‘Civil works for rehabilitation of thirteen schools in the Republic of Macedonia’

The holder of the contract is obliged to carry out the planned civil works for rehabilitation of thirteen schools in the Republic of Macedonia, within 6 (six) months. The deadline for carrying out the works flows from the introduction of the contractor in work for each facility individually.
The subject of the contract is divided into 13 (thirteen) lots, as follows:
1. Primary School ‘Braka Miladinovci’ — Probistip — Probistip;
2. Primary School ‘Tosho Arsov’ — Stip — Stip;
3. Primary School ‘Bajram Shabani’ — Kumanovo — Kumanovo;
4. Primary School ‘Krste P.Misirkov’ — Orizari — Kocani;
5. Primary School ‘Lazo Angelovski’ — Skopje — Aerodrom
6. Primary School ‘Vasil Glavinov’ — Skopje — Chair;
7. Primary School ‘Bajram Shabani’ — s.Kondovo — Saraj;
8. Primary School ‘Perparim’ — s.Cegrane — Gostivar;
9. Primary School ‘Panajot Ginovski’ — Butel — Butel;
10. Primary School ‘Naum N.Borche’ — Madzari — Gazi Baba;
11. Primary School ‘Kuzman Sapkarev’ — Drachevo — Kisela Voda;
12. Primary School ‘Nikola Karev’ — Probistip — Probistip;

The computations for each object are presented as an attachment to the tender documentation in the format MS Excel and they are delivered filled with prices as part of the bid are attached in the part of the financial proposal in the ESPP.
The drawings are given in a separate folder, as an attachment to the tender documentation in PDF format.
Wherever a reference is made to certain standards and markings to be met in relation to equipment and materials, the performed work or tests, the regulations of the most recent current editions or effective revised standards and markings shall apply. Wherever a reference is made to a particular manufacturer, brand, model, etc. The provision stipulates that the offered materials and equipment may be from another manufacturer, brand, model, etc. Provided that they are equivalent to those requested.

Information and formalities necessary for evaluating if the requirements are met: Together with the tender, the economic operator shall submit accompanying documentation proving the following: personal status, capability for professional activity performance.

The Contracting Authority shall exclude from the procedure for public procurement contract awarding every economic operator:
— against which sentence for participation in criminal organization, corruption, fraud or money laundry has been passed by means of effective court decision for the last 5 year;
— against which secondary penalty prohibition to participate in public calls, contracts for public procurement and contracts for public private partnership awarding has been passed;
— against which secondary penalty of temporary or permanent prohibition to perform certain activity has been passed;
— which is subject to bankruptcy or liquidation procedure;
— who has unpaid taxes, contributions and other public charges, except where economic operator has been approved delayed payment of taxes, contributions and other public charges in accordance with specific regulations and these are paid on regular basis;

— against whom misdemeanor sanction — prohibition to perform profession, activity or duty or temporary prohibition to perform activity has been passed, and who has given false data or failed to deliver the data requested by the Contracting Authority.

To prove their personal status, economic operators shall submit the following documents:
— statement by the economic operator that no sentence for participation in criminal organization,corruption,fraud or money laundry has been passed against it by means of effective court decision for the last 5 years;
— certificate that no bankruptcy procedure has been initiated against it by the competent authority;
— certificate that no liquidation procedure has been initiated against it by the competent authority;
— certificate for paid paid taxes, contributions and other public charges by the competent authority of the country in which the economic operator has been registered;
— certificate from the Registry of penalties for perpetrated crimes for legal persons that no secondary penalty…
… prohibition to participate in public calls, contracts for public procurement and contracts for public private partnership awarding has been passed;
… temporary or permanent prohibition to perform certain activity has been passed;
— certificate that misdemeanor sanction — prohibition to perform profession, activity or duty or temporary prohibition for performance of specific activity — has not been passed against it by means of effective court decision.
The statement by the economic operator that no sentence for participation in criminal organization,corruption,fraud or money laundry has been passed against it by means of effective court decision for the last five years,shall be prepared and signed by the economic operator itself and it does not have to be certified by competent authority.

Certificates that no bankruptcy procedure or liquidation procedure has been initiated, as well as certificates from the registry of penalties for perpetrated crimes, shall be issued by the competent authorities in the country where the economic operator is registered.

Certificate for for paid paid taxes, contributions and other public charges shall be issued by the competent authority of the country in which the economic operator has been registered. Certificate that misdemeanor sanction — prohibition to perform profession, activity or duty or temporary prohibition for performance of specific activity — has not been passed against it by means of effective court decision, shall be issued by the competent authority of the country in which the economic operator has been registered. The above mentioned documents shall not be older than 6 (six) months counted from the deadline for tenders submission backwards.

If the country in which the economic operator has been registered does not issue the above mentioned documents or they do not include all above listed cases, the economic operator may submit a statement certified by the competent authority.
Capability to perform professional activity.
To prove their capability for performance of professional activity, the economic operators shall submit document for registered activity as evidence that they have been registered as natural or legal person for the performance of the activity related to the subject of the contract for public procurement or evidence that they belong to appropriate professional association in accordance with the regulations of the country of registration.

Economic operator should submit at least license B for engineering of structures of second category in accordance with Article 57 of the Law on Building.

— Balance sheet statement and data on operating results for the last 3 years certified by competent authority.
— Certificate issued by bank by which the bank approves credit to the bidder of 100 000 EUR at minimum, for duration equal to the period of full project implementation, or other prove of liquid assets.

— The minimum overall revenue for the last 3 years shall amount not less than 100 000 000 MKD.
— The bidder should prove that they have at disposal or have access to a minimum 100 000 EUR financial resources/liquid assets required for works completion.

— Copies of authorizations A or B for one civil engineer issued by the Chamber of authorized architects and engineers,
— Copies of authorizations A or B for one engineer for performance in the domain of architecture, issued by the Chamber of authorized architects and engineers,
— Copy of authorization A or B for mechanical engineer, issued by the Chamber of authorized architects and engineers,
— Copy of authorization A or B for electrical engineer, issued by the Chamber of authorized architects and engineers,
— Copies of М1/М2 forms for civil engineer, architect, mechanical and electrical.
— List of professional technical personnel for the execution of the subject procurement,
— Copies of М1/М2 forms for the additional staff (at least for one (1) civil work construction technicians,
— List of additional staff for the execution of the subject procurement,
— Certificate by competent authority on the number of employees issued not less than 15 days before the date set as deadline for bids submission,
— Copies of a minimum 2 (two) completed contracts for the last 5 years in the field of construction,
— Copy of the realized contract in the last 5 years with a value not less than 10 000 000 MKD,
— Certificates should contain value, time and location of works execution (in case they do not contain such data, copies of the relevant contracts or document for technical acceptance containing the required information or other appropriate document should be submitted).

— construction scaffold of minimum 500 m2.

— 1 civil engineers with authorization А or B,

To cover a minimum of 500 m2 with a construction scaffold.

Потребни депозити и гаранции:
As part of the tender, the economic operator shall provide guarantee of the tender (guarantee for participation)at an amount of at least 3 % of the total value of the tender without VAT included.
More information on the requested bank guarantee is available in the tender documentation.
The signing of the contract with the selected most favourable tenderer shall be conditioned by the provision of guarantee by the selected most favourable tenderer for high quality execution of the contract to the level of 15 % of the contract value.
