in hard copy in a manner referred to in item 2.1.2 by the expiry of the bid submission deadline or at the public opening by the authorised representatives of the bidders. If the guarantee is available in original electronic form / electronic guarantee / it shall be uploaded via the ESPP along with the offer and the accompanying documentation. The guarantee must have a validity period of at least 14 days as of the day of expiry of the bid validity. Every bid that does not include a bid guarantee or includes a bid guarantee that does not comply with the conditions of the tender documentation will be rejected by the contracting authority as unacceptable. 4.6.4 The bid guarantee of the unsuccessful economic operators shall be returned within 7 days as of the conclusion of the contract with the most favourable economic operator. 4.6.5 The bid guarantee can be collected if the bidder withdraws its bid prior to the expiry of its validity period, fails to accept the correction of arithmetic errors by the commission, fails to sign the contract on public procurement in accordance with the conditions of the tender documentation and fails to provide a guarantee for quality performance of the contract. 6. 9 Procurement performance deadline 6.9.1 The holder of the procurement of part 1 (package 1) of the tender documentation is obliged to perform the procurement by placement and integration of the envisaged works within 19 (nineteen) calendar months. 6.9.2 The holder of the procurement of part 2 (package 2) of the tender documentation is obliged to perform the procurement by placement and integration of the envisaged works within 19 (nineteen) calendar months. Conditions and method of payment. 7.1.1 For the performed procurement by placement and integration of the water meters and other equipment, the bidder should submit: — Certificates, catalogues, user manuals, guarantee and other accompanying documentation prepared by the manufacturer; — Attest from the manufacturer should be obligatorily submitted during the delivery, separately for each part of the procurement; — Before the installation every water meter should be obligatorily verified (compliance assessment) by the Bureau of Meteorology of the Republic of Macedonia; — Signed and verified confirmation for replacement of water meter which will be prepared for each integrated water meter; — Signed and verified Interim Report prepared by the Bidder with bill of quantities for the performed procurement with placement and integration of the water meters and other equipment; — Signed and verified Final Report prepared by the Bidder with bill of quantities for the performed procurement with placement and integration of the water meters and other equipment. 7.2 Method of payment. 7.2.1 The payment shall be effectuated in the following manner: — The payment shall be effectuated with a transfer order within 180 days as of the receipt of the signed and verified invoices submitted to the archive of the Contracting Authority upon the actually performed procurement and placement and integration of the scope of the procurement; — The payment of the scope of the procurement shall be effectuated by preparing and submitting an invoice which should contain the following: The annex to the invoice should comprise duly verified dispatch note and the annexes specified in item 7.1.1; The procurements shall be performed successively in accordance with the adopted dynamics for placement and integration of the procurement, approved by the Purchaser; The method of payment is obligatory. Each bid that contains a method of payment different than the one referred to in this item shall be considered as unacceptable and as such it shall be rejected by the public procurement commission. Advance payment 7.4.1 For the purpose of performing the contract on public procurement, an advance payment in the amount of 20 % of the contract value, VAT included, shall be allowed. 7.4.2 Prior to the payment of the advance, the holder of the procurement shall be obliged to submit a bank guarantee in the amount of the agreed advance payment within 5 working days as of the day of signing of the Contract with validity period as of the day of payment of the first interim situation, whose value is in the amount of the advance payment. II. Technical specifications. Water meter standards. The water meters should meet the following standards: МКС ЕN 14154-1+A2:2012 or the equivalent thereof — Water Meters — Part 1: General requirements. МКС ЕN 14154-2+A2:2012 or the equivalent thereof — Water Meters — Part 2: Installation and terms of usage. МКС ЕN 14154-3+A2:2012 or the equivalent thereof — Water Meters — Part 3: Testing methods and equipment. The standards are included in the directive 2004/22/ЕС — Measuring instruments transposed into the Macedonian legislation. Household multi-jet, ultrasound water meters and their integration into a mobile network for remote reading including the installation and configuration of reading equipment. Part 1 (package 1). 1. Household multi-jet water meter with wet dial mechanism set with radio modules (clip on) or equivalent for remote reading. The procurement, transportation and installation of the household multi-jet water meters with wet dial mechanism and R80 accuracy class, prepared for radio reading, including a seals set and brass screwed connection, and a radio module Clipon or equivalent for remote reading, listed under No. А/1, 2 and 3 of the Bill of Quantities, given enclosed with the Technical Documentation with included technical specifications refer to the following quantities: A 1 DN 1/2" (DN 15), horizontal Qty 1325 2 DN 3/4" (DN 20), horizontal Qty 3938 3 DN 3/4" (DN 20), vertical Qty 1324 The bill of quantity also includes disassembling, transport and storage of 6587 existing water meters. Technical Conditions. Internal water meter mechanism DN 15 -1/2" and DN 20 -3/4"; Temperature range: 0 °С up to maximum 50 °С; Pressure: maximum 18 Bars. Nominal flow: Qn = minimum 2.5 m³/h up to maximum 5.0 m³/h; The water meter length should comply with МКС ENISO 4064-1:2015 or equivalent Mechanism: The mechanism should be prepared for radio reading; The pulse to be sent via inductive method (without external manipulation by using magnets); Dial meter: min. 5 digits /4 indicators /1 flow indicator; Round indicator: rotor and rotational axis of 1 part, removable sapphire bearing; Case: WVG case or equivalent pressed in accordance with W421 or equivalent thereof, made of brass according to DIN50930-6 or equivalent; Filter: internally installed, easily replaceable; Glass: special glass prepared for direct installation of radio modules, without cable and bolts (clip on) or equivalent; Impulse inductive provider; Display clarity: when installing the module, 3 out of 4 indicators and the entire dial meter must be visible; Main ring: made of brass; All water meters should be delivered with screws, the vertical water meters should be delivered with reduced screws of 3/4" -1/2". Radio module: Direct installation of the water meter glass without extra cables and bolts or equivalent; Data transmission via one-way continuous radio system; Radio reading of the parameters is done visually i.e. by means of optics; The broadcasted number should be solely the number of the water meter itself; Possibility for activation of various alarm functions through programming with optical device: Detecting leakage, minimum and maximum flow, identifying manipulation; Frequency — free and free of charge frequency unified by the European Union for all manufacturers of radio equipment; Sending signal with one-way system without the need of calling; Transmission power: minimum 15 mW to maximum 20 mW; Time for impulse transmission less than 10 seconds; Minimum range for data transmission from the module installation place without additional boosters up to 400 m; Protection class (protection from full submersion when installing into the manhole) at least IP 67 or equivalent; Battery life: at least 12 years. Possibility for upgrading the GPRS system for data transmission for reading from one location in the future. 2. Ultrasonic water meter set with internally integrated radio module. The procurement, transportation and installation of static water meters for cold water consisting of a component for ultrasonic measuring of the volume combined with hardware and software for measuring the water flow and consumption, including a seals set and brass screwed connection with possibility to be integrated in the Automatic Meter Reading System, listed under No. B/1, 2, 3, 4, 5 and 6 of the Bill of Quantities, given enclosed with the Technical Documentation with included technical specifications refer to the following quantities: B 1 DN 3/4", horizontal Qty 28 2 DN 1", horizontal Qty 12 3 DN 5/4", horizontal Qty 1 4 DN 6/4", horizontal Qty 1 5 DN 2", horizontal Qty 2 6 DN2-1/2", horizontal Qty 2 The bill of quantity also includes disassembling, transport and storage of 46 existing water meters. The water meters with integrated radio module should be in accordance with the Law on meteorology and the Rulebook on measuring instruments of the Republic of Macedonia and to have an integrated radio module: Design: — Prevent sedimentation of dirt on the spotlights; — Dirt resistant; — Brass body made of WB402N or equivalent thereof in accordance with DIN 50 930-6 or equivalent thereof; — The design should ensure that only the precise ultrasonic signals passing through the measurement unit shall be measured; — Installation of water meter in each position; — Protection class (protection from full submersion when installing into the manhole) at least IP 67 or equivalent; — Does not encompass measurement of the air; — Battery life: at least 12 years. Electronic data: — The water meter should contain all the necessary components for recording the water flow, the water consumption, as well as calculation, logging in and attaching the data. — The water meter should support display of at least 8-digit display of units and symbols. — All faults and errors are presented and recorded on the LC display. — For the purpose of protection of the read data, they are stored in a non-transferable memory with a capacity of minimum 2 MB. This memory records all values, parameters and errors in the regular intervals. — The electronics is equipped with standard optical interface with M-BUS protocol or equivalent thereof. This interface can be used for communication with adequate software for parametrization and single reading. — At least 8-digit LC display without light. — Power saving module. — Power supply: battery of at least 3.0 VDC. — List of events. The water meter should display additional information such as: — Direction of the flow; — Quantity; — Flow; — Temperature; — Errors; — Display text; — Active or inactive radio connection. 3. Equipment set for remote reading, programming and configuration of the radio modules including the software. The procurement of the equipment set for remote reading, programming and configuration of the radio modules including the software listed under No. C1, 1, 2 and 3of the Bill of Quantities, given enclosed with the Technical Documentation with included technical specifications refers to 8 sets. The procurement includes personnel training, testing, parametrization and issuance of the necessary attests. Receiver with Bluetooth connection. — One-way communication with the radio modules for reading the radio signal from the modules of compact type; — Power supply: installed batteries; — The communication of the receiver with the radio transmitter should be done with Bluetooth connection or equivalent; — Identification of the modules via the serial number of the water meter; — Frequency — free and free of charge frequency unified by the European Union for all manufacturers of radio equipment; — Water and dust protection of minimum IP54 or equivalent. Reading equipment. The procurement, transportation and installation of the reading equipment, listed under No. E/1 of the Bill of Quantities which is enclosed in the Tender Documentation and for which the technical specifications are given, pertains to 5 sets of a manual terminal with included software: Repeater strength of 22 dBm +/- 2dBm with two-way communication at the free and free of charge frequency unified by the European Union for all manufacturers of radio equipment. — Possibility for connection with a laptop computer, PDA, Smart Android devices. — It is used for programming, setup and reading of the radio modules’ parameters. — Installation of equipment for mounting a Bluetooth receiver for reading from a moving vehicle (including an antenna). — To be used in the systems for radio reading, including an installed software package for reading on an android platform. The confirmation referred to in indent 4, sub-item 2.2.2. for paid taxes, contributions and other public dues is issued by a competent authority in the country of registration of the economic operator. The Public Revenues Office is the competent authority in the Republic of Macedonia for issuing of this confirmation.

