To prove their personal situation, Economic Operators shall submit the following documentation:

— Statement by the Economic Operator that they have not been convicted by final judgment for participation in a criminal organization, corruption, fraud or money laundering in the past 5 years;

— Certificate as proof that they are not subjects of proceedings for a declaration of…

… bankruptcy issued by a competent authority;

… liquidation issued by a competent authority;

— Certificate as proof that taxes, social security contributions and other public duties have been paid issued by a competent authority in the state where the Economic Operator has been registered;

— Certificate issued by the Registry of Penalties for Criminal Offences of Legal Entities that they have not been given minor penalty…

… prohibiting them to participate in proceedings concerning public calls for bids, awarding contracts for public procurement, as well as contracts for public-private partnership;

… — permanent or temporary ban to perform their specific activity; and

— Certificate as proof that they have not been issued a final judgment — ban to perform their profession, activity or duty, i.e. temporary ban to perform a specific activity.

Економска и финансиска состојба:

In order to prove their economic situation the Economic Operator should submit the following documentation:

A balance sheet verified by a competent authority, i.e. a revised balance sheet or extracts from the balance sheet in cases when the publication of the balance sheet is stipulated by law in the state where the economic operator has been registered.

Minimum criteria for establishing the economic and financial situation of the economic operator:

Minimum income of 30 000 000 MKD per annum in the past 3 years.

Минимално ниво(а) на стандарди:

— Balance sheets certified by a competent authority, i.e. audited balance sheets, or extracts from the balance sheet where publication of the balance sheet is prescribed by the law of the country in which the economic operator is registered.

Техничка и професионална способност:

2.5.2.1. A reference list of realized projects in the field of construction of roads provided by the bidder, together with information about executed contract or contracts in the course of the last 5 years before the deadline for submission of bids, with values, dates, buyers (contracting authorities or economic operators) and obligatory submission of:

— At least 3/three/ executed contracts each with a total value of 20 000 000,00 MKD in the course of the last 5 years before the deadline for submission of bids in the field of the object of the procurement — construction of roads (copies of the contracts certified by the bidder are to be submitted — to be submitted as a whole, not only the 1

— At least 3/three certificates of satisfactory execution of work for the submitted contracts (each contract with a total value of 20 000 000,00 MKD) issued by a contracting authority/recipient stating that the work has been completed timely, properly and in a quality manner (original document or a copy certified by the bidder is to be submitted).

2.5.2.2. A statement by the person authorised by the bidder which guarantees that the bidder has hired expert and technical staff (no matter if they are directly employed by the economic operator or if they are hired on contract) for realisation of the object of the contract that will be directly involved in the execution of the contract, (original statement or a copy certified by the bidder is to be submitted), and obligatory submission of.

2.5.2.2.1. Certificate of employment issued by a competent authority that provides services of employment (e.g. Employment Agency of Republic of Macedonia), or Review of the report/log out mandatory health insurance for business entities issued by the Employment Agency of the Republic of Macedonia or a Certificate of paid taxed issued by a competent authority — if the persons are directly employed by the economic operator, or a Contract for work or a Contract for hiring expert/technical staff for executing the contract in accordance with Notice No 23-465/5 if the persons are hired by the economic operator — original documents or a copies of the original documents certified and signed by the bidder are to be submitted.

2.5.2.3. Statement of technical equipment and capacity and other potential that the bidder possesses in order to execute the object of the contract, by submitting evidence for meeting minimum requirements as follows:

— Relevant valid evidence in writing/document (invoices, contracts, contract for cooperation, lease agreement, etc.) that verifies that the bidder possesses an asphalt plant with a capacity of 50 tons/hour or that the bidder will lease such asphalt plant.

Минимално ниво(а) на стандарди:

1. Evidence of previous experience in the field of the object of the procurement (construction of roads in Kamenjar, Probishtip Minicipality);

2. To have hired expert and technical staff that will be directly involved in the execution of the contract for the entire duration of the contract;

3. To possess the required technical equipment that a bidder must possess in order to complete construction works of the kind, i.e. it is obligatory:

— To be in possession of an asphalt plant with a capacity of 50 tons/hour or to lease such plant.

Извршување на договорот
Потребни депозити и гаранции:

Condition for signing the contract with the winning bidder is providing a guarantee by the winning tenderer for performance of the contract in the amount of 10 % (ten percent) of the contract value. Payment of services which are the subject of this contract, will be made in 60 days after submitting a invoice.

Правна форма што треба да ја преземе групата економски оператори на која ќе се додели договорот:

Any interested domestic and foreign legal or natural entity — bidder who is registered for activity that is related to the subject of the contract for public procurement has the right to place a bid. A group of bidders also has the right to place a bid (where the bid is prepared in accordance with the conditions and requirements specified for a group of bidders in the tender documentation) without an obligation for joining in appropriate legal form. The contracting authority will not require the group of bidders to join in certain legal form if the group is selected as the winner of the procurement.

Други посебни услови:

The bidder must submit a minimum of a valid B license for construction issued by the Ministry of Transport and Communications of RM, in compliance with the Construction Law (copy verified by the bidder bearing a seal and signature confirming that it is an accurate copy of the original document).
