Construction of the Main Collective Faecal Collector for the City of Kocani and the Village of Orizari and Part of the Collector System for City of Kocani

The collector system is composed of a main collective faecal collector and secondary faecal collectors that connects the existing mixed network to the main collector that transports the wastewater to the WWTP. The main collecting faecal collector is with a total length of 9 500 m and is planned to be performed in two sections: the first section is with a length of 5208 m with a starting point in Orizari, to the border of the GUP coverage for the city of Kocani and the second section is with a length of 4292 m to the Wastewater Treatment Plant (WWTP).
The current project refers to the construction of the first section of the main collective faecal collector and part of the collector system for the city of Kocani and is based on the "Project for the main collective faecal collector for the city of Kocani and village Orizari and part of the collector system for city of Kocani". The project provides for the construction of the first section of the main collector and the construction and reconstruction of the secondary collectors with which the existing mixed network will join the main collective collector. The construction of secondary collectors is not part of this tender procedure.
With the completion of this project, the following construction works will be performed:
— Proceeding, transport, connecting and installation of PP pipes SN10, L=6 m in total length of 5208 m, and that is PP ND 250 with length of 252 m, PP ND 315 with length of 1362 m, PP ND 400 with length of 707 m and PP ND 500 with a length of 2910 m,
— Proceeding, transporting, connecting and installing 94 PP mounting shafts DN 800 and DN 1000 with variable height,
— Construction of 17 reinforced concrete revision shafts,
— Construction of one (1) overflowing shaft of the main collector,
— Construction of two passes over the road (one regional road and one national road),
— Construction two passes over the Kocanska River,
— Protection from the erosion of the Kochanska River by placing of gabions on two locations in the riverbed of the Kochanska River.
The individual bill of quantities and recapitulas are given as an attachment to the announcement, in MS Excel format and they are to be delivered filled out with prices as part of the offer, electronically signed and attached as the part of the financial proposal in the ESPP.
The drawings, geodetic reports, geo-mechanical elaborates, environmental elaborates, revised project, control plan, building approval, test procedures, technical specifications and annexes are given in special zipped folders, as a part of the tender documentation and you can download them at the following link:

Notice:
The economic operator should take into consideration that for the realisation of the procurement, a traffic project for a temporary traffic regime will have to be developed, and that is the responsibility of the contractor in accordance with Article 84 of the Law on Construction.

Together with the tender, the economic operator shall submit accompanying documentation proving the following: personal status, capability for professional activity performance.

The contracting authority shall exclude from the procedure for public procurement contract awarding every economic operator:

— against which sentence for participation in criminal organisation, corruption, fraud or money laundering has been passed by means of effective court decision for the last 5 years,

— against which secondary penalty prohibition to participate in public calls, contracts for public procurement and contracts for public private partnership awarding has been passed,

— against which secondary penalty of temporary or permanent prohibition to perform certain activity has been passed,

—— which is subject to bankruptcy or liquidation procedure,

—— who has unpaid taxes, contributions and other public charges, except where economic operator has been approved delayed payment of taxes, contributions and other public charges in accordance with specific regulations and these are paid on regular basis,

— against whom misdemeanour sanction — prohibition to perform profession, activity or duty or temporary prohibition to perform activity has been passed, and who has given false data or failed to deliver the data requested by the contracting authority.

To prove their personal status, economic operators shall submit the following documents:

— statement by the economic operator that no sentence for participation in criminal organisation, corruption, fraud or money laundering has been passed against it by means of effective court decision for the last 5 years,

— certificate that no bankruptcy procedure has been initiated against it by the competent authority,

— certificate that no liquidation procedure has been initiated against it by the competent authority,

— certificate for paid taxes, contributions and other public charges by the competent authority of the country in which the economic operator has been registered,

— certificate from the Registry of Penalties for perpetrated crimes for legal persons that no secondary penalty…

… prohibition to participate in public calls, contracts for public procurement and contracts for public private partnership awarding has been passed,

… temporary or permanent prohibition to perform certain activity has been passed,

— certificate that misdemeanour sanction — prohibition to perform profession, activity or duty or temporary prohibition for performance of specific activity — has not been passed against it by means of effective court decision.