The confirmation referred to in indent 7, sub-item 2.2.2. is issued by the competent authority of the country where the economic operator is registered.
The Central Registry of RM is the competent authority for issuing of this confirmation in the Republic of Macedonia.
The documents referred to in sub-item 2.2.2 must not be older than 6 (six) months counted backwards from the final deadline for submission of the tenders.
The documents proving the personal standing are submitted in original or a copy verified by the economic operator.
If the contracting authority has any doubts regarding the documents proving the personal standing of the economic operator, it can request information directly from the competent bodies that have issued the documents proving the personal standing.
If the country where the economic operator is registered does not issue the documents referred to in sub-item 2.2.2 or if the documents do not include all cases stipulated above, the economic operator shall be obliged to submit a Statement, verified with a competent authority, declaring that: there are no open bankruptcy procedures against it; there are no open liquidation procedures, that the economic operator has paid all taxes,contributions and other public dues to the state; that no second penalty prohibiting the participation in public procurement procedures, contract award procedures or public private partnership procedures was pronounced against the economic operator; that no second penalty for temporary or permanent prohibition for performing a certain activity was pronounced against the economic operator; and that no legally effective judgment for a misdemeanour sanction — prohibition to perform a profession, activity, or duty, that is, a temporary prohibition to perform a certain activity in the country of registration of the tenderer was pronounced against the economic operator.

