Construction of part of the fecal sewage in Aracinovo Village- Municipality of Aracinovo

Construction of sewage in Aracinovo Village will be performed in accordance with theBasic Project on Fecal Sewage in Aracinovo Vil., and the Construction Permit No. 09-25 of date 15.3.2017 issued by the Mayor of Aracinovo Municipality.
The project foresees construction of a primary sewage network composed of 7 basic branches and 5 auxiliary branches. The Ministry of Environment and Physical Planning will implement construction of sewage network in Branch 4 and Branch 7.
The total length of these branches is 3030 meters and they are planned as sewage corrugated pipes PPHM, class of rigidity SN 8 according to DIN EN ISO 9969 with ND 200 mmtoND 800 mm.
Along the route there are 73 concrete mounting manholes planned to be installed with a diameter of d=1.0 m and MB20 and which due to the characteristics of the site are 1,5 m to 3,5 m high.

Together with the tender, the economic operator shall submit accompanying documentation proving the following: personal status, capability for professional activity performance.

The Contracting Authority shall exclude from the procedure for public procurement contract awarding every economic operator:

— against which sentence for participation in criminal organization, corruption, fraud or money laundry has been passed by means of effective court decision for the last 5 year;

— against which secondary penalty prohibition to participate in public calls, contracts for public procurement and contracts for public private partnership awarding has been passed;

— against which secondary penalty of temporary or permanent prohibition to perform certain activity has been passed;

— which is subject to bankruptcy or liquidation procedure;

— who has unpaid taxes, contributions and other public charges, except where economic operator has been approved delayed payment of taxes, contributions and other public charges in accordance with specific regulations and these are paid on regular basis;

— against whom misdemeanour sanction — prohibition to perform profession, activity or duty or temporary prohibition to perform activity has been passed, and who has given false data or failed to deliver the data requested by the Contracting Authority.

To prove their personal status, economic operators shall submit the following documents:

— statement by the economic operator that no sentence for participation in criminal organization, corruption,fraud or money laundry has been passed against it by means of effective court decision for the last 5 years;

— certificate that no bankruptcy procedure has been initiated against it by the competent authority;

— certificate that no liquidation procedure has been initiated against it by the competent authority;

— certificate for paid paid taxes, contributions and other public charges by the competent authority of the country in which the economic operator has been registered;

— certificate from the Registry of penalties for perpetrated crimes for legal persons that no secondary penalty…

… prohibition to participate in public calls, contracts for public procurement and contracts for public private partnership awarding has been passed;

… temporary or permanent prohibition to perform certain activity has been passed;

— certificate that misdemeanour sanction — prohibition to perform profession, activity or duty or temporary prohibition for performance of specific activity — has not been passed against it by means of effective court decision.

The statement by the economic operator that no sentence for participation in criminal organization, corruption,fraud or money laundry has been passed against it by means of effective court decision for the last five years,shall be prepared and signed by the economic operator itself and it does not have to be certified by competent authority.

Certificates that no bankrupcy procedure or liquidation procedure has been initiated, as well as certificates from the registry of penalties for perpetrated crimes, shall be issued by the competent authorities in the country where the economic operator is registered.

Certificate for for paid paid taxes, contributions and other public charges shall be issued by the competent authority of the country in which the economic operator has been registered. Certificate that misdemeanour sanction — prohibition to perform profession, activity or duty or temporary prohibition for performance of specific activity — has not been passed against it by means of effective court decision, shall be issued by the competent authority of the country in which the economic operator has been registered. The above mentioned documents shall not be older than 6 (six) months counted from the deadline for tenders submission backwards.

If the country in which the economic operator has been registered does not issue the above mentioneddocuments or they do not include all above listed cases, the economic operator may submit a statement certified by the competent authority.

Capability to perform professional activity.

To prove their capability for performance of professional activity, the economic operators shall submit document for registered activity as evidence that they have been registered as natural or legal person for the performance of the activity related to the subject of the contract for public procurement or evidence that they belong to appropriate professional association in accordance with the regulations of the country of registration.

Economic operator should submit license B for engineering of structures of second category in accordance with Article 57 of the Law on Building.

Економска и финансиска состојба:

Balance sheet report and data on success balance for the last three years certified by a competent authority.

Минимално ниво(а) на стандарди:

— The minimal total revenue in the past three years shall not be lower than…

… 100 000 000 MKD (in total for 3 years);

… 35 000 000 MKD (in total for 3 years).

Техничка и професионална способност:

— Certificate of Confirmation from the Employment Agency not older than 15 days from the deadline for submission of offers;

— М1/М2 templates for civil engineers

— A copy of B performance authorization for civil engineers;

— Original or copy of contracts for at least 2 (two) implemented contracts for the subject area or from the area of construction of water supply system in the last 5 years, with a value not lower than 35 000 000 MKD,

— Confirmation for contracts for satisfactory implementation of activities issued by the investor (confirmations shall contain value, time and location where activities were carried out)and

— Certificate of successfully passed professional exam for the employed or hired professional for safety at work.

Минимално ниво(а) на стандарди:

— The bidder shall have at least 30 (thirty) employees;

— The bidder shall have at least two civil engineers with a type B performance authorization;

— The bidder shall have implemented at least 2 (two) contracts in the last 5 years on the subject area or from the area of construction of a water supply system, and the minimal value of one of these implemented projects shall not be lower than 35 000 000 MKD and

— The bidder shall have at least one employee or responsible person authorized in the area of safety and health at work.

Потребни депозити и гаранции:

As part of the tender, the economic operator shall provide guarantee of the tender (guarantee for participation) at an amount of at least 3 % of the total value of the tender without VAT included.

More information on the requested bank guarantee is available in the tender documentation.

The signing of the contract with the selected most favourable tenderer shall be conditioned by the provision of guarantee by the selected most favourable tenderer for high quality execution of the contract to the level of 10 % of the contract value.
