In order to prove its personal status, the economical operator should submit the following documents:
— statement of the economic operator stating that no effective verdict has been pronounced in the past 5 years for participation in criminal organization, corruption, fraud or money laundering,
— confirmation that no bankruptcy procedure has been initiated by a competent authority,
— confirmation that no liquidation procedure has been initiated by a competent authority,
— confirmation for paid taxes, contributions and other public fees from the authority competent in the country where the economic operator has been registered,
— confirmation from the Registry for penalties for committed criminal acts of the legal entities stating that no secondary penalty,…
… ban on participation in open call procedures, on awarding of contracts for public procurement and contracts on public-private partnership has been pronounced,
… temporary penalty or permanent ban on the performance of particular activity has been pronounced,
— confirmation stating that no misdemeanour sanction — ban on the performance of the profession, activity or obligation, i.e. temporary ban on the performance of a particular activity has been pronounced with the effective verdict.
Capability for performing professional activity of the economical operator:
Document for registered professional activity.
In order to prove his capability to perform professional activity, the economic operator needs to submit:
— Document for registered professional activity (DRA form), as a proof for registration as a physical person or legal entity for performance of the activity related to the subject of the contract on public procurement or a proof of belonging to a related professional association in accordance with the regulations of the country of registration.

Certificate issued by a competent authority as proof of meeting the special requirements to perform the activity prescribed in compliance with the law and relating to the subject matter of the contract, namely:
— Decision/work permit (to secure property and people) issued by the Ministry of Interior of R. Macedonia.

The following documents are necessary in order to prove the economic capability of the economic operator:
The economic operator proves the fulfilment of the minimum criterion of sub-item 2.4.1 by submitting:
— Balance sheet certified by a competent authority, i.e. audited balance sheet, or balance sheet excerpts where the publication of the balance sheet is required under the Law of the country where the economic operator is registered; or
— A statement of the overall turnover of the company (information on the profit and loss statement issued by the competent authority, i.e. audited profit and loss statement) for the last financial year.

Minimum criteria for determining the economic and financial status of the economic operator:
In order to qualify as capable to perform the subject contract on public procurement in terms of his economic and financial status, the economic operator needs to meet the following minimum criteria:
— To have a positive financial performance in the last financial year (2016).
Техничка и професионална способност:
Documents necessary to prove the technical and professional capability of the economic operator:
The economic operator proves that he meets the minimum criteria of sub-item 2.5.1 by submitting:
— Evidence that has he disposes with 10 (ten) patrol vehicles, the economic operator who is to submit a bid should also submit individually for each vehicle — a driving license, purchase agreement, invoices, lease agreements, inventory list, or other evidence confirming that the bidder has available 10 (ten) patrol vehicles, including a list of all those vehicles, which list should contain the following information: the brand and type of the vehicle and the registration number,

— Certificate from the Chamber for Security of Property and People of R. Macedonia for having issued a minimum of 100 official IDs,
— Proof that the Agency has at its disposal at least 50 (fifty) radio connections and central monitoring (inventory list, invoices, etc.),
— Extract from the Employment Agency of the Republic of Macedonia or a contract of engagement as proof that the economic operator has a minimum of 100 (one hundred) employees or persons hired, and the economic operator must also submit for the employees a Statement from the Employment Agency, and for the hired persons he should submit a contract of engagement — temporary service contract,

— Valid collective insurance policy for the employees or hired persons of the economic operator as evidence that they are insured against accidents at the work place.

Minimum criteria needed for establishing the technical and professional condition of the economic operator:
In order to qualify as capable to perform the subject contract on public procurement in terms of his technical or professional capability, the economic operator needs to meet the following minimum criteria:
— The economic operator needs to dispose with at least 10 (ten) patrol vehicles,
— The economic operator needs to have a minimum of 100 (one hundred) official IDs issued by the Chamber for Security of Property and People of R. Macedonia,
— The economic operator needs to have central monitoring (on-duty operating system) and at least 50 (fifty) radio connections,
— The economic operator needs to have a minimum of 100 (one hundred) employees or contracted persons,
— The economic operator needs to have provided insurance against accidents at the work place for the employees or contracted persons.
