— License A for designing structures of first category as per the Construction Law in force (Official Gazette of Republic of Macedonia No 130/09, 124/10, 18/11, 36/11, 54/11, 13/12, 144/12, 25/13, 79/13, 137/13, 163/13, 27/14, 28/14, 42/14, 115/14, 149/14, 187/14, 44/15, 129/15, 217/15, 226/15, 30/16, 31/16, 39/16 and 71/16) or, for foreign economic operators, a License issued by the authority responsible for operations in the area of spatial planning/management according to Article 42 of the Construction Law (Official Gazette of Republic of Macedonia no. 130/09, 124/10, 18/11, 36/11, 54/11, 13/12, 144/12, 25/13, 79/13, 137/13, 163/13, 27/14, 28/14, 42/14, 115/14, 149/14, 187/14, 44/15, 129/15, 217/15, 226/15, 30/16, 31/16, 39/16 and 71/16) (applies to each member of the group in case the bid is submitted by a group of economic operators — JV).

Економска и финансиска состојба:

— Total revenues of 100 000 EUR, aggregate amount in the last three years (2014, 2015, and 2016).

The economic operator shall prove that he meets the requirements for Economic and financial status by furnishing the following:

— Copy of balance sheet report and data of 2014, 2015, and 2016 income statements, verified by a competent authority, i.e. audited balance sheets or abstracts of the report on balance sheets, where balance sheet publication is required under the law of the country where the economic operator is registered.

— In cases of Foreign Tenderers: If balance sheet report and income statement were not issued for 2014, 2015, and 2016 and verified by a competent authority, the requirement is to furnish copies of auditors' reports of the Foreign Tenderer, which shall be positive and shall be issued by a reputable foreign institution registered to provide audit services. Auditor reports should contain data about the overall economic operation of the Foreign Tenderer (for the last three years).

Техничка и професионална способност:

— Minimum 1 (one) contract developed, audited and approved design for construction or reconstruction or rehabilitation of minimum 3 km of state roads (motorways, expressways, national or regional roads) in the last 3 (three) years, with a minimum value of 3 000 000 MKD

— Notification on contract items, if any, that the economic operator intends to subcontract to third parties.

Key personnel:

— Chief Design Engineer: 1 Bachelor of Civil Engineering — BS CE possessing an Authorization A for developing civil engineering design documents, with minimum 5 (five) years of work experience as a design engineer, and 3 (three) years of work experience as a road design engineer.

— Architectural Engineer: 1 Bachelor of Architectural Engineering — BAE possessing an Authorization A for developing urban plans, i.e. a planner, signatory of planning documentation, with minimum 5 (five) years of work experience as a planner, and 3 (three) years of work experience as a road planner.

— Road Alignment Design Engineer: one Bachelor of Civil Engineering — BS CE possessing an authorization A for developing civil engineering design documents, with minimum 5 (five) years of work experience as a design engineer, and 3 (three) years of work experience as a road design engineer.

— Civil or Traffic Engineer: one Bachelor of Civil or Traffic Engineering possessing an authorization A for developing traffic engineering design documents, with at least 4 (four) years of work experience as a design engineer, and 2 (two) years as a road design engineer.

— Civil Engineer: one Bachelor of Civil Engineering possessing an authorization A for developing design documents in geotechnics, with minimum 4 (four) years as a Design Engineer and 2 (two) years as a road design engineer;

— Geodetic Engineer possessing an Authorization in Geodesy with minimum 4 (four) years of work experience in civil engineering field.

— Environment Protection Expert possessing a Diploma in the field of Environmental Engineering, Ecology, Engineering, technical-technological sciences, or other appropriate diploma in natural sciences related to the environment protection;

General experience:

Minimum 5 (five) years of work experience in the field of the protection and improvement of the environment and nature;

Specific experience:

(1) Certificate of passed professional exam for obtaining the status of an Expert in Environmental Impact Assessment of projects, issued by the Ministry of Environment and Physical Planning (MOEPP) of RM, and listed on the List of Experts in Environmental Impact Assessment of projects, kept by the MOEPP of RM;

(2) Copy of the List of Experts (only of the section where the expert's name is printed) kept by the MOEPP;

(3) Minimum one (1) developed and approved Environmental Impact Assessment (EIA) Study or Report for a project in the transport sector (construction, reconstruction or rehabilitation of state roads — motorways, expressways, national or regional roads, or of railways) in the last 5 (five) years, on which the expert worked as an EIA Expert;

— Note: In case a foreign expert is proposed, either a confirmation/certificate from expert's home country shall be submitted, or a statement that this matter in his/her home country is regulated in a different manner. Also, for foreign physical and legal entities, provisions apply of the Construction Law (Official Gazette of Republic of Macedonia no. 130/09, 124/10, 18/11, 36/11, 54/11, 13/12, 144/12, 25/13, 79/13, 137/13, 163/13, 27/14, 28/14, 42/14, 115/14, 149/14, 187/14, 44/15, 129/15, 217/15, 226/15, 30/16, 31/16, 39/16 and 71/16) and of the Environment Protection Law (Official Gazette of RM no. 53/2005, 81/2005, 24/2007, 159/2008, 83/2009, 48/2010, 124/2010, 51/2011, 123/2012, 93/13, and all its amendments and supplements).