The statement by the economic operator that no sentence for participation in criminal organisation, corruption, fraud or money laundering has been passed against it by means of effective court decision for the last 5 years, shall be prepared and signed by the economic operator itself and it does not have to be certified by competent authority.

Certificates that no bankruptcy procedure or liquidation procedure has been initiated, as well as certificates from the Registry of Penalties for perpetrated crimes, shall be issued by the competent authorities in the country where the economic operator is registered.

Certificate for paid taxes, contributions and other public charges shall be issued by the competent authority of the country in which the economic operator has been registered.

Certificate that misdemeanour sanction — prohibition to perform profession, activity or duty or temporary prohibition for performance of specific activity — has not been passed against it by means of effective court decision, shall be issued by the competent authority of the country in which the economic operator has been registered.

The above mentioned documents shall not be older than 6 (six) months counted from the deadline for tenders.

Submission backwards

If the country in which the economic operator has been registered does not issue the above mentioned documents or they do not include all above listed cases, the economic operator may submit a:

— statement certified by the competent authority capability to perform professional activity.

To prove their capability for performance of professional activity, the economic operators shall submit document:

— For registered activity as evidence that they have been registered as natural or legal person for the performance of the activity related to the subject of the contract for public procurement or evidence that they belong to appropriate professional association in accordance with the regulations of the country of registration.

Economic operator should submit license B for engineering of structures of second category in accordance with.

Article 57 of the Law on Building.

Економска и финансиска состојба:

Economic operator shall prove the fulfilment of the minimum conditions for economic and financial.

Capability by submitting the following:

— Balance sheet statement and data from the balance of success for the last 3 years certified by competent authority.

Минимално ниво(а) на стандарди:

To qualify as capable for execution of the subject contract for public procurement in terms of their economic and financial status, economic operators should fulfil the following minimum conditions:

— Minimum annual turnover of financial resources for the last 3 years shall not be less than 700,000,000.00 Denars (aggregate),

— Overall profit of the tenderer for the last 3 years shall amount 120,000,000.00 denars at minimum (aggregate).

Техничка и професионална способност:

— Certificate from the Employment Agency not older than 15 days from the deadline for submission of offers,

— M1 / M2 patterns for civil engineers,

— M1 / M2 form for the geodetic engineer,

— A copy of the B license for construction for the civil engineers,

— Copy of the diploma for the construction engineer – surveyor,

— Original or copy of the contracts for at least 3 (three) realised contracts for the subject area or for the construction of sewage systems, pipelines or water supply in the last 5 years, one of which is not less than 40,000,000.00 MKD,

— With the contracts also confirms for satisfactory performance of the works issued by the investor should be submitted. If they cannot be provided, a document for a technical acceptance (or other appropriate document) should be provided,

— Certificate of passed professional exam for safety at work of the employed or hired professional.

Минимално ниво(а) на стандарди:

— The bidder shall have at least 50 (fifty) employees,

— The bidder shall have at least 2 civil engineers with a type B performance authorisation,

— The bidder must have employed or engaged at least one geodetic engineer,

— The bidder shall have implemented at least 3 (three) contracts during the past 5 years in the relevant area or construction of sewage systems, pipelines or water supply systems, with a minimal value of each implemented contract not lower than 40,000,000 MKD,

— The bidder shall have at least one employee or responsible person authorised in the area of safety and health at work.

Извршување на договорот
Потребни депозити и гаранции:

As part of the tender, the economic operator shall provide guarantee of the tender (guarantee for participation) at an amount of at least 3 % of the total value of the tender without VAT included.

More information on the requested bank guarantee is available in the tender documentation.

The signing of the contract with the selected most favourable tenderer shall be conditioned by the provision of guarantee by the selected most favourable tenderer for high quality execution of the contract to the level of 10 % of the contract value.
