— confirmation stating that no liquidation procedure has been initiated by a competent body,

— certificate of paid taxes, benefits and other public duties issued by a competent body in the country where the economic operator is registered,

— confirmation from the Register of penalties for committed criminal offences of legal entities proving that no secondary penalty -…

… ban on participating in open call procedures, awarding public procurement contracts and contracts on public-private partnership has been pronounced,

… temporary or permanent ban on performing particular activity has been pronounced,

— confirmation stating that no misdemeanour sanction - ban on the performance of the profession, activity or duty, i.e. temporary ban on the performance of a particular activity has been pronounced with an effective verdict.

Економска и финансиска состојба:

Necessary documents for proving the economic status of the economic operator:

— balance sheet verified by a competent body, i.e. audited balance sheet, or extracts from the balance sheet, in cases when the disclosure of the balance sheet is regulated by law in the country where the economic operator is registered - extract from the overall turnover of the enterprise (datum from the profit and loss account issued by a competent body, i.e. an audited profit and loss account) and, where appropriate, from the turnover in the area covered by the public procurement contract and for maximum of the last 3 financial years for which such information is available depending on the date when the enterprise was established or commenced with operation and depending on the availability of such information.

Техничка и професионална способност:

— list of completed works from the area of civil engineering i.e. construction of roads in the last 5 years by enclosing certificate for satisfactory construction of most significant works, certificates including value, time and location of the performance of the works and findings whether the works were performed in line with the business rules and whether they were properly completed; - educational and professional qualifications of the key technical staff responsible for contract implementation (M1/M2 templates/certificate from competent institution, CVs, Authorizations for each member of the key technical staff, photocopy of University Diploma and/or High School Diploma, photocopy of the document certifying acquired vocational title – construction technician to be enclosed). - Statement for hired and available key staff at the construction site, regardless whether they are employed at the economic operator. In such case when there is a staff not employed by the economic operator, a statement should be submitted by the respective person expressing a consent to be hired for the realization of the contract. - statement regarding the technical equipment at the disposal of the economic operator for the performance of the respective works; and - notice for the elements of the contract the economic operator intends to assign to another subcontractor.

Минимално ниво(а) на стандарди:

Minimum criteria for determining the technical and professional status of the economic operator:

— at least 5 (five) contracts from the civil engineering area as follows: construction of roads in the last 5 years – at least 3 (three) contracts for construction of bridges, of which at least 1 (one) contract for bridge with construction made of main pre-stressed bridge bearers; The economic operator should possess the following minimum technical staff • 1 (one) Construction Supervisor – BSc in Civil Engineering, with “A” Authorization for performing civil engineering constructions, with minimum 7 years of work experience with constructions from the area of civil engineering • 1 (one) employee with BSc in Civil Engineering, with “A” Authorization for construction works, with minimum 5 years of work experience with construction of bridges • 1 (one) Construction Technician – Laboratory Technician, with minimum 5 years of work experience in a lab for material examination • 1 (one) Surveyor, with minimum 5 (five) years of work experience with constructions from the area of civil engineering; Equipment – the economic operator should prove that it possesses, by means of Leasing Contract, Procurement Contract or acquired in another manner, the following minimum key equipment in entirely functional condition and must prove that, based on the known arrangements, such equipment will be available throughout the entire period for realization of the proposed contract: - minimum 2 (two) tracked excavators - minimum 6 (six) tipper trucks - minimum 2 (two) vibratory rollers with a min. weight of 9 t. - minimum 2 (two) earth excavators – minimum 2 (two) water pumps with capacity over 10 m3/h - minimum 2 (two) water pumps with capacity up to 10 m3/h - minimum 2 (two) asphalt rollers (rubber) - minimum 2 (two) vibratory rollers for asphalt (steel) - minimum 1 (one) water tank truck – minimum 1 (one) bulldozer - minimum 1 (one) grader truck - minimum 3 (three) auto mixer trucks - minimum 1 (one) power trowel with minimum width of the trowel of 7,0 m` - minimum 1 (one) crawler crane with weight of 40 t. - minimum 1 (one) vibratory roller with a minimum weight of 1 t. - minimum 1 (one) vibratory rammer – concrete base on the territory of R. Macedonia – asphalt base on the territory of R. Macedonia – control lab for current examination of materials (geomechanics, concrete and asphalt).
