Public Procurement of Works-Reconstruction of Holiday Facility in Dojran

Subject of the contract shall be the public procurement of works — reconstruction of the holiday facility in Doiran as follows:
— Realization of building crafts, electrical, hydro and installation works;
— Internal, external and urban arrangement of the facility according to the basic design and bill of quantities.
The subject of procurement is indivisible. The economic operator in the bid should include all parts and it should submit a bid which includes all positions. Otherwise the bid will be deemed unacceptable.
A more detailed description of the subject of procurement is provided in the technical specifications and positions with the required quantities are given in the bill of quantities which is an integral part of the technical specifications.

Within its bid, the economic operator must provide supporting documentation to prove:

— its personal standing and

— its ability to perform professional activities.

Техничка и професионална способност:

In order to qualify as capable of performing the contract for public procurement in terms of its technical or professional ability, the economic operator must meet the following minimum requirements:

1. the economic operator must have carried out construction or reconstruction of at least 1 hotel or building for collective housing or recreation center in the last 5 years (2015, 2014, 2013, 2012 and 2011), with a total net area which is not less than 500 m2.

2. The economic operator should dispose with highly professional staff who will be engaged in the realization of the procurement as follows:

— Chief engineer for performance — Head of construction — engineer architect with experience of more than 5 years and authorization A for performance given by the Chamber of authorized architects and engineers of Macedonia and who has experience as a head of at least two locations in the past 5 years in the country or abroad, and whose individual area is not less than 500 m2 (attached to the tender documentation).

— At least 1 construction engineer with authorization A of performance given by the Chamber of authorized architects and engineers of Macedonia (attached to the tender documentation)

— At least 1 graduate electrical engineer with authorization A of performance given by the Chamber of authorized architects and engineers of Macedonia (attached to the tender documentation).

Минимално ниво(а) на стандарди:

The economic operator proves the fulfilment of the minimum conditions stipulated in item by submitting:

1) List of operation (reference list) in the last 5 (five) years (2015, 2014, 2013, 2012 and 2011), with surfaces, dates and contracting authorities;

2) a list of the professional staff who will be engaged in the realization of the public procurement contract, with name, type of education, authority and experience.

In order to complete the list of professional staff with all requested information, the economic operator shall submit the following evidence (documents)

— Powers ‘A’ of performance issued by the Chamber of authorized architects and engineers of the Republic of Macedonia;

— Evidence that the persons included in the list of professional staff are employed by the economic operator or if the persons mentioned in the list are not employed by the economic operator, the economic operator shall submit a declaration of the persons that are willing to be engaged during the entire duration of the execution of the subject the public contract;

— Curriculum vitae for each person on the list (CV), data on performance of buildings.

The contracting authority in this procedure provides for the following guarantees:

— Bid Guarantee,

— Guarantee for quality performance of the contract and

— Guaranteeing warranty period.

Правна форма што треба да ја преземе групата економски оператори на која ќе се додели договорот:

The right to submit a bid shall also have a group of economic operators without obligation to join in a legal form.

The contracting authority will require the group of economic operators to join in a specific legal form if this is selected as the most advantageous bidder of the procurement.