Equipment:

— Adequate technical equipment with hardware and software required for development of the design documents in an electronic form.

— Geodetic instruments and equipment (appropriate equipment for surveying, double frequency GPS unit, 2 (two) total stations, off-road vehicle).

The economic operator shall prove that he meets the requirements of Technical and professional competence by submitting the following:

— Copy of the Contract and a proof that the project was completed and audited, as well as written confirmation by recipients of the service performed.

— Notification on contract items that the economic operator intends to subcontract to third parties.

— For Chief Design Engineer: copies of the diploma and of authorization A for developing civil engineering design documents issued by competent national authorities, as per the Construction Law in force (Official Gazette of Republic of Macedonia no. 130/09, 124/10, 18/11, 36/11, 54/11, 13/12, 144/12, 25/13, 79/13, 137/13, 163/13, 27/14, 28/14, 42/14, 115/14, 149/14, 187/14, 44/15, 129/15, 217/15, 226/15, 30/16, 31/16, 39/16 and 71/16), M1/M2 employment form, and completed short biography forms (provided in tender documents) for the proposed experts.

— For Architectural Engineer: copies of the diploma and of authorization A for developing urban plans, i.e. for a planner and signatory of planning documentation, as per the Law on Spatial and Urban Planning (Official Gazette of Republic of Macedonia no. 199/14, 44/15, 193/15, 31/16 and 163/16), M1/M2 employment form, and completed short biography forms (provided in tender documents) for the proposed experts.

— For Road Alignment Design Engineer: copies of the diploma and of authorization A for developing design documents in civil engineering issued by competent national authorities, as per the Construction Law in force (Official Gazette of Republic of Macedonia no. 130/09, 124/10, 18/11, 36/11, 54/11, 13/12, 144/12, 25/13, 79/13, 137/13, 163/13, 27/14, 28/14, 42/14, 115/14, 149/14, 187/14, 44/15, 129/15, 217/15, 226/15, 30/16, 31/16, 39/16 and 71/16), M1/M2 employment form, and completed short biography forms (provided in tender documents) for the proposed experts.

— For Civil or Traffic Engineer: copies of the diploma and of authorization A for developing design documents in traffic engineering issued by competent national authorities, as per the Construction Law in force (Official Gazette of Republic of Macedonia no. 130/09, 124/10, 18/11, 36/11, 54/11, 13/12, 144/12, 25/13, 79/13, 137/13, 163/13, 27/14, 28/14, 42/14, 115/14, 149/14, 187/14, 44/15, 129/15, 217/15, 226/15, 30/16, 31/16, 39/16 and 71/16), M1/M2 employment form, and completed short biography forms (provided in tender documents) for the proposed experts.

— For Civil Engineer: copies of the diploma and of authorization A for developing design documents in geotechnics issued by competent national authorities, as per the Construction Law in force (Official Gazette of Republic of Macedonia no. 130/09, 124/10, 18/11, 36/11, 54/11, 13/12, 144/12, 25/13, 79/13, 137/13, 163/13, 27/14, 28/14, 42/14, 115/14, 149/14, 187/14, 44/15, 129/15, 217/15, 226/15, 30/16, 31/16, 39/16 and 71/16), M1/M2 employment form, and completed short biography forms (provided in tender documents) for the proposed experts.

— For Geodetic Engineer: copies of the diploma and of authorization in geodesy, M1/M2 employment form, and completed short biography forms (provided in tender documents) for the proposed experts.

— For Environment Protection Expert:

— Copy(ies) of the diploma/s;

— Copies of M1/M2 employment forms, and completed and signed biography form/s for proposed expert/s (as provided in tender documents);

— Copy of the Certificate of an Expert in Environmental Impact Assessment of projects, issued by the Ministry of Environment and Physical Planning (MOEPP) of RM;

— Copy of the List of Experts (only of the section where the expert's name is printed) kept by the MOEPP of RM;

— Copy of a confirmation about the expert(s) being engaged in developing the Environmental Impact Assessment (EIA) Study or Report, or copy of a Certificate approving the Study or Report by a competent authority.

— Statement about technical equipment with hardware and software required for development of the design documents in an electronic form.

— Statement about possessing geodetic instruments and equipment.