Capability for performing a professional activity In order to prove the capability for performing a professional activity, the economic operator should submit a document of registered activity as a proof that it is registered as natural person or legal entity for performing the activity related to the scope of the contract on public procurement or a proof that it is a member of an adequate professional association in accordance with the regulations of the country in which it is registered.

Performance Guarantee.
The requirement for signing the contract with the most advantageous economic operator is the provision of a performance guarantee for the contract in amount of 10 % of the public procurement contract value.
Advanced payment
For the performance of the public procurement contract, advanced payment in the amount of 20 % of the contract value with VAT included shall be allowed.
Prior to the payment of the advance, the procurement holder is obliged to submit a bank guarantee in the amount of the agreed advance within 5 working days as of the day of signing the Contract with a validity period until the day of payment of the first interim situation, whose value is in the amount of the advance.

Conditions and method of payment.
For the performed procurement by placement and integration of the water meters and other equipment, the bidder should submit:
— Certificates, catalogues, user manuals, guarantee and other accompanying documentation prepared by the manufacturer;
— Attest from the manufacturer should be obligatorily submitted during the delivery, separately for each part of the procurement;
— Before the installation every water meter should be obligatorily verified (compliance assessment) by the Bureau of Meteorology of the Republic of Macedonia;
— Signed and verified confirmation for replacement of water meter which will be prepared for each integrated water meter;
— Signed and verified Interim Report prepared by the Bidder with bill of quantities for the performed procurement with placement and integration of the water meters and other equipment;
— Signed and verified Final Report prepared by the Bidder with bill of quantities for the performed procurement with placement and integration of the water meters and other equipment.
Method of payment.
The payment shall be effectuated in the following manner:
— The payment shall be effectuated with a transfer order within 180 days as of the receipt of the signed and verified invoices submitted to the archive of the Contracting Authority upon the actually performed procurement and placement and integration of the scope of the procurement;

— The payment of the scope of the procurement shall be effectuated by preparing and submitting an invoice which should contain the following:
The annex to the invoice should comprise duly verified dispatch note and the annexes specified in item 7.1.1;

Any interested party can attend the public opening of tenders.
Only the authorised representatives of the tenderers may participate in the procedure for public opening of tenders with providing their own remarks registered in the minutes for the tender opening.
At the public opening of tenders, authorised representatives of economic operators must present an authorisation signed by the authorised person of the economic operator. All authorised representatives of the economic operators present at the public opening of tenders should sign an attendance list.

The tender opening shall be electronic, via the ESPP, and shall be public.
The public opening of tenders shall take place on 15.02.2016, at 10:00 hours, in the Ministry of Transport and Communications.
All submitted tenders shall be opened in line with the Law on Public Procurement, as follows: one at a time,by reading the name of each economic operator, followed by establishing whether the tenders have been submitted pursuant to item 4.8 of the tender documentation and whether all tenders have been signed electronically, followed by a reading of tenders respecting the same order of opening. The tenderers which shall fail to meet the requirements referred to in the tender documentation shall be excluded from the further procedure, that is, they shall not be invited to the electronic auction. None of the tenders shall be rejected at the opening of the tenders, except for the late tenders.

The public procurement commission shall open the tenders even if only 1 tender is received. In that case, there shall be no electronic auction. The condition for having an electronic auction is to receive at least 2 acceptable tenders in the procedure.

4.6 Bid guarantee.
4.6.1 As a part of the bid, the economic operator should obligatorily provide bid guarantee (performance guarantee) in the amount of at least 1 % of the total value of the bid, VAT excluded.
4.6.2 The guarantee is in a form of bank guarantee.
4.6.3 The guarantee should be also submitted in the original form in the procedures implemented in electronic manner. Scanned documents/copies are not accepted. The guarantee can be submitted in hard copy in a manner referred to in item 2.1.2 by the expiry of the bid submission deadline or at the public opening by the authorised representatives of the bidders. If the guarantee is available in original electronic form / electronic guarantee / it shall be uploaded via the ESPP along with the offer and the accompanying documentation. The guarantee must have a validity period of at least 14 days as of the day of expiry of the bid validity. Every bid that does not include a bid guarantee or includes a bid guarantee that does not comply with the conditions of the tender documentation will be rejected by the contracting authority as unacceptable.

4.6.4 The bid guarantee of the unsuccessful economic operators shall be returned within 7 days as of the conclusion of the contract with the most favourable economic operator.
4.6.5 The bid guarantee can be collected if the bidder withdraws its bid prior to the expiry of its validity period, fails to accept the correction of arithmetic errors by the commission, fails to sign the contract on public procurement in accordance with the conditions of the tender documentation and fails to provide a guarantee for quality performance of the contract.

6. 9 Procurement performance deadline
6.9.1 The holder of the procurement of part 1 (package 1) of the tender documentation is obliged to perform the procurement by placement and integration of the envisaged works within 19 (nineteen) calendar months.
6.9.2 The holder of the procurement of part 2 (package 2) of the tender documentation is obliged to perform the procurement by placement and integration of the envisaged works within 19 (nineteen) calendar months.
Conditions and method of payment.
7.1.1 For the performed procurement by placement and integration of the water meters and other equipment, the bidder should submit:
— Certificates, catalogues, user manuals, guarantee and other accompanying documentation prepared by the manufacturer;

— Prevent sedimentation of dirt on the spotlights;
— Dirt resistant;
— Brass body made of WB402N or equivalent thereof in accordance with DIN 50 930-6 or equivalent thereof;
— The design should ensure that only the precise ultrasonic signals passing through the measurement unit shall be measured;
— Installation of water meter in each position;
— Protection class (protection from full submersion when installing into the manhole) at least IP 67 or equivalent;
— Does not encompass measurement of the air;
— Battery life: at least 12 years.
Electronic data:
— The water meter should contain all the necessary components for recording the water flow, the water consumption, as well as calculation, logging in and attaching the data.
— The water meter should support display of at least 8-digit display of units and symbols.
— All faults and errors are presented and recorded on the LC display.
— For the purpose of protection of the read data, they are stored in a non-transferable memory with a capacity of minimum 2 MB. This memory records all values, parameters and errors in the regular intervals.
— The electronics is equipped with standard optical interface with M-BUS protocol or equivalent thereof. This interface can be used for communication with adequate software for parametrization and single reading.
— At least 8-digit LC display without light.
— Power saving module.
— Power supply: battery of at least 3.0 VDC.
— List of events.
The water meter should display additional information such as:
